Expected duration The expected duration of assignment for this post is six (6) months.

Duties and Responsibilities THE ORGANISATIONAL SETTING The Technical Support Unit (TSU) is responsible, to develop, inter alia, technical specifications and terms of reference for technical cooperation projects, technical inputs for project development and implementation, tender evaluations, as well as provide technical clarifications and technical quality assurance, in accordance with ICAO’s Procurement Code, ICAO Standards and Recommended Practices and the TCB Quality Assurance Management System, always in the best interests of the Organization and its Member States.

This Unit is also responsible for providing technical support in managing procurement Projects, including the preparation and negotiation of contracts, assistance on technical implementation activities, such as factory acceptances or site acceptances, preparing internal reports, and liaising with civil aviation departments, ICAO field staff and the Field Operations Section (FOS) to meet the procurement requirements of the ICAO Member States.

MAJOR DUTIES AND RESPONSIBILITIES Function 1 (incl. Expected results) Under the guidance of H/TSU, serves as a technical manager responsible for the provision of technical support in the procurement of diverse equipment and services related to the aeronautical and airport activities of the Technical Cooperation projects of ICAO, achieving results such as:

  • Oversee and review purchase requisitions ensuring technical completeness and appropriateness; liaise with field and/or FOS personnel as necessary, etc.
  • Review system design documentation, proposals and implementation activities.
  • Review site survey results submitted by field staff, consultants or the Senior Technical Officer.

Function 2 (incl. Expected results) Prepares and evaluates technical specifications and supports technical negotiations as well as oversees and evaluates bidder lists, achieving results such as:

  • Prepare or review specifications and/or terms of reference for incorporation in tender or requests for quotation.
  • Develop evaluation criteria for specifications or request for tenders.
  • Evaluate (or assist in the evaluation of) tenders or bids received.
  • Participate in technical negotiations with potential suppliers.
  • Contribute to the preparation of the technical elements of contracts or purchase orders.
  • Develop budgetary and technical support service estimates.

Function 3 (incl. Expected results) Arranges acceptance tests/factory inspections and commissioning of equipment/systems, achieving results such as:

  • Coordinate acceptance tests/factory inspections as necessary, and site acceptance.
  • Coordinate activities of technical consultants in preparation of specifications, technical evaluation of bids, negotiations, or any other assigned tasks.
  • Arrange commissioning of equipment/systems in the field.

Function 4 (incl. Expected results) Assists the Technical Support Unit (TSU), achieving results such as:

  • Supervise follow-up activities involving day-to-day technical questions or contracts and purchase orders for projects and Headquarters.
  • Assist in developing policies and procedures related to TSU.
  • Assist in the maintenance and updating of the specifications and technical data library.
  • Propose new or improved technical specifications or terms and conditions for the technical management of project activities.
  • Assist in identifying more cost-effective procedures on recruitment of technical consultants.
  • Determine need for technical consultants, formulate their terms of reference and prepare Recruitment Requests.
  • Assist in the preparation of budgetary pricing information.

Function 5 (incl. Expected results) Under the guidance of H/TSU, carries out internal and external liaison activities, achieving results such as:

  • Establish and maintain contacts with other Bureaus, Regional Offices, field projects, under the guidance of H/TSU.
  • Interact through H/TSU, with Civil Aviation entities, National Technical Staff and through PRO, with representatives of suppliers of equipment and services at different levels.
  • Brief/debrief project personnel on technical/procurement matters.
  • Brief/debrief technical consultants prior to and upon completion of their assignment.

Function 6 (incl. Expected results) Performs other related duties, as assigned.

Technological awareness: In-depth knowledge of Microsoft Office. Knowledge of project management tools. Knowledge of ERP system. Knowledge of Microsoft Project or equivalent.

Skills: - Excellent understanding of project implementation processes. - Excellent understanding of procurement processes, in particular of the UN and the public sector. - Results oriented and team worker. - Excellent writing and proofreading skills in English. - Demonstrated track record in editing technical-related content for readability and consistency. - Ability to think strategically, analyse and assess risks and propose solutions. - Experience with business process analysis, reengineering and optimization. - Familiarity with UN terminologies. - Demonstrates openness and adaptability to change and ability to manage complexity. - Attentive to details, able to multi-task and meet deadlines. - Excellent communication skills. - Excellent computer skills.

Academic Qualifications: - A first level university degree in engineering, an aviation-related area, or in a related field is required. - Project management certification is desirable.

Experience: Essential - Three years or more experience in operation/maintenance of aeronautical equipment and systems (air traffic control, avionics, communications, radar, electrical, airport equipment, VHF communications, ADS, Ground Handling Equipment, tower equipment) with progressive responsibility in operation/maintenance of advanced aviation technology.

Desirable - Practical experience in planning, acquisition, installation and acceptance (factory and site) of aeronautical systems and facilities, in supervising and coordinating the work of staff with different skills, education and qualifications. - Familiarity with ICAO, its functions and Standards and Recommended Practices (Annexes 1 through 18). - Knowledge of ICAO’s international activities in developing and implementation of standards and recommended practices in areas related to flight operations, airworthiness, communication, navigation, surveillance and air traffic control.

Language: - Fluent reading, writing and speaking abilities in English is required. - Command of Spanish language is desirable.

Additional Information Please note that the daily rate for Band C varies from CAD $402 to CAD $578.
