How can you make a difference?

The Social Policy section, UNICEF Thailand Country Office is seeking a national consultant to provide technical assistance and coordination for the development of a model of integrated services for children with disabilities.

The main objectives of this consultancy are to:

(1) Facilitate and coordinate the devising of a model of integrated services in the selected locations

(2) Coordinate with the M&E consultant, the baseline, midline and end-line data collection and reporting based on the developed Theory of Change and the M&E framework

(3) Monitor the implementation of the model and report to the Steering Committee on regular basis

(4) Coordinate the training of the local and national staff in order to implement the model

(5) Coordinate with and provide guidance to key partners in the selected locations to implement the model in the selected locations.

(6) Coordinate and work closely with UNICEF, NESDC, DEP on all aspects of the model development and piloting

Work Assignment, Expected Deliverable and Delivery Schedule:

1. Assignment: • Map the existing services available for children with disabilities in selected locations. The consultant will visit the selected locations and discuss with stakeholders to understand how the services for children are being delivered and identify gaps and challenges • Map the existing administrative data systems from all the selected services and explore the possibility of using the Thai People Map and Analytics Platform for data exchange among service providers.

Expected deliverable 1: • Inception report including: o The mapping of services and data systems o Proposed services for pilot integration and methodology • Presentation of the Inception Report to the Steering Committee (Inception report in Thai and English)

Delivery schedule: May - July 2023

2. Assignment: • Coordinate the development of a model of integrated services in the selected locations. This includes a series of consultations with the stakeholders at the national level and selected locations to agree on the model, its objectives (Theory of Change) and level of integration. The consultant will also need to develop relevant materials that are crucial for the implementation of the model such as SOPs

Expected deliverable 2: • Consultation meeting with stakeholders • A brief description of the model and its ToC, and data requirements (report in Thai and English) Draft SOPs

3. Assignment: • Coordinate with the M&E Consultant on the development of the M&E Framework and baseline data collection

Delivery schedule: June - September 2023

4. Assignment: • Coordinate the work with the developers of Thai People Map and Analytics Platform on the requirements for the data integration and exchange among the selected services

Expected deliverable 4: • Report on MIS requirements

Delivery schedule: September - December 2023

5. Assignment: • Organize a training for front-line staff before implementing the model

Expected deliverable 5: • Presentation and training materials

Delivery schedule: January 2024

6. Assignment: • Coordinate with and provide guidance to key partners in the selected locations to implement the model.

Expected deliverable 6: • Report on implementation, bottlenecks and solutions (in Thai and English)

Delivery schedule: February – July 2024

7. Assignment: • Monitor the implementation of the model and report to the Steering Committee on regular basis based on the monitoring framework. Coordinate with the M&E Consultant the midline and end-line data collection. Regular progress update with UNICEF, NESDC and DEP

Expected deliverable 7: • Regular progress update with UNICEF, NESDC and DEP

Delivery schedule: February – July 2024

8. Assignment: • Revise and adjust the model based on the feedback from the field, stakeholders and the Pilot Assessment Report

Expected deliverable 8: • Present revisions to UNICEF, NESDC and DEP for comments

9. Assignment: • Coordinate with UNICEF, NESDC and DEP as well as the Steering Committee and finalize the model

Expected deliverable 9: • Final presentation and report including annexes on SOPs, MIS, M&E Framework, etc. (in Thai and English)

Delivery schedule: September – November 2024

Duration of Contract: 1 May 2023 – 31 December 2024

Duty Travel: Official travels to the selected pilot locations (2-3 districts in one province).

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
