How can you make a difference?

The Emergency Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to help design programme, partnership and resource mobilization strategies to systematically advance BCR work in the region. This consultancy will play a pivotal role in engaging with internal stakeholders to expand the knowledge base of BCR at regional and country levels in East Asia and Pacific. It will support regional resource mobilization strategies and initiatives for BCR programming for the next two years, in line with the outcomes of the regional BCR consultation held earlier this year. Moreover, it will assist select country offices to further analyse landscape and identify opportunities to allow a more strategic and effective engagement in BCR programming.

Work Assignment:

Under the guidance of the CRB and DRR regional teams, specific activities expected for this consultancy include:

  • Document and present the learnings of the regional consultation and its outputs aiming at shaping a final regional roadmap write-up, which will serve as a shared regional framework to guide BCR initiatives for the country offices across the region and will be in line with the global BCR direction;
  • Technical support to UNICEF country offices in the region – Indonesia, Philippines and Viet Nam – to finalize the design of BCR country action plans for the next two years, based on the initial draft plans kicked-off with the regional consultation and in alignment with UNICEF’s Guidance on Risk-Informed Programming (GRIP) and Business For Results (B4R);
  • Develop a regional donor proposal integrating the existing country action plans, which will be used in UNICEF resource mobilization strategies to fund regional and country-led work in this area as well as feed into the global resource mobilization initiatives;
  • Support regional capacity building initiatives and scope out content materials to support BCR programming at the country level, in line with existing GRIP approach and Business For Results (B4R) activities.

  • Design and facilitate a one-day internal UNICEF working meeting to develop a regional investment case, with inputs from EAP country offices and in alignment with global BCR approach and resource mobilization strategy

  1. BCR country action plans for Indonesia, Philippines and Viet Nam:
  • Document existing work planning initiated during the BCR regional consultation
  • Integrate a logical framework of results that is linked to existing programme priorities which will guide activities during a programming cycle of at least two years at the country level
  • Establish a monitoring and evaluation framework to track progress and inform a new cycle of learnings and improvement
  • Outline key stakeholders and partners to be involved
  • Integrate a calendar of activities with corresponding funding needs
  • Document challenges and opportunities moving forward.

3. Regional internal working meeting, including:

  • Agenda development for a one-day internal working session to support development of a regional funding proposal
  • Facilitation of the overall meeting, ensuring participation and exchange of ideas and decision as well as collection of key inputs for the regional proposal
  • Preparatory work, including developing logframe, collecting preliminary inputs, engaging with relevant RO/CO/RO colleagues
  • Preparation of a short summary note on the meeting, with key discussions and action points
  • Support with admin and logistical arrangements as required

4. Regional donor proposal for BCR in the EAP region, detailing:

  • The context of the region and why engaging business is needed
  • An investment case and value-add of UNICEF
  • Alignment with donor interest (for three potential donors)
  • A UNICEF pitching proposition that describes regional and country programme needs
  • A programme work plan detailing a calendar of activities and funding needs
  • A power point slide presentation that will be used by UNICEF teams during meetings with donor organizations.

5. Regional capacity building materials including:

  • An internal presentation (webinar?) to support regional capacity building activities with UNICEF country offices using the B4R approach
  • Examples of strategic approaches and effective engagement strategies at the country level to support the UNICEF resilience agenda in the region
  • Country level results achieved
  • Knowledge base for BCR in the region, including BCR country sheets and a proposed plan for knowledge management in the region.

  1. BCR EAP regional roadmap write-up
  2. Three BCR country action plans (Indonesia, Philippines and Viet Nam)

  5. BCR internal capacity building presentation, including KM workplan.

Duration of Contract: This is a part-time (37 working days) consultancy running from 1 September – 15 December 2022.

Official Travel: May involve a 3-day official travel to Geneva in case the EAPR BCR working meeting is organized in Geneva, Switzerland.

Work Location: This is a remote consultancy. A 3-day travel to Geneva may be required. Depending on the time zone the consultant is based in, it is expected that the consultant will be available for meetings during core working hours (GMT+7). Time zones differences will be accommodated as much as possible.

To qualify as an advocate for every child you will have…

  • An Advanced University Degree in social sciences, relevant humanitarian sector, disaster management, conflict studies, public health, business management/administration or epidemiology or other related social science field is required. A field research component is an advantage. \* A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with two (2) years of relevant work experience in a relevant technical field (as identified below), may be taken in lieu of an advanced university degree (Master's).

  • A minimum of 10 years of solid responsible professional experience in disaster risk management, with at least 3 years at international level.

  • Experience in programming in emergencies, disaster risk reduction and/or climate change adaptation, preferably in Indonesia, Philippines or Viet Nam.
  • Familiarity with international and regional frameworks relative to climate change adaptation and disaster risk reduction.
  • Experience in knowledge management processes, including documentation of good practices, case studies and lessons learnt.
  • Demonstrable experience of training/capacity building and knowledge of participatory methods of learning, including through remote delivery.
  • Experience with working in/with the private sector, including knowledge of the private sector players in the context of Emergencies, DRR and Resilience and Climate Action and their impact on children’s rights online in the region desirable.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Knowledge of the private sector players in the context of digital technologies and their impact on children’s rights online in the region desirable.
  • Fluency in English is required. In addition, applicants must have a proven record of excellent writing and analytical skills in English.
  • Knowledge of any of the national languages spoken in the East Asia and Pacific region considered an added advantage.
