Duties and Responsibilities
Under the supervision of the project officer of DTL/STIDS and in collaboration with a second consultant, sh/he will draft the full Technology Assessment report and make revisions in light of comments provided by UNCTAD team members as well as stakeholders’ comments provided at national workshops organized to discuss and validate the report.
The report should include an annex of a draft national plan of action to be considered by policymakers in South Africa with empirical evidence based on discussions with and surveys of key stakeholders in green hydrogen and electrolyser production, and energy more broadly, in South Africa.
It should include coverage of the issues and impacts related to gender, youth and marginalized groups as appropriate. The consultant should also participate in workshops organized to discuss and validate the TA report and national action plan
The TA report should follow the following basic structure with revisions and additions as appropriate:
- Abstract
- Executive summary
- Introduction
- Background
- Technology selected in South Africa
- Methodology used
- Analysis
- Conclusions and policy options
- Annex: Draft national action plan
Qualifications/special skills
An advanced university degree, Master, in Economics, Development, Science and Technology, innovation policy, Science or related fields is required At least 10 years of work experience in development economics including experience in national economic and science technology and innovation policy analysis is required Experience working with developing countries on STI and development is required. Working experience on issues related to technology assessment in Africa and familiarity with the UNCTAD methodology for technology assessment are desirable
Languages
Fluency written and oral in English is required.
