Overview

Conduct a stocktaking study on low carbon public procurement in the Asia Pacific region

You have:

• A minimum of 5 years’ experience in the implementation or support to the implementation of GPP policies in developed or developing countries, preferably in the Asia Pacific region
• Strong writing skills are needed for the assignment.
• Familiarity with excel and other data analysis tools is an asset.
• A Masters degree in social sciences, public administration, sustainable development, or environmental studies is required.
• All outputs shall be drafted in English. Excellent proven written and spoken communication skills in English are therefore required.
• Experience with the United Nations is an advantage.
• A sound understanding and knowledge of sustainable consumption and production (SCP) and the Sustainable Development Goals (SDGs) will also be an asset.

Result of Service Asia Pacific GPP practitioners and policy makers will have access to a study highlighting key recommendations for advancing their National Determined Contributions (NDCs) through an accelerated shift to low carbon public procurement (LCPP).

Expected duration 15 July 2022 to 15 November 2022

Duties and Responsibilities A consultant is required from July 15th to November 15th, 2022 to carry-out a stocktaking study on low carbon public procurement (LCPP) policies in the Asia Pacific region, as part of the activities of the Korea Environmental Industry and Technology Institute (KEITI) and United Nations Environment Programme (UNEP)-led Asia Pacific Green Public Procurement Network.

Background information on the Asia Pacific GPP network

Building on past collaboration in the area of Green Public Procurement (GPP), KEITI and UNEP jointly launched the Asia Pacific GPP Network project in November 2019. The objective of the project is to revive the ASEAN+3 GPP and Eco-labeling Network, which had been active over the 2013-2016 period. The Network was expanded to serve the entire Asia Pacific region, rebranded as the “Asia Pacific GPP Network,” and officially launched in March 2021. It acts as a GPP information hub for governments, public organizations and relevant stakeholders in the Asia Pacific region with a view to bring greater awareness and increased capacity around GPP as strategic public policy lever for sustainable development and market innovation.

Specific Tasks and Responsibilities

a. Conduct desk-based review of LCPP frameworks, policies and regulations at the global level

- Carry-out a literature review of existing materials on the relationship between public procurement and climate change, more particularly focused on the development of low carbon public procurement as an approach to green public procurement; - Identify benchmarks on the use of public procurement to achieve net zero carbon; - Map reforms in procurement ecosystems that may support low carbon programmes.

b. Conduct desk-based review of LCPP frameworks, policies and regulations in target countries

- Identify existing policies and programs aimed at addressing climate change through public procurement, including tools and guidelines with specific low carbon criteria; - Develop factsheets on the status of LCPP in each of the target countries, detailing relevant policies and programs, tools and guidelines; - Identify issues of common interest among target countries; - Identify common challenges in adopting/implementing LCPP, including the possible opportunities;

c. Carry-out stakeholder mapping, identifying key LCPP stakeholders in target countries.

- Prepare a list of key stakeholders according to organization type for each target country.

d. Carry-out consultations with key stakeholders identified

- Develop a questionnaire on the challenges and opportunities for LCPP at the national and regional level; - Distribute questionnaire among target countries for completion; - Engage extensively with key stakeholders through online one-on-one or group meeting using the questionnaire structure and responses to guide discussion; - Collate and review stakeholder responses.

e. Draft stocktaking study on LCPP in the Asia Pacific region, covering the following areas:

- Analysis of the relationship between public procurement and climate change at global level; - Current status of LCPP in the Asia Pacific region, with a focus on the target countries; - Challenges and opportunities for LCPP in the Asia Pacific region; - Recommendations on strategic measures for the adoption/implementation of LCPP in targeted countries to accelerate the shift to LCCP in Asia Pacific

The stocktaking study should include the following annexes:

- A literature review of public procurement law, policies, and regulations, including the most recent studies on the impact of public procurement on climate change, and vice versa, including the recorded best practices on the contributions of public procurement on climate change mitigation and adaptation, more particularly in the Asia Pacific region; - Factsheets on the status of LCPP in targeted countries, including any best practices. - List of key stakeholders according to organization type for each target country - Copy of stakeholder questionnaire template, completed questionnaires, as well as list of stakeholders interviewed.

e. Develop a PowerPoint presentation on results of the LCPP stocktaking study.

Qualifications/special skills Skills: - Strong writing skills are needed for the assignment. - Familiarity with excel and other data analysis tools is an asset. Academic Qualifications: Masters degree in social sciences, public administration, sustainable development, environmental studies and related areas. Experience: A minimum of 5 years’ experience in the implementation or support to the implementation of GPP policies and action plans in developed or developing countries, preferably in the Asia Pacific region.
