Background

The UN Security Council resolution 1325 (UNSCR 1325), unanimously adopted in October 2000, stressed the importance of the equal participation and full involvement of women in all efforts to maintain and promote peace and security. In the years since, seven additional resolutions on women, peace and security (WPS) have been adopted.Zimbabwe is committed to gender equality in all initiatives towards the achievement of women empowerment and sustainable peace and security. The Government’s domestic legislation of the core pillars of UNSCR1325 on protection, prevention, participation, relief and recovery can be interpreted as embracing the provisions of the Resolution.

UN Women works to support women’s engagement in peace and security to promote improved implementation, and monitoring and reporting of global commitments on women and peace and security, including as set out in Beijing Platform for Action and in Security Council resolutions 1325 (2000), 1820 (2008), 1888 (2009), 1889 (2009), 1960 (2010), 2122 (2013) and 2242 (2015), relevant Statements by the President of the Security Council, as well as related accountability frameworks established by the UN system. The resolutions on sustaining peace (S/RES/2282 and A/RES/70/262) offer a comprehensive approach to peacebuilding that prioritizes supporting capacities for peace across the conflict cycle. UN Women Zimbabwe works to strengthen the capacity of actors engaged in inclusive peacebuilding and national dialogue processes to enhance women’s participation and influence and to secure gender-equality outcomes. UN Women has contributed towards efforts of creating an enabling environment where women can equally participate in peace and security through activities such as development of foundational documents to advance gender within organisations in the execution of their mandates and capacitation of women leaders and peace actors such as the NPRC to adopt gender-sensitive approaches to conflict resolution, mediation, transitional justice and building positive peace while exercising their duties. UN Women is further working with partners and other entities to establish and support initiatives and strategies that enhance gender responsive governance and leadership systems and structures.

UN Women commissioned a study on the implementation of UNSCR 1325 in Zimbabwe in 2020 as part of the 20 years of UNSCR Commemoration. Some of the recommendations arising out of the study included the development of a NAP on the WPS Agenda (UNSCR 1325 and its related resolutions) with support of UN agencies, like UN Women, as well as CSOs and FBOs, as a tool for the implementation of the WPS Agenda and creation of a technical committee for a National Action Plan on the WPS Agenda. The Ministry of Women Affairs, Small and Medium Enterprises and Ministry of Defence and War Veterans share the mandate on women peace and security. Discussions are underway between UN Women and the above Ministries to develop a NAP on 1325.In this regard, UN Women seeks to recruit a Consultant who will be required to exercises overall responsibility for planning, implementing, managing and technical support to the development of a draft National Action Plan on UN Security Council Resolution 1325 for Zimbabwe.

Duties and Responsibilities

The consultant will report to and work under the supervision of the Governance and Women’s Political Participation Advisor, She/ he will undertake the following tasks and responsibilities under the following components:

Support the establishment and Training of WPS national steering committee and other relevant stakeholders on 1325, including an introduction to UNSCR 1325 and subsequent UNSCRs and training on the development of a SMART Costed NAP on UNSCR 1325

2. Develop tools for training including training guide, PowerPoints, and interactive materials.

3. Facilitate trainings which include one for induction into Women Peace and Security (WPS) and one for development of costed NAP

4. Facilitate sharing experience sessions with other countries that developed a NAP.

Conduct a situational analysis to document relevant national efforts on the implementation of UNSCR 1325. Participate in national, and local consultations on content for NAP

1. Develop a consultation plan and schedule together with National Steering Committee.

2. Facilitate consultation meetings and provide interactive materials and talking points for the meetings as needed

3. Develop consultation report after gathering the input from the participants

4. Analyze the data collected through the survey that was circulated to Governmental entities to document the Zimbabwe efforts on the implementation of UNSCR 1325.

Technical Support to the Ministry of Women Affairs, Ministry of Defence and War Veterans and the National Steering Committee in developing Draft SMART results focused NAP with integrated M&E and Budget plans, aligned to national frameworks and plans

1. Support the workshop by bringing in content from the consultations, draft NAP on UN SCR 1325 and lessons learned from other countries on NAPs

2. Draft a result based logical framework which will include clear indicators, targets, baseline, responsible institutions, and estimated budget.

3. Draft NAP M&E framework and budget.

4. Present the draft NAP to the National Steering Committee for consideration

Deliverables:

  • An approved work plan for the consultancy including schedule of activities, a tentative plan for meetings with key WPS stakeholders.
  • Monthly reports on progress made against the agreed work plan.
  • Draft NAP with Logical framework and budget of the NAP, Draft M&E framework of the NAP
  • Training reports and materials,
  • Final Consolidated Report on the assignment

Financial arrangements: Payment will be disbursed upon satisfactory performance, completion of milestone and receipt of the deliverables.

Travel:

The assignment requires travel to the field for consultation workshops in the process of developing the costed NAP on UNSCR 1325. UN Women will organize the logistics of the travel and paid daily substance allowance and terminal fee as per the travel policies set by UN Women. The fees for attending local meetings are under the responsibility of the Consultant.

Functional/Technical Competencies

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social sciences or area relevant to the ToR.

Experience:

  • At least 10 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to Women, Peace and Security, Women’s Political Empowerment and Leadership;
  • Extensive experience in supporting the development of NAPs on UNSCR 1325
  • Experience in training various stakeholders on gender equality and WPS
  • Proven experience facilitating high level consultative workshops for Governmental Institutions and CSOs
  • Experience working on inclusive politics in a fragile context, with demonstrated ability to deliver

Language

Excellent command of written and oral English.

Recommended Presentation of Technical Proposal

The Consultants is expected to submit a technical proposal which will be used in evaluating the application. All proposals should include an introductory note, summary of understanding of the terms of reference, clear outline and methodology of the assignment, a draft timeline for completion of assignment and CV. The technical proposal should be no more than 5 pages and include the following:

  • Name and brief background including experience and expertise that will be of benefit to the proposed assignment.
  • Background information that includes an interpretation and understanding of the terms of reference.
  • Methodology and approach outlining a clear conceptual and analytical framework for proposed assignment.
  • Proposed work plan outlining clear timeframe and steps in conducting the assignment.
  • Expectations from UN Women in terms of logistical, technical, and other forms of support for the assignment and its products.
  • Names and contact information for the 3 most recent client references for relevant assignment
