Purpose of consultancy

The purpose of the consultancy is to lead the implementation of the global urban lead project supported by the Swiss Agency for Development and Cooperation (SDC) regional project in the city of Tunis as a model from Tunisia under the name of: " Hay Helal”: Space for health and well-being.

Background

As part of the global "Urban lead" project Urban leaders sharing innovation for health and well-being. From EMRO region, Tunis and the Tunisian team has been chosen to set up an intervention in “Hay Helal”, an informal settlement of Tunis city, it is one of the poorest of the Capital Tunis area. Unemployment, violence, and crime are unfortunately “labels stuck to this neighborhood”. The community of “Hay Helal” has neither access to green spaces nor to developed leisure activities".

“Hay Helal” is also well known through a newly implemented project, the women’s artisanal stoves “Kanoun”. Even if this project is considered as a progress in the condition of the women of this locality as it generates a small income, the conditions of their work are far from to be respect the norms of quality.

CBI participated in the evaluation of Tunisia and observed that Cité Helal is a peri-urban district of the capital, occupied by a population resulting from the rural exodus and internal migration. Housing, unemployment, and lack of green areas are a crucial issue. In this disadvantaged neighborhood, marginalized young people are constantly looking for employment opportunities and inhabitants are looking for well-designed green and leisure spaces. An initiative to creating jobs for women consisting of in “Kanoun” fabrication. This project, based on solidarity, is well accepted by the population.

The objective of the Urban Lead project is to improve community participation, empower its engagement and strengthen relationship between CSO and the local population and ensure the sustainability of the project. This involves the implementation of a pilot project on promoting the access of disadvantaged neighborhoods to green spaces and leisure facilities developed within the fraework of Universal Access to leisure activities and green spaces as part of promoting healthy living.

The main aim of this consultancy is to lead the implementation of the Global Urban Lead project in Tunisia and contribute to the global results of this project.

The consultant is expected to work in close coordination with WHO-Tunisia and CBI/EMRO.

The terms of reference are to:

1. Coordinate the project implementation in Tunis site. This includes:

a. Lead dialogues with high-level decision makers and local leaders and multi-sectoral stakeholders to ensure sustained commitment and engagement to the initiative.

b. Liaise regularly with the global urban governance teams to share progress and harmonize actions with the global level actions.

c. Organize societal dialogue and organize forums and dialogue events, involving all the relevant stakeholders

d. Develop a “White Paper” consolidating the process and results of the work carried out regarding the community needs and policy options to improve the Urban Governance.

e. Co-lead with the Global team CSO capacity building activities in the relevant domains including, but not limited to, health promotion, reporting, monitoring, advocacy, etc..

2. Lead the qualitative research for the urban governance project. This includes

a. Liaising with the team from Berne University and academic partners from the other four sites.

b. Provide technical input to the discussion.

c. Adapt and implement the research protocol to the Tunisian context.

d. Prepare tools for the community consultation (qualitative research): (i) indepth interviews with stakeholders, (ii) Focus Group with different population (8-10 Focus groups); (iii) community forum.

e. Conduct the field investigations and interviews

f. Prepare a preliminary report of the study including data records and analysis

g. Finalize the final report

3. Provide strategic advice and technical input for the development and leadership of the urban lead programme

a. Convene and ensure coordination of the national team of Urban lead on regular basis to promote ownership and national leadership of the project

b. Institute a coordination mechanism among the Urban lead team and other stakeholders

c. Conceptualize and organize the webinar “City Hall Online”

d. Supervise the implementation of the urban lead project.

4. Provide strategic advice and recommendations for the scale-up of the urban governance project

Deliverables

  • Well-functioning coordination mechanism on the urban governance project
  • Research protocol adapted to the Tunisian context
  • Research conducted and reported
  • Successful implementation of the urbanlead programme
  • A technical progress report on the project

Deliverable 1: report on situation analysis based on published indicators of " Hay Helal”

Deliverable 2: Tools 1) tool for depth intervention with stakeholders, 2) tool for the different population discussion (8-10 Focus groups), 3) tool for community forum)

Deliverable 3.1: Narrative report of all recordings

Deliverable 4.1: Preliminary report of the investigations

Deliverable 5.1: White book

Deliverable 5.2: Summary on the governance mechanism based on community engagement

Deliverable 5.3: Summary report on evaluation of community involvement at " Hay Helal”and the side neighborhoods

Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Master’s degree on Preventive Medicine or Public Health

Desirable:

Experience

Essential: At least 10- years’ experience in the field of public health and community Health.

Desirable:

Skills/Knowledge:

  • Has a previous experience with WHO and coordination of international project
  • Expert knowledge of Tunisian political context
  • Experience working in a multi- sectorial environment with a diverse staff

Languages:

Excellent knowledge of French and English

Location:

Tunis, Tunisia. it will be e working.

Travel

The Consultant is not expected to travel.

Remuneration and budget (travel costs are excluded):

  • Remuneration: national consultant NO-D level
  • Expected duration of contract: 9 months
