Overview

You have:

  • Advanced university degree (Master’s degree or equivalent) in innovation management, technology transfer, intellectual property law, science and technology policy, or a related field.
  • Minimum 7 years of professional experience in technology transfer operations, intellectual property management, innovation ecosystems and policies or a closely related field.
  • Proven experience of developing e-modules in related field is required.
  • Demonstrated experience in instructional design, curriculum development or e-learning content development
  • Experience in developing practice-oriented training materials incorporating case studies and interactive learning elements
  • Prior experience working with United Nations organizations, international development agencies or similar intergovernmental bodies
  • Familiarity with the technology transfer landscape and innovation ecosystems in the Asia-Pacific region
  • Knowledge of WIPO tools and frameworks for IP management and technology transfer
  • An excellent command of the English language and demonstrated ability to communicate effectively.

Result of Service

A comprehensive, practice-oriented e-learning module on technology transfer for TTOs and related innovation intermediaries in the Asia-Pacific region. Duties and Responsibilities

APCTT seeks to engage an International Consultant with expertise in technology transfer operations and instructional design to design and develop a scalable, interactive, high-quality, practice-oriented e-learning module of about 8 to 10 hours tailored to the needs of the Asia-Pacific region. While relevant open-access resources exist from organizations such as WIPO and AUTM, the proposed e-module will be specifically designed to address the distinct institutional and developmental contexts of TTOs – especially to support SDG-aligned innovation ecosystems - in Asia-Pacific developing countries. The consultant is expected to build upon and complement, rather than duplicate, existing materials. Under the overall supervision of the Head of APCTT and the direct supervision of the designated programme officer, the International Consultant will be responsible to deliver the following tasks: (a) Conduct a rapid review of existing training resources, curricula and e-learning modules on technology transfer, including materials developed by WIPO, AUTM, ATTP, BIRAC and other relevant organizations, and identify gaps and opportunities for the proposed e-module; (b) Conduct virtual consultations with APCTT Governing Council members, five to ten technology transfer offices (TTOs) and partner institutions to refine the scope, target audience and learning objectives of the e-module; (c) Develop a detailed curriculum framework and instructional design structure, including module breakdown, learning outcomes, pedagogical approach and assessment strategy (d) Create structured and practice-oriented content covering key aspects of technology transfer operations, including institutional management of TTOs, commercialization and licensing, intellectual property identification, protection and valuation, and partnership development and stakeholder engagement; (e) Incorporate at least five case studies, tools, templates and regionally relevant examples from the Asia-Pacific region to enhance applicability for TTOs, innovation intermediaries and related institutions; (f) Design interactive components such as quizzes, self-assessment exercises and scenario-based learning elements suitable for asynchronous online delivery; (g) Provide technical inputs to other capacity-building activities for TTOs under the APCTT work programme during the contract duration, as required.

Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in innovation management, technology transfer, intellectual property law, science and technology policy, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Minimum 7 years of professional experience in technology transfer operations, intellectual property management, innovation ecosystems and policies or a closely related field and proven experience of developing e-modules in related field is required. Demonstrated experience in instructional design, curriculum development or e-learning content development Experience in developing practice-oriented training materials incorporating case studies and interactive learning elements Prior experience working with United Nations organizations, international development agencies or similar intergovernmental bodies Familiarity with the technology transfer landscape and innovation ecosystems in the Asia-Pacific region and Knowledge of WIPO tools and frameworks for IP management and technology transfer
