Background

The United Nations Development Programme (UNDP) signed a strategic collaboration framework agreement (2020-2023) with the Swedish International Development Agency (SIDA) to support integrated programming and the strengthening of organizational capacities. The program supports the need for strengthened internal capacities to achieve UNDP’s overall Sustainable Development (SD) vision for poverty eradication through a more integrated, coherent approach to the environmental and climate dimensions of its Strategic Plan. The project is cognizant of the benefits of building the internal capacity for improved and efficient delivery of projects and the country programme. Under the same project, the Country Office (CO) is planning to fully assess and strengthen its capacity needs in the following interlinked areas:

  1. Integrated UNDP Programming;
  2. Gender equality and women empowerment;
  3. Social and Environmental Safeguards including Risk Management and
  4. Data Management, Knowledge sharing and communication.

A capacity needs assessment on gender equality and women’s empowerment programming in the Nature, Climate, Energy and Resilience portfolio was undertaken, and a report was produced. The capacity assessment report informed the development of a gender capacity building plan, which spelt out a range of actions, including development and delivery of a training course on gender equality and women’s empowerment programming in the Nature, Climate, Energy and Resilience (NCER) portfolio. The project aims to institutionalize learning among staff and implementing partners of UNDP by equipping them with knowledge so that they better understand gender programming within the environment, climate and energy nexus in Uganda. The training manual on gender programming within the environment, climate and energy nexus is the foundation for programme team members to be skilled in implementation of gender responsive programs in the NCER nexus and deliver on gender sensitive result reporting.

It is against this background, that UNDP would like to contract the services of an Individual Consultant to develop and deliver a training course for UNDP Country Office (CO) staff and implementing partners under the Nature, Climate, Energy and Resilience portfolio.

Duties and Responsibilities

Scope of Work

The scope of work included holding in consultation with UNDP NCER Team to develop a training course outline, develop a training manual and deliver a training course to enhance capacity of UNDP CO Programme Staff and implementing partners under the Nature, Climate, Energy Resilience Portfolio. The training manual will focus on gender, environment, climate and energy issues. The training manual will be delivered using a mixture of face-to-face and virtual delivery methodologies.

Objectives of the Assignment

The assignment is aimed at strengthening the internal capacities of UNDP CO Programme Staff and implementing partners under the Nature, Climate, Energy Resilience Portfolio, to achieve UNDP’s overall Sustainable Development (SD) vision for poverty eradication through a more integrated, coherent approach to the environmental and climate dimensions of its Strategic Plan. The specific tasks for the Consultant will include;

  1. Discuss the priority topics to be covered in the training course and a delivery mode for the training course, bearing in mind the COVID-19 SoPs; in close consultation with UNDP CO Team Leader and Programme Officers in NCER Unit, Senior Gender Advisor and the Global Gender Team;
  2. Develop a draft training course outline based on discussion in i) above; the training course should cover key areas including gender dimensions in environment, climate change and energy nexus in Uganda, gender-based violence risk factors in environment, climate change and energy nexus in Uganda;
  3. Share final training course outline for feedback from UNDP CO Team Leader and Programme Officers in NCER Unit, Senior Gender Advisor and the Global Gender Team and integrate into the final design of the training course;
  4. Develop the training manual/materials covering the key topics included in the training course;
  5. Provide the relevant training materials to the trainees ahead of the training at least 3 weeks prior to the beginning of the training course;
  6. Deliver the training course to participants;
  7. Conduct a post-course evaluation of the training course delivered to participants and share the evaluation with from UNDP CO Team Leader and Programme Officers in NCER Unit, Senior Gender Advisor and the Global Gender Team, no later than two weeks after the end of the training;
  8. Produce visibility materials on the lessons learnt from the training of UNDP NCER staff and partners;
  9. Write a specific policy paper of no more than 5 pages that focuses on the gender dimensions in environment, climate change and energy nexus in Uganda and other key issues covered during the course.

Reporting Arrangement

The Consultant will report to the Team Leader, Nature, Climate, Energy and Resilience (NCER) Programme. The consultant will ensure the full cooperation with UNDP NCER programme staff whenever required during the implementation of this assignment.

RECOMMENDED PRESENTATION OF PROPOSAL:

  1. Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  2. CV and a Personal History Form (P11 form);
  3. Brief description of approach to work/technical proposal of why the individual considers him/herself as the most suitable for the assignment, and a proposed methodology on how they will approach and complete the assignment; (max 1 page)
  4. Financial Proposal that indicates the all-inclusive fixed total contract price and all other travel-related costs (such as flight ticket, per diem, etc), supported by a breakdown of costs, as per template attached to the Letter of Confirmation of Interest template. If an applicant is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing email him/her to UNDP under Reimbursable Loan Agreement (RLA), the applicant must indicate at this point and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Competencies

  • Ability to organise and deliver training courses for senior level programme participants from Government Ministries, Departments and Agencies, civil society, UN agencies and other development organisations;
  • Sound knowledge on national, regional and global gender equality, environment, climate and energy frameworks.

Required Skills and Experience

Education:

  • Advanced University degree (Masters or PhD) in one of the following disciplines: Gender Studies, Development Studies, Environment and Climate Studies, Energy Studies or other relevant social science;

Experience:

  • At least 7 years' experience in training on gender equality, women rights issues within the environment, climate and energy nexus in Uganda and/or any African country;
  • Demonstrated experience promoting and advocating gender equality and women empowerment in the environment, climate and energy nexus in Uganda and/or any African country.
