How can you make a difference?

The Education Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to provide technical support and management of the implementation of the Learning Passport, as part of the education response to the COVID-19 pandemic, in the East Asia and the Pacific Region (EAPR). More specifically, the consultant will support Education and Technology in EAP in three key areas: deployment of Learning Passport, support to development of digital content and support for implementation of Reimagine Education.

Work Assignment:

The overall purpose of the individual consultant is to support efforts in the region to harness the potential of digital solutions to improve learning. TO that end, the consultant will provide technical support and management of the implementation of the Learning Passport, as part of the education response to the COVID-19 pandemic, in the East Asia and the Pacific Region and to provide overall guidance on digital opportunities to promote learning.

More specifically, the consultant will support Education and Technology in EAP in three key areas: 1. Deployment of Learning Passport as a tool for promoting learning, 2. Provide technical assistance, lead and coordinate development of LP digital content, 3. Contribute to implementation of Reimagine Education and other learning recovery initiatives in the region. Accordingly, the consultant will undertake the following tasks:

Task 1. Deployment of Learning Passport as a tool for promoting learning

1. Coordinate and oversee the deployment of Learning Passport Platform to UNICEF Country Offices (and the Regional Office) in EAP, providing technical assistance in the localising the technology, coordinating development of mobile app, coordinating technological updates to the platform, curating content, coordinating various actors, supporting Country Office Learning Passport staff and ensure deployment and user success.

2. Serve as key focal point and coordinator for LP teams and partners in EAP, including country-level consultants, content creators and other country, regional and global UNICEF stakeholders.

3. Provide onsite support to four countries in conducting technical workshops, trainings, piloting, and implementation of both online and offline solutions.

4. Serve as lead regional support in troubleshooting, quality assurance and user support for country level and regional level users and stakeholders at key moments of engagement, e.g. support sourcing and uploading content in collaboration with Education Staff and government agencies, creating categories, courses, and lessons, and providing analytical reports from data aggregated by the platform.

5. Coordinate with the Learning passport team in HQ to bring in continuous innovations and product improvements to facilitate ease in accessing the platform; participate in development of use cases based on emerging requirements from the field and involve in product roadmap planning.

6. Involve in documentations such as project document from countries, technical notes, concept notes, roll-out plans, best practices and recommendations on successful deployment of the Learning Passport.

7. Contribute and manage global knowledge resources and support general knowledge sharing in EAP by producing knowledge management resources, organizing activities to ensure sharing, exchange and collaboration and documenting lessons learned, challenges, and good practices.

Draft monitoring, financial and other regular reports to Country Office, Regional Office and global teams; Oversee and provide inputs to monitoring exercises for internal and external stakeholders and funders of the Learning Passport (grants’ reports, annual results report, needed updates, etc.).

9. Scope complimentary ICT for learning and Edtech tools that could be integrated to support Learning Passport related technology efforts.

10. Provide technical support to countries to facilitate the roll out of digital offline learning solutions, in particular the LP hub, that can be used for extend digital learning content to the most marginalized children, including in emergency contexts.

Task 2. Provide technical assistance, lead and coordinate development of LP digital content

11. Provide technical support to LP and non-LP Country Offices procuring digital content services (e.g. curation, digitization, localization, production) and quality assure their deliverables from a digital perspective, provide TA in developing e-learning content; and where relevant, liaise with eLearning content providers to guide regional and national goods and provide quality assurance of products.

12. Provide technical support, coordination and leadership in developing and managing regional and country level digital learning platform content, which includes –content digitization, content curation, content management, user management, assessments, and certificates. In particular, support will be provided to

Task 3. Contribute to implementation of Reimagine Education and other learning recovery initiatives in the region

13. Serve as RO Education Focal point for EARPO concerning reimagine education Pillars 2,3,4 – Include Connectivity, Devices and Zero rating.

- represent RO Education in meetings/events related to these three areas; regularly liaise with relevant HQ teams & RO T4

- map and regularly update progress in three areas in seven RE frontrunner countries (in cooperation with T4D)

- participate in knowledge production and dissemination (i.e. scoping of demand for devices in EAP with HQ Devices team; participating in/monitoring EdTech Hub engagement with COs/RO; support various CO research asks)

- participate in the WG on Digital Transformation of Ed/Learning.

14. Support, advise and contribute to EAP Regional Office and Country Offices education activities related to the Education and technology agenda in EAP.

** All tasks will be completed in close coordination with that team.

Work Schedule and Deliverables:

Under the supervision of the Learning Passport Global Program Manager and the Regional Education Specialist, EAPRO, the individual consultant will deliver on the above stated tasks.

Once on-board, the Supervisors and the Consultant will develop the consultant’s overall workplan as per the ToR. S/he will also prepare his/her monthly workplans regularly, also based on any changes in the overall programme plans. In addition, the Consultant’s key role will be to support country offices on deployment of LP platform and other tasks related to Education and technology. The schedule will be adjusted further as per specific CO support requests and CO missions that might require support from the Consultant.

The consultant would be paid on a monthly basis to complete the assignments outlined in the job description against the deliverables listed below. There will be a monthly report prepared and submitted by the consultant of the activities performed and results achieved, according to the preliminary key tasks and deliverables and outputs outlined earlier. Each monthly report will include an update on the activities listed above.

The exact travel plans will be developed later. The travel expenses of the required missions will be covered by UNICEF as per UNICEF rules and regulations. The travel costs and destinations will be detailed and finalized when the consultant’s workplan is prepared and when the supervisor’s trips are determined, based also on the requests from the Country Offices.

Work Location: The consultant will be based in UNICEF EAP Regional Office in Bangkok.

To qualify as an advocate for every child you will have…

• Advanced degree in education, information technology, statistics, communication, engineering, or other relevant field. In lieu of a specific academic degree, relevant experience may be considered to meet this requirement.

• At least 5 years of professional work experience in Technology for Development (T4D) and/or information system development, including mobile and web-based applications, with manifested capacity to manage programmes involving many stakeholders. Specific experience on ICT for learning or digital learning is an advantage.

• Experience managing user-driven design processes in software development and support.

• Experience in digital learning design.

• Proven training and capacity building skills for a range of stakeholders.

• Good technical understanding and familiarity with information management systems.

• Knowledge of at least Teams, SharePoint, Trello, Jira, Google Play Console.

• Excellent communication abilities, in both written and oral forms. Consultant should be at ease in presentations and meetings with D-level (UN) or C-level (private sector) executives.

• Demonstrated ability and experience in coordination, and able to work under pressure is required.

• Fluency in English is a minimum requirement. Experience in EAP region is an asset.
