Purpose of the consultancy

The purpose of this consultancy is to evaluate the; acceptability of Tamanu system to health workers; usability/feasibility compared with the traditional paper-based records; and effectiveness in collecting accurate and complete data to monitor the treatment coverage in the Mass Drug Administration and the prevalence of circulating filarial antigen in the Fiji Transmission Assessment Survey (TAS).

Background

In 2022, the Ministry of Health and Medical Services, in collaboration with World Scabies Program and WHO, implemented an integrated Mass Drug Administration (MDA) for scabies and Lymphatic Filariasis (LF) in the Northern Division of Fiji in 2022. Previously participant-level data had been collected manually by staff during MDA using a paper-based registers called a treatment booklet and was compiled to measure overall MDA coverage. WHO assisted Beyond Essentials in customising Tamanu, an electronic medical record application that allows real-time entry of participant data during the MDA.

Health workers using Tamanu entered participant data directly into Tamanu using a tablet at the time of the MDA. Tamanu collected participant’s name, location, age, sex, height, and tablets administered. As this was the first time Tamanu was used in Fiji, health workers also completed treatment booklets during the MDA. Tamanu was also used in the Transmission Assessment Survey, a survey to assess the impact of MDA, that was conducted in the Central Division in 2022, using both tablets and booklets to collect data such as participant name, age, grade, gender, and test result.

In order to continue to utilize Tamanu for data collection in health programs, its functionality and usefulness needs to be evaluated. In addition, facilitating and inhibiting factors in the use of Tamanu should be identified to strengthen data management in the Ministry of Health.

Work to be performed

In close communication with the Fiji Ministry of Health and Medical Services (MoHMS), the consultant’s responsibilities will include the following:

Deliverable 1: Interview users to get their opinions of the Tamanu/Tupaia database tool, acceptability and preferences compared to paper tools.

Deliverable 2: Compare the data collected on the treatment booklet to Tamanu to evaluate completeness and accuracy of the data.

Deliverable 3: Travel with the teams and observe how they use the tool, ease of use of the tool, time it takes for data entry and compare the use of Tamanu to the paper-based tool during TAS in the Central Division.

Deliverable 4: Evaluation Report of the Tamanu/Tupaia database for MDA in the Northern Division and TAS in the Central Division.

Deliverable 5: Submit the final report of the evaluation.

Qualifications, Experience, Skills and Knowledge, and Languages

QUALIFICATIONS

Essential: First university degree in information technology, health science, or social science from a recognized university;

Desirable: Specialization in Research Studies.

EXPERIENCE

Essential: Minimum of 3 years working experience in data aggregation, analysis, and visualization platform

Desirable: Experience in conducting field research studies and report writing

TECHNICAL SKILLS & KNOWLEDGE

Well versed with data analysis Knowledgeable with research methodologies and survey protocols Ability to submit reports on time.

LANGUAGES

Excellent written and spoken fluency in English is essential.
