CONSULTANT - TECHNICAL SUPPORT FOR THE DEVELOPMENT OF AN INTEGRATED VECTOR MANAGEMENT STRATEGY FOR WHO AFRO MEMBER STATES
Purpose of the description
Please briefly describe why the work is needed and the context.
The Global Vector Control Response (GVCR) 2017-2030 outlines innovative ways to strengthen sectoral action and collaboration, engagement and mobilization of communities, enhanced vector surveillance, scale-up and monitoring and evaluation of vector control interventions, including integration of tools and approaches. WHO is supporting member states in updating/developing vector control strategies within the context of Integrated Vector Management (IVM) and aligning them with the GVCR. Cognizant of the emergence of insecticide resistance in malaria vectors that is threatening to compromise the efficacy of contemporary insecticide-based interventions, the strategies are also incorporating an Insecticide Resistance Management (IRM) plan in line with the Global plan for Insecticide Resistance Management to guide countries in mitigating development and further spread of the phenomenon. To this end, WHO-AFRO intends to engage an expert as a consultant for a six weeks contract. The consultant will work onsite with the national team of experts and stakeholders in specified Member States to develop the IVM strategy that incorporates an IRM plan and aligned with the GVCR and the National Vector Borne Diseases Strategic Plans. The objective of the contract and detailed scope of work of the consultant expert are described below.
Objectives:
The overall objective of the consultancy is to develop a final draft IVM strategy incorporating an IRM plan and aligned with the GVCR for vector borne diseases prevention and control
The specific objectives are as follows:
- Carry out desk assessment of the vector borne diseases control strategic plans
- Carry out desk assessment of the importance of OVBDs
- Facilitate a stakeholders’ consultation workshop to discuss on the outcomes of the desk assessment and to review the draft IVM strategy, obtain feedback
- Revise the IVM strategy in line with the inputs and comments at the workshop and from AFRO

Summary of Assigned Duties:
Under the direct supervision of the Team Lead -Tropical and Vector Borne Diseases Control, the incumbent duties shall develop a final draft IVM strategy incorporating an IRM plan and aligned with the GVCR for vector borne diseases prevention and control
- Brief the WR and conduct a meeting with national authorities, discuss and agree on mission program of work
- Conduct a meeting the relevant MOH staff and brief them on the program and agree on how and where to obtain the required information
- Carry out desk assessment of the vector borne diseases control strategic plans and the status of implementation, the existing Integrated vector management strategy and Insecticide resistance Management Plan, Annual Reports, Country Reviews and Evaluation Reports of the National Malaria Control workplans and other pertinent documents.
- Carry out desk assessment of the importance of OVBDs, including arbovirus epidemics and existing strategy to prevent/control them, including larval source management
- Assess the insecticide resistance profiles of disease vectors and available resistance management strategies, gaps and opportunities for mitigation of resistance.
- Consult with relevant staff in the MOH and other stakeholders and partners to get additional information on the current situation of malaria control, and the risk and control/prevention of OVBDs including arboviral epidemics
- Consolidate/analyze the information gathered, review existing IVM guidelines in view of the outcomes of the analysis of the overall VBDs situation and their control in the country and prepare a comprehensive draft IVM strategy taking into consideration all gaps and in line with the GVCR principles
- Facilitate a stakeholders’ consultation workshop to discuss on the outcomes of the desk assessment and to review the draft IVM strategy, obtain feedback. Stakeholders should include relevant MOH departments, other sector ministries and private entities involved in VBDs prevention and control
- Revise the IVM strategy in line with the inputs and comments at the workshop and from AFRO
- Facilitate a 2nd stakeholders’ meeting to review the revised draft IVM strategy and obtain feedback
- Incorporate comments/inputs and submit final draft IVM strategy to the Government of a specified country and WHO (submit short mission report to WHO-AFRO) by the end date of the contract.

- Qualifications, experience, skills and languages
Identify the educational qualifications and expertise needed for the terms of reference outlined above.
Educational Qualifications
- The consultant should have a minimum of a master’s degree in any of the following relevant disciplines: medical entomology, environmental health, public health, tropical medicine, biomedical science
Experience
- At least 10 years’ experience in operational research on vector borne diseases and their control and public health programme management at national and international levels
- Substantial level of experience in development of vector surveillance and control related technical documents such as strategies, guidelines and plans
Skills/Knowledge
- In-depth understanding of vector borne diseases bionomics and control, and in general health and environmental policy and strategies in Africa
- In-depth knowledge and understanding of the local, regional, and global responses to vector-borne diseases, vector control and insecticide resistance monitoring
- Excellent writing and analytical skills
