How can you make a difference?

  1. Establish the context in which UNICEF Somalia is operating regarding the cost of doing business for effective program delivery and monitoring.
  2. Conduct a trend analysis on resource mobilisation and future prospects (pipeline) including a pinpointed review of allocations to all programmes and cross-sectoral cost centers.
  3. Assess the staff and non-staff costs of the Country Office including office typology comparison with other Countries in similar contexts.
  4. Evaluate the key cost drivers in programmes delineating the top three major cost drivers in program implementation
  5. Evaluate the key cost drivers in operations delineating the top three major cost drivers in this area
  6. Analyse the cost of finance management, supply transactions, and time for PD processing, HACT financial costs and average cost of third-party monitoring.
  7. Establish the major areas of cost saving and efficiency gain (for #3, #4, #5 and #6 above).
  8. Develop and propose at most three cost-effective and efficient scenarios, each scenario being a combination of both operations and programmes recommendations and the associated costs, for management decision.

Scope:

The assessment should cover analysis and review of the cost of doing business in Somalia for programs and operations as listed in the objectives above. Above this analysis, to review areas on the program delivery and monitoring side where cost savings and efficiencies can be gained. The assessment should thus look at the whole Country Office including the sub offices in Hargeisa, Garowe, Baidoa, USSC Nairobi, and Mogadishu.

Methodology:

  • Analyse data from VISION and InSight and in offline documents
  • Visit UNICEF Offices in Mogadishu, Nairobi, Hargeisa, Garowe, and Baidoa, if deemed necessary
  • Largely consult with management, staff association, and staff to gather their views and suggestions
  • Speak with and collect information from some of the UN agencies and INGO in Somalia
  • Document systematically the findings, observations, and conclusions
  • Make presentations periodically at agreed times to the oversight team and management
  • Analyze the current efficiency initiatives of the organization that may give more flexibility in exploring the cost of doing business in Somalia.
  • Consultations with Regional Office based upon recent PBR lessons and ongoing support to countries with similar context.

Estimated duration of the contract

50 days over four months period including not more than 15 days field mission in Somalia.

Duty Station and official travel:

The consultant will work from home with travel to Somalia.

Payment Schedule:

  • Reimbursement of flight ticket and payment of DSA upon arrival in Mogadishu;
  • 60% of the total fees upon submission of 1st draft report.
  • 40% of the total fees after acceptation of final version of the report.

Travel clause:

  • All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply.
  • All travels shall be undertaken only upon the prior written approval by UNICEF.
  • The eligible maximum amount for travel is specified in the contract.
  • The consultant is responsible for his/her for travel arrangements. The most economic and direct route is authorized.
  • Travel costs will be reimbursed after the completion of field mission. UNICEF will pay the applicable DSA rate and other travel related expenses upon submission of the invoice together with the supporting documentation.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant

To qualify as an advocate for every child you will have…

  • Advanced degree or equivalent in any of the following fields: business administration, finance, accounting
  • At least eight years’ experience in finance and administration or related areas
  • Experience in conducting such exercises
  • Financial analytical expertise is an added advantage
  • Good writing and analytical skills
  • Proficiency in English
  • Excellent interpersonal skills, and ability to promote collaboration and consensus building
