Duration: 45 days ( 35 days home-based and 10 in PNG ) (Between 15 July and 15 Oct )

Background:

The National Statistical Office in collaboration with the United Nations Population Fund (UNFPA) and with funding support from the Australian Government, has concluded the conduct of the Socio-Demographic and Economic Survey (SDES). The 2022 SDES is a nationally representative sample survey designed to generate indicators on population and demographic characteristics, labour and employment, migration, education, fertility, household, and housing characteristics. These indicators will be used to monitor the progress of the country in terms of the targets set in the Sustainable Development Goals, PNG Vision 2050, Medium-Term Development Plan III, and other monitoring tools of the government.

Several Thematic Reports, namely: i) Economic Well-Being of the Population, ii) Fertility/Mortality, iii) Demographic Dividend, iv) Migration, and v) Education are currently being prepared and expected to be completed starting next quarter. The SDES collected rich information that is vital for evidence-based plans and programmes. The recently released key indicators from the 2022 SDES revealed the following information for men and women:

  • There are more men than women in PNG, with a sex ratio of 107 men per 100 women;
  • 9.1 percent of female adolescents are or have been married while less than one percent among their male counterparts;
  • 15.7 percent of households were headed by women;
  • A higher proportion of men 5 years old and over (81.1 percent) than women (74.2 percent) had been to school;
  • Most common reason for not attending school among men was financial requirements to support schooling while marriage among women.

To better understand the disparities between men and women in the country, there is a need for the services of a Gender Dimension Writer/Analyst to analyze the situation of men and women as reflected in the gender indicators and correspondingly recommend policies aimed at improving their conditions.

Scope of work

With the guidance of the UNFPA Chief Technical Adviser (CTA), the Writer/Analyst will:

  • Work with NSO on the generation of gender indicators relevant to the analysis mainly using the results from the 2022 Socio-Demographic and Economic Survey and other available data in the country. The arrangement to be adopted in working with NSO should ensure knowledge transfer to NSO.
  • Prepare the Thematic Analysis on Gender Dimension in PNG;
  • Document the procedures followed in the generation of indicators, including the software to be used in the calculation, ensuring that the NSO will be able to replicate the procedures for future similar surveys and population censuses;
  • Conduct capacity building for NSO staff both on-the-job and classroom trainings sessions; and
  • Perform other job-related duties as assigned by the UNFPA Representative and/or Deputy Representative required to ensure the success of the above-mentioned activities.

Qualifications and Experience

Qualification

  • At least a Masters' degree in Statistics, Demography, Population Studies, Economics, or equivalent qualification in a relevant, directly related discipline.
  • Must be meticulous - have a keen eye for details, looking for excellence/ perfection/quality in all technical matters.

Professional experience

  • At least ten (10) years of professional experience in the preparation of thematic analysis on gender;
  • Has a working knowledge of reliable software that can be used for generating different indicators; and
  • Experience in capacity strengthening and development, and skills transfer for local counterparts.
