Background

UN Women South Africa Multi-Country Office (SAMCO) is based in Pretoria, South Africa and serves five countries: South Africa, Botswana, Lesotho, Namibia, and ESwatini.

The Universal Periodic Review (UPR) is a unique peer-review process which involves a review of the entire human rights record of all UN Member States. The UPR provides the opportunity for each State under review to declare what actions they have taken to improve the human rights situation in their country, while all other UN Member States can make recommendations that would help further fulfil human rights in the country under review. The UPR is a mechanism under the auspices of the UN Human Rights Council.

For each review, UN Agencies (including UN Women) are invited to provide input and suggest recommendations to help UN Member States identify what recommendations to make during the review. UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The UN Women Liaison Office in Geneva engages with the Permanent Mission in Geneva for this purpose.

The UN Women South Africa Multi-Country Office (SAMCO) covering Botswana, Lesotho, Namibia, South Africa and Eswatini therefore seeks to engage a consultant to develop a 2-page advocacy brief on key GEWE issues and recommendations on Botswana’s 4th cycle of the Universal Periodic Review (UPR).

Objectives of the assignment:

Develop UPR input and recommendations to support the gender equality agenda.

Scope of work:

  • Highlight a maximum of five short and concise priority issues/areas that would be strategic to highlight under this review;
  • Explain the context of each of the chosen priority issues;
  • Suggest a limited number of SMART recommendations: Per priority area;
  • Formulate 1 to 3 strategic recommendations that would help alleviate the previously described human rights concern; (Recommendations should be kept SMART (specific, measurable, assignable, realistic, and time-related).

Under the overall guidance of the UN Women Deputy Country Representative, the consultant will provide support to UN Women in preparing a 2-page advocacy brief on key GEWE issues and recommendations on Botswana’s 4th cycle of the Universal Periodic Review (UPR).

  • Develop a 2-page advocacy brief on key GEWE issues and recommendations on Botswana’s 4th cycle of the Universal Periodic Review (UPR) using a template to be provided by UN Women SAMCO

Functional Competencies

Required Skills and Experience

Education:

  • Master’s degree or equivalent in human rights, gender studies, law, social sciences, international development or related field.

Experience:

  • At least 5-7 year's work experience in gender equality women’s empowerment and women’s human rights and gender equality issues.
  • Experience in gender responsive review and evaluation, including data collection and analysis, groups discussions etc.
  • Experience with UN treaty bodies and charter-based mechanisms is a strong asset.
  • Experience in supporting UN normative processes (CEDAW, UPR, VNRs) etc.
  • Experience in producing well written reports demonstrating analytical ability and communication skills.

Language Requirements:

  • Fluency in oral and written English is required;
  • Working knowledge of another official UN language is an asset.
