Job Description

By promoting durable solutions that deliver on the interdependent aims of saving lives, strengthening institutions, and supporting social cohesion, the IRC in Uganda is laying the building blocks for long-term stability and development-bringing people from harm to home. The IRC currently works in several districts in Uganda, including Kiryandongo, Lamwo, Kyegewa, Moroto, Amudat, Yumbe, Arua, Zombo, Kasese, Madi-Okolo and Kampala and is currently implementing health and nutrition program in West Nile and Acholi sub regions with focus on providing primary health care services to refugees and host communities.

Project Background: IRC in partnership with WORUDET and ARCORD are implementing the SHIFT project that is focused in Shifting paradigms for Sextual reproductive health and Rights in emergency. The project works to Build the foundation for equitable and sustainable SRHR partnerships with local partners in Chad and Uganda; Strengthen capacity of CSOs and district health teams to deliver resilient and responsive SRHR services in emergencies; and Support local partners to expand their sphere of influence in SRHR policy and practice The local government handbook is used as a basic reference book by local government councilors. The handbook is used to streamline the functionality of systems, enhance good governance, democratization, and service delivery. The book is used to enhance the local government councilors understanding of the systems they operate in and their roles. This promotes uniform understanding and awareness within councilors on their roles, function, and responsibilities as effective agents of change. This however does not detail the key sexual reproductive health roles and responsibilities that the councilors are to undertake in office both at the district level and community. There is need for a structured framework and detailed orientation guide to all local government councilors on SRHR. The SHIFT partners in collaboration with Lamwo district require to develop a curriculum on Sexual Reproductive Health and Rights for orienting district councilors on their roles and responsibilities for Lamwo District, specifically as it relates to SRHR emergency preparedness and response.

Objective of the consultancy: To develop a curriculum on Sexual Reproductive Health and Rights for orienting district councilors on their roles and responsibilities for Lamwo District as it relates to SRHR emergency preparedness and response To train / Orient Lamwo Local government councilors on their roles and responsibilities for sexual reproductive health and rights, and specifically their roles in SRHR emergency preparedness and response.

Scope of Assignment: •Develop and submit an inception report with a refined approach on the assignment to the IRC •Review the current basic guide for local government councilors to examine the scope of Sexual reproductive health responsibilities and duties for the councilors. •Conduct consultive meetings to with key stakeholders to gather relevant information that will inform the curriculum for orienting Local government councilors on Sexual reproductive health and rights roles and responsibilities for Lamwo district. •Conducting Training of trainers’ workshops with the targeted government/District health officials who are routinely responsible for this, and they will train the Councilors. •Conduct an orientation training of all the current councilors on their key roles and responsibilities towards Sexual reproductive health and rights emergency preparedness and response for Lamwo district.

Methodology: •Conduct Desk review. Hold consultative meetings with key stakeholders •Conduct Key informant interviews •Conducting Training of trainers’ workshops with the targeted government/District health officials who are routinely responsible for this, and they will train the Councilors.

Expected deliverables for the consultancy: •Inception report detailing the interpretation of the TOR and approach to the assignment. •A curriculum on Sexual Reproductive Health and Rights for orienting district councilors on their roles and responsibilities for Lamwo District, as it pertains to SRHR emergency preparedness and response. •Activity report detailing the various engagement undertaken to develop a curriculum on Sexual Reproductive Health and Rights for orienting district councilors on their roles and responsibilities for Lamwo District. •Report on the orientation training workshop held with the targeted Lamwo Local government Councilors.

Confidentiality and data ownership: •The consultant will protect the confidentiality of those participating in the assignment at all levels. •All data is confidential and is the property of the district of Lamwo district and IRC. •No data from this consultancy will be used for other purpose without the written consent from Lamwo district leadership. •The consultant will hand over all data and original documentation to Lamwo district and IRC Office.

Qualifications

•Interested consultants/ firms should submit technical and financial proposals. •The application submission should include: •The consultant’s understanding of the Terms of Reference •A work plan. •Organizational capacity statement, experience and activities related to Sexual Reproductive health and rights strategic planning, curriculum development to guide and streamline work by elected political leaders. •Curriculum Vitae(s) for the consultant team •Three professional recommendations on organization headed paper. •Two examples of Sexual Reproductive health and rights strategic planning, curriculum development; orientation of elected political officials into office for assignments conducted in the last 5 years •An itemized budget in Ugandan Shillings

Consultant Qualifications: •The bidding team must have the following qualifications: •At least a master’s or specialist degree in Health policy, public health, reproductive health Medical Doctor with experience leading sexual Reproductive Health programs and its equivalent. •Master’s in project planning, Management, Public Administration, or a related subject from a recognized institutions is an added advantage. •At least 8 years of working experience in Sexual reproductive health and rights, emergency preparedness and response experience and related field of intervention. •Working experience with district local governments and elected political leaders •At least 5 years of experience in designing and providing trainings on sexual reproductive health and rights. •Strong analytical and conceptual skills to clearly synthesize and present findings, draw practical •conclusions, make recommendations and prepare high quality reports •Familiarity with, and ability to comply with local and central government modalities and approaches to work. •Demonstrated proficiency in written and spoken communications skills in the English language •Participatory facilitation skills •Capacity to work both independently and as a team
