Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

To date, most of the gender data and statistics work that we have done in the region has been under the umbrella of the global Making Every Woman and Girl Count (Women Count) programme. The Women Count Africa regional project is crafted around three primary objectives:

  • Creating an enabling environment: Regional coordination is being improved, working with organizations such as the UN Economic Commission for Africa (UNECA) and the African Development Bank (AfDB), and countries are being supported to identify and address institutional, legal and financial constraints to mainstream gender into national statistical systems and establish an efficient monitoring and evaluation system for the SDGs.
  • Increasing data production: Technical capacities of national statistical systems are being strengthened and quality data on violence against women, unpaid care work, gaps in access to decent work and pay, participation in public life and decision-making, and access to/use of information and communications technologies produced to improve SDG monitoring.
  • Improving data accessibility and use: Capacities of users are being strengthened to conduct gender data analysis, accessibility of gender statistics to all users is increased through better reporting, capacities to communicate gender data are increased through training, and data and metadata sharing encouraged to facilitate data flows, including to regional and global SDG-related databases

Given its strong focus on capacity building, the UN Women Asia Pacific regional office developed a training curriculum on gender statistics for use by academic institutions and other UN and international agencies when doing gender statistics training. Currently the training curriculum includes a lot of practical examples, but these are all from Asia Pacific. If these materials are to be used for gender statistics training by academic institutions and others in the Africa region, there will be a need to allow the materials to speak to local realities.

Furthermore, given the considerable regional variation in training modalities around statistics, further research and guidance will be needed as to how UN Women can approach a potential continental roll out of these materials.

The UN Women Africa program is seeking to contract a consultant to:

  1. Study existing gender statistics programmes in Africa and determine the requirements for a generic gender statistics program.
  2. Identify the processes that are required before such a generic curriculum will be adopted in a particular country/sub-region and chart a strategy and road map for the dissemination and adoption of the curriculum in the region during Phase II of the Women Count program (2022-2025).
  3. Adapt UN Women Asia Pacific gender statistics training curriculum to the requirements of the region on collaboration with key role players.

The consultant will work under the supervision of the UN Women ESA Regional Gender Statistics Specialist, in close collaboration with UN Women’s field-based presences and relevant units in ESA-RO.

Duties and Responsibilities

Scope of work:

  1. Identify and review gender statistics training programs currently in use on the African continent, particularly the materials developed by UNECA.
  2. Consult with UN Women staff, Ministries of Gender and key academic institutions in Kenya, Uganda, Tanzania, South Africa, Senegal, Cameroon and Ivory Coast to establish the requirements for a generic Africa gender statistics regional training curriculum.
  3. Identify the processes that are required before such a generic curriculum will be adopted in a particular country/sub-region and chart a strategy and road map for the dissemination and adoption of the curriculum in the region during Phase II of the Women Count program (2022-2025).
  4. Study the gender statistics training materials currently available on the UNECA website and identify modules or materials that should be excluded or which are not currently covered in the Asia Pacific materials, but should be included in the UN Women Africa training curriculum.
  5. Revise the current UN Women Asia Pacific curriculum to replace the current examples from Asia Pacific with Africa relevant examples and where needed improve on and/or reduce and/or augment the current curriculum content.
  6. Develop a regional strategy aimed at promoting the uptake and use of the training curriculum by training institutions across the region.

Deliverables:

  1. One revised set of gender statistics training materials.
  2. A regional strategy for the uptake and use of the curriculum.

Payment Schedule:

  1. One revised set of gender statistics training materials (80% of lumpsum).
  2. A regional strategy for the uptake and use of the curriculum (20% of lumpsum).

  • Experience in the supervision and or development of statistical training curriculums (years not necessarily cumulative could also form part of the teaching experience);
  • Gender statistics experience will be an advantage.

Language Requirements:

  • Fluency in English is required.
