How can you make a difference?

The Child Protection Section, UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to provide technical support to rollout and strengthen child protection information management system (CPIMS/Primero).

The purpose of the assignment is to:

a) Support the business analysis, planning and roll out of Primero mainly in Lao PDR and Timor Leste.

b) Provide support and strengthen the capacity of Government and UNICEF in Cambodia, PNG, Lao PDR and Timor Leste.

c) Support mainly Cambodia and PNG on expansion of Primero to new programmes, partners and locations including interoperability.

Work Assignment:

1. Support Primero rollout in Lao PDR and Timor Leste (possibly support could be extended to other countries too).

a) Develop Primero rollout workplan in consultation with the country teams and guide them on Primero rollout process.

b) Gather the requirements to contextualize Primero including data migration and interoperability as per their case management SoP, forms and referral pathway.

c) Lead the system configurations as per in country SoP, forms and referral pathway.

d) Lead the User Acceptation Test (UAT), gather feedbacks and implement the changes as required to finalize the configuration.

e) Provide System Administrators Trainings and Training of Trainers for case workers and case managers.

2. Strengthen the capacity on and expansion of Primero

a) Identify the areas for capacity building in consultation with country team and provide trainings and coaching sessions to system administrators and focal persons.

b) Orient system administrators and end users on new features, and support to implement the new features as required.

c) Support countries on expansion of Primero to new programmes, partners and locations including in PNG and Cambodia.

d) Support the strengthening of existing Primero interoperability with other systems and implementation of new interoperability.

e) Provide production support to EAP countries – especially Cambodia, PNG, Lao PDR and Timor Leste.

Review the case management SoP, forms and referral pathway, data protection and information sharing protocol/policy. Analyze and gather requirements for Primero contextualization including data migration and interoperability.

Dec 2022

Review the pre-deployment checklist & finalize the Implementation Plan.

Support the development and/or finalization of Data Protection and Information Sharing Protocol.

Support to develop training & knowledge sharing approach

Analyze the configuration requirements and inform Primero HQ team on the support required from HQ team and vendors.

Configure the system as per country SoP, forms, referral pathway, and country requirements

Lead the coordinate with Country Team, Primero HQ team and vendors during configuration.

Jan – March 2023

Conduct User Acceptation Test (UAT), gather feedbacks and implement the changes.

Finalize the configuration of the system.

Support system administrator to set up the users and ensure all the users have access to the system.

Provide System Administrators Trainings and ToT for Case Workers & Case Managers.

April – June 2023

Identify the areas for capacity building in consultation with country teams and provide trainings and coaching sessions to system administrators and focal persons.

Support Cambodia and PNG on expansion of Primero to new programmes, partners and locations.

Support the strengthening of existing Primero interoperability with other systems and implementation of new interoperability.

Throughout

End Product(s):

• Data Protection and Information Sharing Protocol developed as required for new rollouts in Lao PDR and Timor Leste.

• Primero Implementation Plan developed for Lao PDR and Timor Leste

• Contextualized Primero is deployed in Lao PDR and Timor Leste

• Contextualized Primero User Guide and resource available.

• System administrators from Government and UNICEF have the enhanced capacity to management the system, provide support, and train caseworkers/supervisors in Cambodia, PNG, Lao PDR and Timor Leste.

• Primero is expanded to new programmes, partners and locations in Cambodia and PNG as required.

• Strengthened Primero interoperability with other systems in Cambodia and other countries as required.

• Monthly progress reports

Duration of Contract: This is a full-time (21 working days) consultancy running from 01 Nov 2022 – 15 June 2023. There will be two weeks leave (unpaid) built into the contract.

Official Travel: This assignment may require traveling to supporting countries including Lao PDR, Timor Leste, PNG and Cambodia.

Work Location: The consultant will primarily work in his/ her own premises (home based) but will regularly report to the supervisor. Depending on the time zone the consultant is based in, it is expected that the consultant will be available for meetings during working hours of the Country Offices. Time zones differences will be accommodated as much as possible.

The consultant will be expected to travel to the relevant country for in-country technical support.

To qualify as an advocate for every child you will have…

Education

  • Advance university degree in Information Technology, Social Sciences or a related or relevant field.

Experience

  • At least 5 years of professional work experience in Technology for Development (T4D) and/or information management system, including mobile and web-based applications, with capacity to manage programmes involving many stakeholders.
  • Strong preference given to candidates with CPIMS+/Primero experience.
  • Strong preference given to candidates with knowledge on case management and experience working on child protection related programmes.
  • Experience working with a developing country is considered an asset.
  • Experience in both development and humanitarian context is considered as added advantage.
  • Ability to manage multiple tasks and meet tight deadlines.
  • Ability to work flexibly.

Language Requirements

  • Fluency in English in required. Knowledge of another official UN language or local language in the region is considered as an asset.
