Project Description:

The recent review of the National Disaster Risk Reduction and Management Plan (NDRRMP) emphasized the “importance of institutionalizing feedback and reporting mechanisms to gauge the performance progress and gaps vis-à-vis the various targets identified in the plan.” The updated NDRRMP is a long-term plan that shall encompass political terms and administrations at the national and sub-national levels and would need to be “periodically reviewed as regards its relevance and impact on the changing realities locally, nationally and globally.

Given the lack of a results-based and harmonized Monitoring and Evaluation (M&E) System that links local and national outputs and outcomes, the review recommends developing an M&E system that will track the progress of implementing planned outputs and monitor progress towards the intended outputs and outcomes outlined by the NDRRMP. The review also called for the government to allocate funds for the development, mainstreaming, and implementation of an M&E system at all levels.

In coordination with the Office of Civil Defense (OCD), UNDP is currently developing a results-based M&E Framework and Plan that demonstrate accountability and transparency, ensuring that tangible outcomes or outputs are achieved timely and efficiently, and promotes program results. This M&E Framework and Plan shall engage the whole of government – at the national and local levels – to develop a culture of continuous improvement, data-driven decision making and planning, and leveraging lessons learning from the plan implementation.

With the amount and complexity of M&E data streams from various stakeholders, the need for digital infrastructures and applications to support the execution, monitoring, and evaluation of the NDDRRMP cannot be understated. To enable digital solutions that will help implement the M&E components of the NDRRMP at all relevant levels and critical sectors of the Philippine Government, UNDP is looking to engage an individual consultant (IC) who will conduct a Technical Needs Assessment (TNA) of local and national users, stakeholders, and organizations, in terms of their current capacity, mechanisms, and requirements for an integrated web-based M&E dashboard.

Duties and Responsibilities

Objectives:

This assignment aims to achieve the following objectives:

  1. To enable the government to regularly, effectively, and efficiently track the progress of the NDRRMP implementation across all levels of government and different sectors through the development and use of an integrated web-based M&E dashboard;
  2. To understand the technical capacities, requirements, and mechanisms of relevant local and national government stakeholders on reporting, monitoring, storing, retrieving, generating, and presenting DRR-related data vis-à-vis the NDRRMP; and
  3. To identify recommendations on the technical requirements (e.g., ICT infrastructure and systems) and institutional needs (e.g., system ownership, processes and data flows, etc.) in establishing and operationalizing an integrated web-based M&E platform for the NDRRMP.

Scope of Work

The Consultant is expected to perform a technical needs assessment (TNA), which determines the current technical and institutional requirements, capacities, and mechanisms of relevant DRR government stakeholders at all levels in terms of using digital M&E platforms/applications to deliver the outcomes, objectives, and activities of the NDRRMP. More specifically, the Consultant is expected to answer the following questions:

  1. What are the technical and institutional capacities, requirements, restrictions, and preferences of relevant local (e.g., LGU DRR focal points) and national government stakeholders (e.g., OCD, NDRRMC, and other attached agencies) when it comes to reporting, transmitting, updating, storing, and generating DRR-related data concerning the outcomes and objectives of the NDRRMP?
  2. What are the existing data processes related to the M&E of the NDRRMP? How do these data processes flow from one organization to another (e.g., from the LGUs to the OCD, or from attached agencies to the OCD?). What mechanisms or infrastructures are in place to support the transmission of data? What is the real-life experience (e.g., efficiency, automation, time, etc.) of DRR personnel when sharing data with other stakeholders?
  3. What is the current design and status of their web-based M&E systems/dashboards (if they exist)? What are the present mechanisms and/or initiatives to integrate existing digital M&E systems/dashboards of local, regional, and field offices’ systems/dashboards with the national government/OCD? How are interoperability solutions used to allow for cross-sharing of data across government databases?
  4. How should a web-based M&E dashboard be designed to support LGUs, the OCD, and the NDRRMC, etc. in delivering the NDRRMP? What considerations in terms of resources, operations and maintenance, and institutional arrangements are critical to enabling the creation of an integrated web-based M&E dashboard? How is effective user experience (UX) guaranteed in navigating and reporting to the dashboard?
  5. How should the NDRRMP’s outcomes, outputs, and indicators be presented visually in the dashboard that facilitates successful DRR-data reporting and compliance from required users? How should data be aggregated/disaggregated in such a way that supports DRR stakeholders’ data needs?
  6. What are the technical prerequisites (e.g., ICT infrastructure, front-end and back-end development, programming languages, and platforms, etc.) to facilitate creating an integrated web-based M&E dashboard?
  7. How can critical data considerations such as quality control/quality assurance, avoidance of double counting, data process flows, etc. be embedded in the envisioned dashboard?
  8. What forms of capacity development and training are important to ensure the effective use of said web-based M&E dashboard? What capacity-training materials are required to make sure users can address technical challenges with the dashboard (e.g., quality assurance modules, manual of operations).
  9. What are the governance and financial considerations to ensure the sustainability of a web-based M&E dashboard? What can be recommended to optimize the dashboard’s design to support swift and responsive DRR decision-making, planning, pivoting, and policy formulation?
  10. How can manual uploading/submission of DRR data be automized and streamlined using an M&E dashboard?
  11. Other questions may surface during consultations and meetings.

The Consultant is expected to conduct the following steps to carry out the TNA:

  1. Coordinate with UNDP’s current Consultant developing the M&E Framework and Plan for the NDRRMP. Integrate findings/outputs of the Consultant in conducting the TNA.
  2. Perform a system analysis of (i) OCD’s, NDRRMC’s, and LGUs’ existing web-based M&E dashboards and platforms (internal systems, the web portal for public viewing, and the web portal for public feedback, etc.) based on the actual usage of the system and users’ practical experience in using them for the M&E component of their DRR programme and activities.
  3. Conduct a similar system analysis for (ii) comparable web-based M&E DRR dashboards or other local/national agencies and international organizations. Determined applicability/replicability of advantageous features of these systems/platforms in developing the web-based M&E dashboard.
  4. Conduct online interviews and focus group discussions with local (e.g., LGU DRR representatives) and national (e.g., OCD, NDRRMC, etc.) DRR stakeholders to support the TNA. Outcomes of these consultations should be complementary to the system analysis of existing web-based M&E dashboards.
  5. Provide an expert evaluation of the overall functionality of these existing web-based M&E dashboards and identify common loopholes, user experience issues, and data process bottlenecks.
  6. Prepare a Final TNA Report following the investigation on the design, structure, and functionality of the existing web-based M&E dashboards. A proposed outline of the TNA may be provided to the Consultant to ensure all key sections are included.
  7. Capture in the TNA report all technical and institutional/governance recommendations for a web-based M&E dashboard to be used by OCD, LGUs, and other government stakeholders for the streamlined collection, storage, presentation, and generation of DRR-related data vis-à-vis the NDRRMP’s objectives, outcomes, and activities.
  8. Identify replicable effective measures and features of other relevant local, national, and international digital M&E platforms and systems. Propose entry points to apply them in the context of this project.
  9. Incorporate the findings of the TNA in designing a digital mockup of the integrated, web-based M&E dashboard, which shall serve as a Proof of Concept.
  10. Present the results of the TNA report and the digital dashboard mock-up to relevant representatives from local/national government stakeholders and UNDP CO representatives. Incorporate user suggestions and recommendations as appropriate.

Approach and Methodology

An Individual Consultant (IC) will be engaged to perform assigned activities and delivery of the outputs outlined in this TOR. Through the submission of an inception report, the selected Consultant must describe how he/she will deliver the activities and outputs outlined in this TOR; providing a detailed work plan including timelines, activities, outputs, list of stakeholders, data collection methodology appropriate to the work context, reporting condition, and quality assurance mechanism. The IC may have his or her support team to deliver the outputs of this project.

Institutional Arrangement

  1. The Consultant’s activities will be coordinated, monitored, and assessed for completion by the UNDP CO CAPT Team Leader and the Recovery and Resilience-building Project Manager (RR PM) from UNDP CO.
  2. The Resilience-building Project Manager (RR PM) from UNDP CO will supervise the Consultant.
  3. The CO will organize a TWG to review submitted Outputs/Reports.
  4. All outputs in this TOR will be submitted to the UNDP CO CAPT Team Leader RR PM and discussions/ presentations to the TWG may be scheduled.
  5. A final version of the output with implemented revisions from comments and suggestions of the TWG will be submitted and an acceptance letter will be issued to the contractors
  6. The Consultant is responsible for liaising and setting up meetings and stakeholder consultations with national agencies, communities, local government units, NGOs, and other identified stakeholders. The CO may provide key persons to contact in selected organizations.

Facilities to be provided by UNDP

  1. Due to the ongoing COVID 19 pandemic and the restrictions in place for meetings and gatherings, meetings will be done using online applications.
  2. The Consultant is expected to use his/her computer and communication equipment and other resources that are required and may be needed to conduct activities in this TOR

Expected Duration of Contract

  1. It is estimated that the work shall involve a total of 55 working days of combined effort spread over approximately 3.5 months including a period for output reviews and approvals.
  2. The UNDP CO and TWG members will review and give comments on outputs maximum of four (4) working days

Duty Station

  1. The duty station is in Metro Manila.
  2. The engagement may be home-based and for accessibility and availability to allow for discussions and reporting on the progress of activities regular online meetings shall be conducted.
  3. The majority of activities will be done in Metro Manila.
  4. Considering the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work and travel of the Contractors shall be done within the guidelines and protocols set by the local and national government.
  5. The Consultant will not be required to report to the office regularly but a status report on the outputs shall be expected monthly.

Qualification of the Successful Individual Contractor

The successful IC should meet the following minimum qualification:

Bachelor’s degree in Computer Science, Information Technology, Economics, Statistics, Industrial Engineering, Public Administration, Development, or other relevant fields.

Experience

  • Must have at least eight (8) years of experience developing digital platforms for monitoring and evaluation/ and or development program purposes
  • Minimum of two (2) completed projects on digital M&E systems and platforms

Language

  • Proficiency in English

Scope of Price Proposal and Schedule of Payments

  • The agreed and final contract price is a fixed output-based price regardless of an extension of the project or changes in cost components.
  • Final acceptance and approval of Outputs is required for processing and releasing each payment

Criteria for Selection of Best Offeror

Offerors will be evaluated based on a combined scoring method wherein qualifications of the candidate will be weighted a maximum of seventy percent (70%) then combined with the submitted financial proposal which will be weighted a maximum of thirty percent (30%).

Recommended Presentation of Offer

The financial proposal should indicate both breakdown and total costs of the engagement. It should be all-inclusive covering professional fees (including those of his/her support team), and other related administrative-logistical expenses.

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  2. Personal CV (using template of UNDP), indicating work history as well as competencies related to this engagement, contact details of the proponent and at least three (3) professional references; and,
  3. Financial Proposal that indicates the all-inclusive lump-sum amount commensurate to the scope of work, supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
