Duties and Responsibilities 1. MAIN OBJECTIVES OF THE ASSIGNMENT and DESCRIPTION OF RESPONSIBILITIES / SCOPE OF WORK AND DELIVERABLES

The United Nations Country Team (UNCT) in the Syrian Arab Republic is negotiating its 2022-2024 UN Strategic Framework (UN SF) that, together with the Humanitarian Response Plan (HRP), provide the main priority framework for the UN assistance in Syria. In order to better respond to the needs of the people in Syria, the 2022-2024 UN SF describes the main pillars of UN multi-year resilience and recovery programming, that complement the large annual humanitarian assistance under the HRP, within UN agencies' mandates and the inter-governmental guidance for the UN assistance in Syria.1 These activities need to be regularly accompanied by an effective advocacy and communications effort, therefore the UN in Syria is looking for an experienced consultant to help develop its 2022-2024 advocacy and communication strategies.

The main objectives of this consultancy are to

- Develop the 2022-2024 UN Communications Strategy; - Develop the 2022-2024 UN Advocacy Strategy; - Re-organise the work of the UN Communications Group (UNCG) in Syria; - Advise and support the UN RC/HC and the UNCT on their public communications activities, including drafting statement and other communications products, in collaboration with relevant UN agencies' communications focal points; - Any other relevant request of support for the UN RC/HC, UNCT and the RCO.

Skills: - Good computer skills in Windows environment, knowledge of internet communications and command of MS Office applications (Word, Excel, PowerPoint). NB: In addition to the CV, the prospective consultant will need to submit at least 3 communications products authored by him/her. Academic Qualifications: Advanced university degree (Master's degree or equivalent) in communication, international relations, social sciences, humanities, or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Experience: - At least 15 years of experience in media, journalism, communications; - At least 10 years' experience of work in senior advisory or management position in a large organization with humanitarian, development or social work mandate; - At least 5 years' experience advising and support senior leadership in communications and external media exposure; - At least 5 years' experience in developing communications strategies, tools and/or campaigns; - Prior experience or demonstrated familiarity with humanitarian and development activities in the field; - Previous experience with the UN System is an asset; - Familiarity with crisis contexts; experience with the Syria crisis and humanitarian assistance is a relevant asset Language: - Proficient in written and oral English. Knowledge of Arabic is an asset.
