Purpose of the consultancy

The Main objective of this consultation is to lead the updating and finalization of the new WHO Jordan Country Cooperation Strategy 2021-2025 (CCS), in close coordination with CO team, under the supervision of WR, and in collaboration with national counterparts.

Background

The most recent CCS for the WHO Country Programme in Jordan was developed in 2007 and covered the period of 2008-2013. Currently, the collaboration of WHO and Government of Jordan (GOJ) is mandated by the Country Support Plan 2020-2021 (CSP), jointly developed by WHO and Ministry of Health (MOH) on the basis of the Thirteenth General Programme of Work (GPW13).

In line with the findings of the 2019 Country Functional Review (CFR), CO has activated its efforts to develop an updated CCS that articulates the direction of WHO’s strategic work in Jordan. The CCS is to be informed by Government policies and priorities, the available information on the burden of disease and the public health situation and trends, the relevant overall UN frameworks under the Agenda 2030 and UNSDF in Jordan, as well as relevant documents of other partners. The CCS is to be formulated against the background of WHO’s own strategic frameworks around the GPW13, EMRO’s regional vision, other WHO internal strategic frameworks and best practices.

A draft CCS was developed in 2019. However, the Covid-19 pandemic led to a significant shift in national health strategies and priorities. From the beginning of the pandemic, Jordan adopted early and restrictive public health measures to limit the spread of the virus. These measures were effective to suppress transmission for several months, but negatively impacted the delivery of health services at primary health care (PHC) level. By mid-August, Jordan experienced a significant resurgence of the virus, which - at the time of writing - places the Kingdom as one of the worst affected countries at global level in terms of number of confirmed cases per million people. The Government is in the process to scale-up health system capacities and to strengthen its PHC level to test and isolate cases as well as to trace and quarantine contacts.

In a context so dynamically affected by the pandemic, the draft CCS developed in 2019 needs to be updated to integrate the impact of Covid-19 in the Government’s strategic directions, in order to effectively re-purpose WHO support to Jordan in the years ahead.

Planned timelines

Start date: 1 Febuary 2021

End date: 31 March 2021

Work to be performed

The consultant will work closely with WR and CO staff to update the draft CCS in consultation with national counterparts and in coordination with international health partners.

WR, CO staff, and EMRO will provide guidance and inputs for the updating process, to ensure optimal relevance, references and alignment with relevant national documents, and assist in the inclusion of up-to-date health and other relevant data in the light of Covid-19.

The consultant will be directly supervised by the Public Health Coordinator, on behalf of the WR.

The 2019 CCS draft will be utilized as the reference document, and will be integrated with the new evidence on Covid-19 impact in Jordan as well as with the findings of the consultations, as per following steps:

• Workplan for the CCS updating developed
• Desk review on the impact of Covid-19 in Jordan conducted
• External and internal consultations conducted
• Final CCS document drafted and submitted

The final CCS will be made available by 15 March 2021, and will be submitted by WR to MOH for endorsement.

The detailed scope of work of this consultancy involves the following outputs:

Output/s

Output 1: Workplan for the CCS updating developed (4 days)

• Deliverable 1.1: Submit an Inception note including timelines and consultations schedule, as well as approach for virtual consultation and/or group discussions (EMRO technical leads, WCO staff, international partners with health programming, national counterparts)

Output 2: Desk review on the impact of Covid-19 in Jordan conducted (4 days)

• Deliverable 2.1: Conduct an Updated review of available Public Health and Burden of Disease data as well as other relevant information
• Deliverable 2.2: Develop a Plan for integration of the newly released frameworks and policies with a specific focus on Covid-19 (UN Socio-Economic Framework to respond to Covid-19, National Preparedness and Response Covid-19 Plan, etc)
• Deliverable 2.3: Submit a Consolidated summary report of main findings of the desk review

Output 3: External and internal consultations conducted (8 days)

• Deliverable 3.1: Develop Templates and presentations on process and proposed areas of collaboration for external (international health partners and national counterparts) and internal (EMRO, WCO staff) consultations
• Deliverable 3.2: Develop Repository of documented consultations
• Deliverable 3.3: Submit a Consolidated summary report of main findings of the consultations

Output 4: Final CCS document drafted and submitted (12 days)

• Deliverable 4.1: Submit Findings of the desk review and consultations integrated in the draft CCS
• Deliverable 4.2: Submit a Draft CCS updated in coordination with CO and EMRO
• Deliverable 4.3: Submit an Updated CCS executive summary and brochure/flyer
• Deliverable 4.4: Submit an updated CCS to WHO senior management including the annexes (desk review summary report, consultations summary report) for feedback/approval
• Deliverable 4.5: Review upon feedback and integration of the comments of WHO senior management in the final CCS draft, followed by re-submission for approval

Note: All written deliverables are expected in English language.

Required Qualifications

Education:

Master’s degree in a health and development related field.

Experience:

Minimum of 7 years in health system-related analysis, strategic planning in non-profit environments, familiarity with the functioning of health sectors and governance, and the development of health policies and strategies

Skills / Technical knowledge

General knowledge of health system organisation, relevant structures and services Interpersonal and communication skills Ability to write concise reports with clear recommendations to policy makers

Language

Expert level in English

Location

Jordan or remote location, according to the evolution of the Covid-19 pandemic.

Travel (If travel is involved, a medical certificate of fitness for work will be required.)

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
