Consultant to Compile Pilot Accounts According to the System of Environmental-Economic Accounting in Kenya and Mozambique

Result of Service The consultant is expected to produce the following outputs:

Under Activity 1: a) Data assessment report and plan for the development of the water accounts in Kenya. b) A final report on the water accounts in Kenya developed in collaboration with KNBS. c) A report on indicators that can be derived from the Kenya water accounts and how they can support national policies and monitoring of the SDGs and other international initiatives.

Under Activity 2: d) Data assessment report and plan for the development of the energy accounts in Mozambique. e) A final report on the energy accounts in Mozambique developed in collaboration with INE. f) A report on indicators that can be derived from the Mozambique energy accounts and how they can support national policies and monitoring of the SDGs and other international initiatives.

Under Activity 3: g) A final report on the expanded energy accounts in Kenya developed in collaboration with KNBS. h) A report on indicators that can be derived from the expanded energy accounts and how they can support national policies and monitoring of the SDGs and other international initiatives.

Work Location The consultant will work from home. Regular conference calls with UNSD, KNBS and INE will be required.

Travel will be required to serve as a resource person at the in-person workshops in Nairobi, Kenya, and Maputo, Mozambique.

Expected duration The duration of the contract will be from 16 May 2022 to 31 January 2023.

Duties and Responsibilities Background and objectives:

The United Nations Statistics Division (UNSD) project, “Environmental-Economic Accounting for Evidence-Based Policy in Africa and Asia”, which is funded under the 12th Tranche of the UN Development Account (UNDA), aims to address the technical and institutional barriers to the establishment of routinely produced environmental-economic accounts. The international statistical standard, the System of Environmental-Economic Accounting (SEEA) provides countries with a framework to derive internationally comparable environmental-economic accounts, supporting measurement of progress towards the SDGs as well as the Aichi Targets, green growth, etc.

The United Nations Statistical Commission (UNSC) adopted the SEEA Central Framework (SEEA CF) in 2012 as an international statistical standard and encouraged its implementation in countries. In 2018, the UNSC noted the growing importance of the SEEA and urged to scale up implementation, while also noting the strong support for using SEEA in compiling SDG indicators. In 2021, the UNSC adopted the SEEA Ecosystem Accounting (SEEA EA) as an international statistical standard and encouraged countries to implement the SEEA EA. While significant efforts have been achieved in implementation and mainstreaming the use of the accounts for policy, more work is needed.

This project aims to strengthen the institutional and technical capacity of national statistical offices (NSOs) to produce SEEA accounts and to strengthen the national capacity of project countries to use environmental-economic accounts for monitoring sustainable development. Both Kenya and Mozambique are among the project target countries. UNSD will work with the Kenya National Bureau of Statistics (KNBS) and Instituto Nacional de Estatística (INE) of Mozambique, respectively, and relevant partners to carry out all project activities. The project activities will focus on: (a) building the institutional framework in support of SEEA implementation, taking into consideration policy priorities and existing initiatives and activities; (b) building capacity to compile selected accounts on a regular basis; (c) fostering inter-institutional relationships to promote collaboration and data-sharing in producing the accounts; and (d) promoting the effective communication and use of the accounts for evidence-based policy and the SDGs.

The objective of this consultancy is to lead the finalization of SEEA pilot accounts for Kenya and Mozambique and develop indicators from the accounts which can support monitoring of the SDGs and other international initiatives.

Work assignment:

The consultant will engage with the national statistical offices of Kenya and Mozambique (i.e. KNBS and INE) to undertake the following tasks:

Activity 1: Support the development of water accounts in Kenya Specifically, the incumbent will: - Provide guidance advice to KNBS on the production and finalization of water accounts, including a roadmap for sustained production of water accounts. - Undertake an assessment of data sources which could be used to compile and further improve the quality and detail of the water account. - Serve as resource person on water accounts and conduct hands-on sessions during a workshop on the development of the accounts. - Prepare a report on indicators that can be derived from the water account and how they can support national policies and monitoring of the SDGs and other international initiatives. - Provide remote assistance and trainings to KNBS as appropriate.

Activity 2: Support the development of energy accounts in Mozambique Specifically, the incumbent will: - Provide guidance advice to INE on the production and finalization of energy accounts, including a roadmap for sustained production of energy accounts. - Undertake an assessment of data sources which could be used to compile and further improve the quality and detail of the energy account. - Serve as resource person on energy accounts and conduct hands-on sessions during a workshop on the development of the accounts. - Prepare a report on indicators that can be derived from the energy account and how they can support national policies and monitoring of the SDGs and other international initiatives. - Provide remote assistance and trainings to INE as appropriate.

Activity 3: Support the improvement and expansion of energy accounts in Kenya Specifically, the incumbent will: - Provide guidance advice to KNBS on the improvement and expansion of energy accounts, including towards development of monetary supply and use tables and/or energy resources asset accounts. - Undertake an assessment of data sources which could be used to compile and further improve the quality and detail of the expansion for the energy account. - Serve as resource person on energy accounts and conduct hands-on sessions during a workshop on the development of the accounts. - Prepare a report on indicators that can be derived from the expanded energy account and how they can support national policies and monitoring of the SDGs and other international initiatives. - Provide remote assistance and trainings to KNBS as appropriate.

Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in statistics, economics, political science, international studies and development, environmental sciences, or related field.

Experience: - A minimum of 15 years of proven experience within the UN system, government administration, non-governmental organization, consultancy service, academia or similar organization is required. - Demonstrated experience in the collection, compilation, analysis and dissemination of environmental-economic accounts is required. - Experience working with countries in compiling energy accounts is highly desirable.

Language: For this consultancy, fluency in spoken and written English is required.
