How can you make a difference?

The Health Section, UNICEF East Asia Pacific Regional Office (EAPRO) is seeking an individual consultant to provide technical assistance to UNICEF county offices in the EAP region on interpersonal communication for immunization, human centred design (HCD) and other demand-related activities to support post-COVID-19 pandemic routine immunization revitalization in the EAP region.

Work Assignment, Expected deliverable and Delivery schedule:

This consultancy will provide support to the EAPRO Health and Social and Behavior Change (SBC) sections and be responsible for the following activities:

• Conduct a mapping and landscape analysis of IPC/I materials, activities and capacities in the country offices in EAP region.

• Country adaptation of IPC/I guidance and materials for EAP country offices, including but not limited to Mongolia, Lao PDR, Cambodia, Philippines, Indonesia, Malaysia, Vietnam, and Thailand.

• Support country offices in the planning and implementation of IPC/I, including implementation plans, workshops/training, and ongoing support.

• Develop and support an implementation research plan to document IPC/I implementation, including lessons learned, best practices and recommendations, in the participating countries.

• Support country offices in Cambodia, Indonesia, the Philippines, and PNG to introduce, plan, implement and evaluate HCD or HCD-TIP approaches, including to help identify and address barriers to immunization.

1. Assignment: Map and document existing approaches to build IPC capacities in EAP country offices and provide recommendations for improvement / strengthening

Expected deliverable: Report that synthesizes findings, implications, and recommendations from the mapping exercise.

Delivery schedule: 31 January 2024

2. Assignment: Adapt the headquarters IPC/I guidance to country contexts, including but not limited to Cambodia, Mongolia, Lao PDR, Philippines, Indonesia, Malaysia, Vietnam, and Thailand.

Expected deliverable: Adapted IPC/I guidance for each participating country

Delivery schedule: 31 March 2024

3. Assignment: Develop and support an implementation research plan to document the implementation of IPC/I in each participating country, including documentation of lessons learned, best practices, and recommendations.

Delivery schedule: 31 May 2024

4. Assignment: Facilitation and implementation of IPC/I workshops and related support activities.

Expected deliverable: As part of monthly work documentation, summary of activities for IPC/I facilitation and implementation including completed and ongoing work, lessons learned, best practices and next steps via e-mail on last day of each month

Delivery schedule: 31 August 2024, noting that timing of workshops will be dependent on in-country needs; summary of related activities should be included in monthly electronic reports

5. Assignment: Support, monitor and document IPC/I, HCD/HCD-TIP, and other emerging demand-generation activities, including to help identify and address barriers to immunization.

Expected deliverable: As part of monthly work documentation, summary of IPC/I, HCD/HCD-TIP and other demand activities, including completed work, ongoing work, and next steps via e-mail

Delivery schedule: 31 October 2024, noting that updates are due on the last day of each month

Duration of Contract: 14 November 2023 – 31 October 2024

Duty Travel: Support missions to country offices could be required for IPC/I training, planning, implementation research documentation and support of HCD activities.

To qualify as an advocate for every child you will have…

Education:

• Master’s degree in social sciences, behavioral sciences, public health or related field

• Training/ relevant work experience in one or more of these areas: interpersonal communication, Human centred design, demand generation for health services, community engagement

• A first university degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

Language:

• Excellent written and spoken English

Experience:

• A minimum of 10 years’ experience in SBC and/ or health promotion, and community engagement with strong, demonstrated experience in Interpersonal Communication and/or human centred design.

• Experience in working on immunization

• Experience in developing and implementing public health trainings, preferably related to social and behavior change with a focus on Interpersonal Communication, and community engagement

• Experience in documenting program implementation and/or implementation research

• Experience of working in EAP region.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
