Background

Small-scale mining is considered as one of the strategies to reduce poverty in Namibia. To date, many less advantaged people are engaged in small-scale mining activities in efforts to generate income. Small-scale mining in Namibia is concentrated mainly on semi-precious stones, such as tourmaline, smoky quartz, beryl, amethyst, prehnite, rock crystals and schorl. Despite the benefits derived from such activities, conditions for small-scale mining in Namibia, as in many other countries, are currently not favourable. This is due to a variety of factors including health and safety risks. Health and safety requirements are not presented in a manner that is easy to understand for small scale miner’s, majority of whom have nominal formal education. In Namibia, preventative measures are inadequate and not properly enforced against mine accidents and safe work environment. Small-scale miners in Namibia are faced with a myriad of challenges that include harsh working conditions, unsafe or wrong mining methods, and lack of proper mining equipment.

In the year 2020, Health and safety guidelines for small-scale miners in Namibia were developed to assist small scale miners to operate safely. However, the guidelines document needs to be professionally edited and designed. Against this background, the Ministry of Mines and Energy (MME) in partnership with the United Nations Development Programme (UNDP) is seeking services of a consultant to edit, proofread and design the health and safety guidelines document.

Duties and Responsibilities

The consultant will be expected to professionally edit, proofread and design the pre-existing Health and Safety guidelines for small-scale mining activities, which are simple and easy to understand and implement. The guidelines should be edited and designed in such a way that the information is clear, coherent and easy to understand. The consultant should be able to do a structural and stylistic edit, taking a holistic look at the written work to see how the various parts hang together as well as clarity, flow, tone, language and aesthetics. The consultant should be experienced in the subject (Occupational Health and Safety) to be able to see if the information provided is appropriate for the topic and for the intended audience (small-scale miners) and be able to add information where necessary. He/she will also be expected to deliver the Full Proposal with the timelines agreed with UNDP to allow for review before the deadline for submission.

Competencies

The consultant should demonstrate the following:

  • Ability to produce high quality outputs in a timely manner while understanding the client needs;
  • Ability to focus on impact and results for the client, promoting and demonstrating an ethic of client service;
  • Ability to work independently, produce high quality outputs;
  • Sound judgment, strategic thinking and the ability to manage competing priorities;
  • Ability to develop edit, proofread and design professional documents.
  • Understanding of issues related to environmental management and mining; and
  • Excellent English communication skills.

Required Skills and Experience

Qualifications

  • Master’s degree with 10 years of experience preferably in one of the following disciplines: Mining, Environmental Sciences, Environmental Management, Environmental Health

Experiences

  • Extensive knowledge of the small-scale mining sector, especially ASM, policy, laws and legislative analysis
  • Extensive knowledge in Occupational Health & Safety and Environment
  • Solid knowledge of mining governance.
  • Experience in professional editing, layout and design.

Language Requirements:

  • Proficiency in English, both written and oral, is a must;
  • Fluency in one or several other UN working languages (s) would be an added advantage
