Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Burundi's Strategic Note 2019-2023 aligns with UN Women's Global Strategic Plan 2018-2021, the National Development Plan 2018-2027, the National Gender Policy (NGP) and UNSC Resolution 1325 action plans for 2017-2021, UNDAF (2019-2023) and the United Nations Resilience Framework. It captures the triple mandate of UN WOMEN (Normative, Coordination and Programmatic) aimed at supporting government and partners to achieve lasting results for Gender Equality and the Empowerment of Women, building on its comparative advantages.

The strategic note prioritizes three outcomes: i) An environment for the implementation of WPS commitment is enabled in Burundi through the participation and influence of key governmental and non-governmental stakeholders’t; ii Women, including those in refugees/ IDPS camps and other vulnerable situations, experience enhanced safety, security, physical and mental health, and their human rights respected in conformity with ratified regional and international instruments’; iii) Women and girls participate in and benefit from socio-economic recovery opportunities in the context of peace and resilience-building’.

Hence, UN Women Burundi is structured in three main components: (1) Women Leadership & Participation -Peace and Security (WPS); (2) End of Violence Against Women and Girls/Human Rights and (3) Women Economic Empowerment (WEE).

Under the supervision of the Country Representative, the National Consultant will provide technical support in managing the development, implementation, monitoring and reporting of the Leadership and Women Peace and Security programmes for the Country Office, including related to the monitoring and reporting of these programmes.

Objectives of the assignment:

Provide technical support in the development planning documents of the newly PBF funded project on strengthening capacities of the Women mediators Network;

Support the Women Mediators Network develop their first quarterly implementation plan;

Provide substantive support to the final evaluation of the just ended PBF funded project on strengthening local mechanism for prevention and resolution of conflict and social cohesion;

Support knowledge management of the results of the Leadership and Women Peace and Security programmes for the Country Office.

Duties and Responsibilities

Scope of work

  • Develop work-plan for new PBF Project on strengthening Women Peace Mediators Network
  • Strengthen organizational capacities of the Newly Created Association of Women Mediators Networks
  • Accompany and oversee the process of the final Evaluation of the just ended PBF funded project on strengthening local mechanism for prevention and resolution of conflict and social cohesion;
  • Support selection of partners for the new PBF project;
  • Provide substantive technical inputs and support to workshops, forums and other high-level events with government and other partners on WPS, Leadership and Participation
  • Develop a detailed brochure capturing key results of the just ended PBF funded project.

Duties and Responsibities

1. Hold regular meetings with on-going and new partners of the WPS/Leadership and Participation program;

2. Prepare briefs and concept notes for meetings with donors;

3. Prepare bi-weekly briefs for the Representative on the situation of WPS/Leadership and participation in the country;

4. Take part in office and inter-agency technical meetings with substantive contributions related to the project;

5. Carry out any other activity relevant for the effective execution of the consultancy as may be requested by the Representative.

Deliverables:

  1. A detailed work-plan for the new PBF funded project
  2. At least 2 activities realized under the new PBF funded project
  3. A smoothly terminated final evaluation of the just closed PBF project;
  4. A detailed brochure on the results of the just ended PBF funded project

Required Skills and Experience

Education:

  • Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Gender is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 5 years of progressively responsible experience in programme management, including programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in setting priorities, budgets, work plans, participating in programme development and programme writing;
  • Experience in the fields of women leadership & participation and peace and security;
  • Experience in working independently with minimal supervision;
  • Experience in Burundi and/or the Eastern and Southern Africa region is an asset;
  • Experience in coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN System is an asset.

Language Requirements:

  • Fluency in French and English is required.
  • Working knowledge of another official UN language is an asset.
