Background

UNWOMEN has over the years been supporting the Malawi Government, with both technical and financial support around Gender Responsive Budgeting (GRB). Notable efforts include conducting studies in GRB in the public-sector Ministries, Departments and Agencies (MDAs) and training of members of Parliament and public officers in GRB.

Through these initiatives, some committees of Parliament have used the knowledge gained to meaningfully engage government officials during parliamentary cluster meetings. The Members of Parliament have also been able to scrutinize pertinent gender related aspects in draft budgets, including gender mainstreaming in the alignment of budgets to national priorities, resource allocation and equitable distribution of budgetary resources to proposed interventions, among others.

Further to the above, UNWOMEN has also been supporting the Parliamentary Women’s Caucus (PWC), the Parliamentary committee on Social and Community Affairs and other committees, in the analysis of national budgets since 2015. Such budget analyses have provided a basis for lobbying for increased funding allocation to several sectors, specifically the gender sector, whose allocation has been low compared to other sectors over the years. The budget analysis has bene key in sustaining advocacy on implementation of GRB by government of Malawi. The analysis reports have bene provided with details of trends in budgetary allocations and how these impact on livelihoods of women and girls in Malawi

Objective

The objective of this assignment is to support Ministry of Gender, Community Development and Social Welfare carry out a gender analysis of the 2020/21 national budget with focus on Social and Community Affairs services; and subsequently facilitate engagement with the relevant stakeholders based on the outcome of the analysis.The task will also involve analysing the 2019/20 national budget to track progress made during its implementation in as far as being gender responsiveness is concerned. This is expected to consolidate existing evidence to be utilised for strategic advocacy in promoting implementation of Gender Responsive Budgeting in Malawi targeted at various stakeholders such as Parliament, Government ministries, departments, and agencies, among others.

Duties and Responsibilities

The consult will perform the following key tasks.

  1. Review the 2019/2020 national budget with gender lens focusing on social and community services, highlighting key progress and low points requiring improvement for the 2020/2021 budget in advancement of gender equality and women empowerment
  2. Analyze the 2020/21 national budget using Gender Responsive Budgeting Principles with focus on Social and Community Affairs services highlighting how the budget is gender responsive or not and measures to address unresponsiveness
  3. Facilitate engagement with Parliamentary Women’s Caucus and select Parliamentary committees in sharing the findings of the analysis in order to equip them with information to ably engage with the relevant MDAs during budget cluster meetings and budget proceedings in the chamber.
  4. Produce a policy brief based on the 2020/21 gendered budget analysis report to enable Ministry of Gender, CSOs and UNWOMEN’s and other interest groups’ further engage with relevant stakeholders in the gender sector on how best to achieve gender equality outcomes through the budget and implementation processes based on the findings.

Deliverables

The following are the expected deliverables for the assignment:

  1. A report of the analysis highlighting the following, among other things:
    1. Performance of the 2019/2020 budget in relation to its gender responsiveness and how it impacted on the lives of women and girls
    2. The gender responsiveness of the 2020/2021 budget using GRB principles highlighting level of responsiveness and how these can be addressed in relation to service provision (effective delivery of Social and Community Affairs services) that affects women and girls
    3. Gendered analysis of how the budget will seek to improve service delivery of social and community affairs services. This is expected to include gender related recommendations on how Government MDAs and relevant stakeholders can improve the service delivery through the budget to benefit disadvantaged and marginalised groups in the communities, especially women and girls.
    4. Recommendations for improved reporting on Social and Community Affairs with emphasis on gender disaggregated data.
  2. A power point presentation highlighting key findings of the analysis and recommendations
  3. A policy brief noting trends from previous budgets including the 2020/2021 budget in relation to gender responsiveness, key gender issues and recommendations for key government MDAs in advancing gender equality and women empowerment
