Background

The National Development Plan (PDN-2018-2022) highlights the promotion of entrepreneurship as one of the pillars for the country's social and economic development. However, the Angolan economy has contracted for four consecutive years and economic forecasts, according to the Ministry of Finance, will remain negative, indicating a recession of -1.2% in 2020. The COVID-19 pandemic has certainly exacerbated the country’s weak macro-fiscal situation in a context of unemployment and difficulties in the development of the private sector. The unemployment rate increased to 32.0% in the first quarter of 2020, while one in two young people aged 15-24 years is unemployed. On the other hand, Angola appears in position 177 in the World Bank's ranking of 190 economies with ease of doing business in 2020. The promotion of the development of micro, small and medium-sized enterprises (MSMEs) and innovation remains one of the main priorities from the government. Innovation and technology transfer can favor entrepreneurship. This is a fact substantiated in the National Science, Technology and Innovation Policy (PNCTI). Given this conjecture of employability of traditional businesses, together with the Government's financial programs for micro, small and medium-sized enterprises (MSMEs), it is essential to create the conditions for stimulating entrepreneurship and innovation, as a way to not only respond to the livelihood needs of young people, as well as transforming problems and needs into opportunities to create prosperous businesses and good jobs. The Provincial Government of Luanda intends to establish the Luanda Entrepreneur Academy, a training center of excellence, which aims to train young entrepreneurs and promote the creation of new companies. The United Nations Program (UNDP), in Angola, within its Country Cooperation Framework (CDP 2020-2022) aims to explore and strengthen the support and incentive systems for Entrepreneurship to maximize the desirable impact of policies and the achievement of the Sustainable Development Goals in the country. For this purpose, the Provincial Government of Luanda and UNDP signed a Memorandum of Understanding that aims to establish the Academy of the Luanda entrepreneur. The national competition is launched to recruit a national consultant with proven experience in preparing strategic plans for training institutions, academies or entrepreneurship centers or the development of studies in the area of ??entrepreneurship. The Luanda Entrepreneur Academy (hereinafter referred to as the Academy or AEL) is a center of excellence at the provincial level, dedicated to the Professional Training of adolescents and young people in the field of business creation and development skills, as well as their technical and ethics in order to foster self-employment. AEL was created by Executive Decree No. 315/19, of 19 October and develops its activities based on management instruments defined in Art. 15 of the said Decree.

The activities of the Luanda Entrepreneur Academy can be circumscribed to three main areas of action on which its attributions are inserted:

• Professional Technical Training;
• Incubation of Innovative Ideas;
• Insertion in the Youth Community

AEL Objectives

Develop transversal training actions in Entrepreneurship for the most varied business segments that potentially generate employment and immediate self-employment among adolescents and young people; Establish partnerships with public and financial institutions and national and foreign business associations, aiming to raise funds to finance the ideas incubated at the Academy, with the aim of accelerating the resulting business and promoting employment among the youth; Hold regular thematic and extracurricular events that aim to stimulate the entrepreneurial spirit among adolescents and young people from all over the province of Luanda, interspersing the themes between the courses taught at the Luanda Entrepreneur Academy and providing greater engagement with the communities and the community. society in general; To know and make known to the society, the profile of the entrepreneur and determine the conditions that foster and hinder the entrepreneurial dynamics in Luanda, etc.

Consultancy objectives:

• Prepare a pre-analysis of the initiatives and institutions associated with the promotion of Entrepreneurship and specialized training in Luanda with a view to the present (current panorama of the sector), according to a set of categories to be defined (example: type of services, curricula, resources, capabilities, partnerships, etc.);
• Draw up a Plan to guide the implementation of the Academy, defining its objectives and vision, defining the different components and services, containing concrete and pre-defined actions and activities for the beginning of its operation, including all the documents necessary for the execution of the activities. defined activities (guides, models, work plans, etc.) and the definition of the responsible actors and partnerships for the implementation of the defined activities.

Duties and Responsibilities

Scope of work:

• Prepare a brief analysis of the initiatives and institutions associated with the promotion of Entrepreneurship in Luanda;
• Review the working documents already produced by the Task Force for the constitution of the AEL and review of relevant literature (plans, registration documents, legislation, reports and studies).
• Work in alignment with the technical teams of AEL and UNDP to define the Academy's vision, objectives and business model and describe the main axes of the Plan, actions and associated activities;
• Prepare the Strategic Plan for the implementation of the AEL and make its presentation to the GPL;
• The consultant will start work remotely. His face-to-face activities will be at the UNDP and AEL / GPL facilities in Luanda.

The Strategic Plan should:

• Contain the Academy's identity, vision and objectives (including definition of target audience for each service);
• Define a service package, management and communication model and monitoring system that contribute to achieving the defined objectives (define partnerships, define services, define programs, curricula and admission criteria, define management system including structure of the bodies and departments , work and monitoring plans, define communication and marketing strategy);
• Define a program of activities and initiatives (agenda of regular activities and / or events) that contribute to the creation of a favorable environment for the Academy to reach its objectives and for the development of entrepreneurship and innovation in Luanda (strategy of dynamization and integration of the Academy in the national ecosystem and in the community in which it operates, a strategy for the promotion and dissemination of entrepreneurship in the community in which it operates, a strategy to facilitate registration and incentives for the creation of companies and businesses, a strategy / financing model sustainable);
• Identify the responsible actors or profiles to be inserted in the structure / subcontract to carry out the actions and activities defined in the plan or potential partnerships to achieve the objectives;
• Define the base budget for the programs of activities and initiatives (agenda of regular activities and / or events).

Expected products

Proposals from experienced consultants are expected, and must contain a technical and a financial component and that refer to:

• Presentation of a brief pre-analysis of the initiatives and institutions associated with the promotion of Entrepreneurship and specialized training in Luanda;
• Preparation and presentation of AEL's Strategic Plan.

Coordination

The selected consultant will work in collaboration with the AEL / GPL Task Force and the UNDP technical team. The heads of both teams will assess the quality of the products described in these terms of reference. All consultancy products will be sent to the GPL, with support from UNDP, in Portuguese (electronic version).

Required Skills and Experience

Education:

• Academic qualifications at master’s or PhD level; preferably in areas related to business management.

Experience:

• Minimum of 3 years of proven experience in the field of strategic planning at national and / or international level within the innovation sector;
• Consultant with proven experience in executing strategic plans and / or developing business models or in managing centers or institutions dedicated to the promotion of entrepreneurship and / or academic or professional training and skills development;
• Proven experience in project planning, organization and management;
• Proven experience in developing innovative initiatives and establishing partnerships;
• Experience of multisectoral work: with public and private institutions;
• Proven experience in design and visualization;
• Experience in supporting innovation for public and private sector clients.

Language Requirements:

• Fluency in Portuguese language and English.

The application must contain the following (to be uploaded as one file):

• A letter of introduction with a brief description of the Consultant and the work already carried out by him/her;
• Technical proposal aligned with the elements described in point 5, including work plan / schedule;
• Financial Proposal (total in AOA);
• CVs of relevant personnel.

Evaluation process

Proposals will be evaluated based on the required skills and experience mentioned above and based on the technical evaluation criteria described below. Proposals will be evaluated based on the accumulated score. When using this weighted scoring method, the award of the contract will be made to the Proposal whose offer has been evaluated and determined as:

Respond to the requested / compatible / acceptable; and Having received the highest score from a predetermined set of weighted technical and financial criteria specific to the application, where technical criteria weigh 70% and financial criteria weigh 30%.

Technical evaluation - 100 points:

• Criterion 1: Educational qualification and work experience in relevant areas related to innovation in the context of developing countries, including Africa: Maximum points: 20;
• Criterion 2: Proven technical experience working on mapping innovations and social transformation: Maximum points: 40;
• Criterion 3: Demonstrated experience working in research and knowledge management: Maximum points: 30;
• Criterion 4: Experience in stakeholder engagement and management: Maximum Points = 10;

Financial criteria: (30% of the total evaluation) based on the total inclusive rate of the professional fee for the tasks specified in this announcement.

After analyzing the requests received, UNDP will invite the pre-three / four candidates selected for interview. Please note that only selected candidates will be contacted.

Candidates who obtain a minimum of 70% (49 points) of the maximum points obtained for the technical criteria (70 points) must be considered for the financial evaluation.

Financial Evaluation - Total 30% (30 points)

The following formula will be used to evaluate the financial proposal:

p = y (µ / z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = lowest bid price

z = price of the proposal being evaluated

Contract Award:

• The candidate who obtains the highest combined scores in the combined score of the Technical-Financial assessment will be considered technically qualified and will be offered to enter into a contract with UNDP.

Application Procedure:

The application must contain the following (to be uploaded as one file):

• A cover letter with a brief description of why the candidate considers himself the most suitable for the task; and a summary of the understanding of the Term of Reference (ToR)
• Form P11 completed and or personal CV, indicating all past experience of similar consultancy and specifying the relevant assignment period (from / to), as well as contacts by email and telephone of at least two (2) professional references;
• Methodology and timeline

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

The financial proposal must specify a daily all-inclusive fee (based on a 7-hour business day - lunchtime is not included - and is estimated to be 21.75 days per month). The financial proposal must be comprehensive and take into account several expenses that will be incurred during the contract, including: the professional's daily fee; and any other relevant expenses related to the performance of the services under the contract. In the case of unpredictable travel requested by UNDP, payment of travel expenses, including tickets, accommodation and terminal expenses, must be agreed between UNDP and the Individual Consultant (CI) prior to travel and will be reimbursed. In general, UNDP should not accept travel costs that exceed those of an economy class ticket. If CI wishes to travel in a higher class, it must do so using its own resources.
