Duties and Responsibilities

Integrated national financing frameworks (INFFs) provide a framework to help countries finance sustainable development and the SDGs. Under the 13th tranche of the Development Account (DA13), DESA, UNCTAD and the UN Regional Economic Commissions are implementing the project Toward integrated national financing frameworks. The project aims to support targeted countries to mobilize and align financing with national sustainable development priorities. The targeted countries are Belarus, Burkina Faso, Costa Rica, Dominican Republic, Egypt, Jordan, Kyrgyzstan, Pakistan, Samoa, and Zambia. The project brings together existing capacity and policy support for SDG financing by implementing entities in an integrated offer to targeted countries. The project addresses capacity gaps identified by target countries in one or more of the four INFF building blocks, namely, to provide support in the assessment and diagnostics phase, in the formulation of a financing strategy, in monitoring and review mechanisms, and/or governance arrangements. It further aims to foster regional and global knowledge exchange, ensuring peer learning at the regional level and knowledge transfer at the global level, to better link global policy processes to national and regional implementation. The Financing for Sustainable Development Office (FSDO) of the United Nations Department of Economic and Social Affairs (UN DESA) is seeking the services of a consultant to prepare a compendium of experiences on INFF design and implementation with a focus on concrete and actionable policy recommendations for policymakers, building on lessons learned from national and regional experiences, including from outcomes of the DA13 project. Work Assignment Under the supervision of the Inter-Regional Adviser on Financing for Sustainable Development of the Policy Analysis and Development Branch, the consultant will: 1. Conduct and document a thorough review of existing guidance material, reports, experiences and case studies on INFF design and implementation, including those related to the DA13 project. 2. Engage with relevant stakeholders, including government officials, INFF practitioners, and financing for development experts, to gather firsthand insights and experiences. 3. Synthesize findings into a comprehensive compendium (report), highlighting successful approaches, challenges encountered, and lessons learned in INFF development and implementation. a. Identify and document country case studies under the DA13 project or other initiatives that highlight the differences in INFF design and implementation. b. Detail the tools/approaches used under the DA13 project and other initiatives and outline how these were linked to the INFF approach as expressed in the INFF global guidance. c. Assess the challenges and opportunities for improving INFF design and implementation based on (a) and (b), and any other issue(s) that may arise from the review. d. Propose concrete and actionable recommendations, including a proposal and/or draft of specific global guidance to enhance INFF design and implementation. 4. Present the findings and recommendations in a clear and accessible technical report format, with a short summary of highlights and key recommendations for policymakers and other relevant stakeholders.

Qualifications/special skills

A minimum of eight years of experience in financing policy and analysis, particularly in a development context is required; Experience in preparing knowledge products, publications or reports related to financing for sustainable development, INFFs, or similar topics is required; Experience in advising countries and/or developing guidance on integrated approaches to development financing is desirable; Strong analytical and conceptual skills; Excellent drafting and communication abilities.

Languages

Fluency in (both oral and written) English is required. Knowledge of another UN official language is an advantage.
