Job Description

The IRC began programming in northern Uganda in 1998 in response to mass displacement and devastation brought by the Lord’s Resistance Army. By promoting durable solutions that deliver on the interdependent aims of saving lives, strengthening institutions, and supporting social cohesion, the IRC in Uganda is laying the building blocks for long-term stability and development-bringing people from harm to home. The IRC currently works in several districts in Uganda, including Kiryandongo, Lamwo, Kyegewa, Moroto, Amudat, Yumbe, Arua, Zombo, Kasese, Madi-Okolo and Kampala and is currently implementing health and nutrition program in West Nile and Acholi sub regions with focus on providing primary health care services to refugees and host communities.

Project Background: IRC in partnership with WORUDET and ARCORD are implementing the SHIFT project that is focused in Shifting paradigms for Sextual reproductive health and Rights in emergency. The project works to Build the foundation for equitable and sustainable SRHR partnerships with local partners in Chad and Uganda; Strengthen capacity of CSOs and district health teams to deliver resilient and responsive SRHR services in emergencies; and Support local partners to expand their sphere of influence in SRHR policy and practice. Following the Organization Capacity assessments and capacity sharing events conducted in Lamwo and Yumbe districts, the district identified the need to develop and Emergency Sexual Reproductive Health Rights Preparedness plan. The district currently has an emergency preparedness plan that does not fully detail the SRHR component in it. There is need to develop a clear detail SRHR component as an annex to the already existing Emergency Preparedness plan. The SHIFT partners in collaboration with Lamwo and Yumbe districts require to develop an Emergency Sexual reproductive health and rights preparedness plan for lamwo and Yumbe districts.

Objective of the consultancy: •To develop Sexual Reproductive Health Rights emergency preparedness plan for Lamwo and Yumbe Districts.

Scope of Assignment: •Review the current Emergency preparedness plan of Lamwo and Yumbe districts, OCA self-assessment results, and examine the scope of Sexual reproductive health emergency intervention detailed. •Conduct consultive meetings to with key stakeholders to gather relevant information that will inform the Emergency SRHR preparedness plan for Lamwo and Yumbe districts. •Identify and recommend context appropriate emergency preparedness Sexual reproductive health and rights interventions for Lamwo and Yumbe districts – in line with the Minimum Initial Service Package for SRHR and Disaster Risk Reduction best practice. •Hold a meeting with Key stakeholders of Lamwo and Yumbe districts to share the draft Emergency SRHR preparedness plan for their inputs. •Detail the MISP component into the SRHR EPP for Lamwo and Yumbe districts. •Examine the likely Hazard and their Risk to the population of Lamwo and Yumbe districts. •Detail mitigation and management measures for related hazards with focus on SRHR for lamwo and Yumbe districts.

Methodology: •Holding consultative meetings with key stakeholders •Conducting Desk reviews. •Holding Key informants’ interviews. •Conducting Focus group discussions with target populations •Conducting community dialogues with the community.

Expected deliverables for the consultancy: •Inception report detailing the interpretation of the TOR and approach to the assignment. •Draft KII guides for the interviews with district health team members? And a session plan for the meeting they will facilitate to share the recommendations with the district health teams •Fully endorsed emergency Sexual reproductive health and rights preparedness plan. for Lamwo and Yumbe Districts. •Activity report detailing the various engagement undertaken to achieve the Emergency SRHR preparedness plan for lamwo and Yumbe districts. •Summary report on the consultation meeting held with the key district leadership.

Confidentiality and data ownership: •The consultant will protect the confidentiality of those participating in the assignment at all levels. •All data is confidential and is the property of Lamwo /Yumbe districts and IRC. No data from this consultancy will be used for other purpose without the written consent from Lamwo and Yumbe districts leadership. •The consultant will hand over all data and original documentation to Lamwo/Yumbe districts and IRC Office.

Qualifications

•Interested consultants/ firms should submit technical and financial proposals. •The application submission should include: •The consultant’s understanding of the Terms of Reference •A work plans. •Organizational capacity statement, experience and activities related to Sexual Reproductive health and rights strategic planning. Emergency intervention planning and design of interventions. •Curriculum Vitae(s) for the consultant team •Three professional recommendations on organization headed paper. •Two examples of Sexual Reproductive health and rights strategic planning and or Emergency intervention planning and design of interventions for assignments conducted in the last 5 years •An itemized budget in Ugandan Shillings.

Consultant Qualifications: •The bidding team must have the following qualifications: •At least a master’s or specialist degree in public health, reproductive health, Medical Doctor with experience leading sexual Reproductive Health programs and its equivalent. •Post graduate training in project planning, Management, Business Administration, or a related subject from a recognized institutions is an added advantage. •At least 8 years of working experience in Sexual reproductive health and rights related field of intervention. •At least 5 years of experience in designing and providing trainings on Emergency preparedness and response interventions. •Strong analytical and conceptual skills to clearly synthesize and present findings, draw practical •conclusions, make recommendations and prepare high quality reports •Familiarity with, and ability to comply with local and central government modalities and approaches to work. •Demonstrated proficiency in written and spoken communications skills in the English language •Participatory facilitation skills. •Capacity to work both independently and as a team.
