Result of Service The specific objectives of the report are (1) to review how trade and economic development in SIDS have developed since the SAMOA Pathway was adopted and assess promising sectors for SIDS, and (2) to provide good case practices of how SIDS can tap into these promising sectors to boost economic growth and reduce external economic dependence, and provide concrete policy recommendations that can feed into the preparations for the Fourth International Conference on SIDS.

Duties and Responsibilities Scope of Work:

The consultant will conduct an analysis and develop a report in consultation and with peer reviews of key stakeholders. Components of the report include the following: - A review of the SAMOA Pathway’s focus and mentions related to trade and economic development, - A mapping and review of reports, projects and programmes related to trade, economic development, and the private sector in SIDS, published or implemented since the adoption of the SAMOA Pathway, - An analysis of how areas have developed and emerged in SIDS since 2014 with a focus on factors such as the COVID-19 pandemic, technological transformation, etc. - A mapping and analysis of scalable good case practices for strategies/solutions for value chain development in SIDS, focusing on the sectors of ecommerce, blue economy, sustainable and inclusive tourism, and cosmetic production. - Concrete policy recommendations guided by good case practice

Methodology:

The methodology includes the following: - Literature review of relevant documents including the SAMOA Pathway and reports on trade and economic development. - Review of projects and programmes on trade and economic development in SIDS. - Consultations and regular review with an advisory group and relevant SIDS representatives, UN trade organizations, and other stakeholders as required. - Peer reviews with key stakeholders. - Presentation of key findings.

Qualifications/special skills The Consultant is expected to possess the following qualifications/experience:

Advanced university degree in economics, trade, development economics/studies, international development, business administration, or other related discipline and/or a recognised professional qualification. A minimum of 10 years’ work experience within the context of trade and economic development in developing countries. Proven experience in the production of reports. Experience in working with Government offices, the private sector, and international development organizations is desired.

Languages English and French are the working languages of the UN Secretariat. For this position, fluency in English (i.e. oral and written proficiency and excellent drafting skills) is required.
