Overview

Recruit a qualified health professional to develop abortion policy and care guidelines.

You have:

  • Health professional (i.e. medical officer, gynecologist, reproductive health specialist, public health specialist) with an advanced degree (Master’s in Public Health or equivalent).
  • Minimum of 5 years of experience working in the field of health or medicine.
  • Strong writing skills in English with proven experience through reports and peer reviewed publications.
  • Proven experience in developing healthcare guidelines and policies.
  • Familiarity with national and international reproductive health standards and frameworks.
  • Excellent communication, analytical, and report-writing skills.
  • Experience working with WHO or any UN agency will be an advantage.
  • Proficient level of English with a working knowledge of French would be an Asset.

Terms of Reference (TOR)

Title: Recruitment of a Local Consultant to Develop a technical and policy guidance on Comprehensive Abortion Care

Background: The Ministry of Health and Wellness recognizes the need to establish a comprehensive abortion care guideline to ensure safe, equitable, and evidence-based reproductive healthcare services. To achieve this, a local consultant with expertise in gynecology, public health, and policy development will be recruited to lead the process.

Objective: To recruit a qualified health professional who will develop a comprehensive abortion policy and Abortion care guideline in alignment with national laws, international standards, and best practices.

Scope of Work:

1.Situational Analysis:

-Conduct a desk review of existing national laws, policies, and guidelines on abortion care.

-Consolidate the discussion points from the December workshop including the gaps and barriers in access to safe abortion services.

-Analyze relevant international guidelines and best practices.

2.Stakeholder Engagement:

-Engage with key stakeholders, including government entities, healthcare providers, civil society, and international organizations.

-Organize consultations to gather inputs and ensure inclusivity in policy development.

3.Policy and Guidelines Development:

-Draft a technical and policy guidance on comprehensive abortion care (this will include clinical, health systems and policy addressing ethical, legal, and medical aspects)

-Conduct a validation exercise to finalize the guidance for Ministry of Health approval

-Develop operational guidance/SOPs for the derivative products (ie clinical guidelines for abortion care, including pre- and post-abortion services, infection prevention, counseling, and referral pathways).

-Organize the technical working group meetings on the guideline development

-Incorporate gender-sensitive and rights-based approaches.

4.Capacity Building and Dissemination:

-Propose strategies for the dissemination and implementation of the policy and guidelines.

-Identify training needs and capacity-building measures for healthcare providers.

Deliverables:

1.Inception report with a work plan and timeline.

2.Situational analysis report

3.Draft abortion policy and technical guideline for review to the MoH (for validation and approval)

4.Finalized abortion policy and care guidelines.

Required Qualifications:

•Health professional (i.e. medical officer, gynecologist, reproductive health specialist, public health specialist) with an advanced degree (Master’s in Public Health or equivalent).

•Minimum of 5years of experience working in the field of health or medicine.

•Strong writing skills in English with proven experience through reports and peer reviewed publications

•Proven experience in developing healthcare guidelines and policies.

•Familiarity with national and international reproductive health standards and frameworks.

-Duration: The consultancy is expected to last for a period of 6 months, with key milestones and deliverables submitted as per the agreed timeline.

Reporting: The consultant will report to the WHO country office and work in close collaboration with the Ministry of Health and Wellness.
