ORGANIZATIONAL CONTEXT

The incumbent, within delegated authority, will be responsible for the support of Inter-Agency security communications infrastructure and supervision of the RSOC (Remote Security Operations Center). The incumbent will be based in Khartoum, with regular travel to 12 Security Operations Centres locations throughout Sudan. The incumbent will install and maintain the Inter-Agency radio rooms, help design radio room procedures, manage and train staff; and liaise with humanitarian partners to ensure communications are functioning and used effectively to ensure security and safety of staff.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Sudan Inter-Agency Telecommunications Coordinator the incumbent will be responsible to:

• Lead the management of the Inter-Agency security communications infrastructure,
• Liaise with Partners, UNDSS and other agencies technical teams to coordinate technical issues about the Inter-Agency security operations centers or radio rooms,
• Represent TEC when called for meetings to report on Cluster activities, needs and requirements on security telecommunications,
• Review existing installation and design and implement improvement to support an excellent operation throughout the agreed areas,
• Conduct regular maintenance, upgrades or enhancements of existing telecommunications systems and applications,
• Ensure correct VHF (analogue and digital) and HF code-plugs are generated to programme the radios,
• Identify and test new software and hardware for improving and upgrading system performance, and install any technology upgrades as required,
• Ensure all required RSOC statistical data is being collected regularly and it's accurate reports are prepared and disseminated on time,
• Assess Telecommunications and /or Telecommunications training needs for staff and help develop appropriate training material,
• Review operations to ensure installed infrastructure enables an excellent service to customers and compliance with Country MOSS,
• Contribute to designing an integrated repository for call-signs and security related information

STANDARD MINIMUM QUALIFICATIONS

Education:

University degree in Information Systems, Computer science, Statistics or any science/logic related discipline as well as technology project management.

Experience:

At least 3 years of progressively responsible professional experience in the planning, design, development, implementation and maintenance of security communication systems, proven effective, hands-on security communications experience.

Languages:

Fluency in both oral and written communication (English) is required. Knowledge of Arabic would be considered an advantage
