Purpose of the Consultancy

The consultancy will support MVC to conduct a gap analysis and needs assessment for malaria endemic countries of the EMR, to determine the support required for these countries in increasing insecticide resistance monitoring capacity.

Background

In 2019, the Regional plan of action 2019−2023 for implementation of the Global vector control response 2017−2030’ was developed to provide strategic guidance to countries and development partners to strengthen vector control through increased capacity, improved surveillance, better coordination and integrated action across sectors and diseases. The Regional plan of action 2019-2023 supports countries in the implementation of the World Health Assembly resolution WHA70.16 on the GVCR, endorsed by all Member States in 2017, and supports the implementation of the relevant to vector control resolutions of the WHO Regional Committee for the Eastern Mediterranean.

The widespread and increasing insecticide resistance is threatening effective vector control of malaria and other vector-borne diseases. One of the pillars of the GVCR is enhancing vector surveillance and monitoring and evaluation of vector control interventions. WHO recommends that countries develop and implement ‘National insecticide resistance monitoring and management plans’ (IRMMPs) and has provided guidance in the form of the ‘WHO Framework for a national plan for monitoring and management of insecticide resistance in malaria vectors’. Within the EMR, some countries have developed these national plans, but the data generated are not fully used in the management of resistance. Technical and funding support is required to build capacity within countries in the EMR to monitor and manage insecticide resistance.

The consultant will conduct an in-depth situation analysis and needs assessment on insecticide resistance in EMR. Based on the findings, the consultant will generate the evidence to determine what support is required to strengthen insecticide resistance monitoring and management. This needs assessment will further outline potential national and international partners and the support that these partners that could provide.

Work to be performed

Output 1: Report on situation analysis and needs assessment on insecticide resistance in EMR.

Deliverable 1.1:

Conduct a desk review/gap analysis of available national Insecticide Resistance Monitoring and Management Plans and other available relevant documentations

Deliverable 1.2:

Facilitate a workshop for identified regional and country experts in entomology and insecticide resistance for sharing the draft report review and reach consensus on the results

Deliverable 1.3:

Draft a manuscript on the findings of the situation analysis and needs assessment on insecticide resistance monitoring in EMR

Specific requirements

- Qualifications required:

Minimum First university degree in health-related field

- Experience required:

Up to 5 years of relevant experience in vector surveillance; insecticide resistance monitoring and control, including research in the field.

- Skills / Technical skills and knowledge:

Excellent communication skills and scientific writing

Ability to work and adapt professionally and effectively in a challenging environment

- Language requirements:

Excellent knowledge of English.

Location: Cairo, Egypt

Medical clearance : The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel (If travel is involved, a medical certificate of fitness for work will be required.) All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
