The objective of the Department of Nuclear Energy (NE) is to foster the efficient and safe use of nuclear power by supporting interested Member States in: improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; catalysing innovation in nuclear power and fuel cycle technologies; developing indigenous capabilities around the world for national energy planning; deploying new nuclear power plants; preserving and disseminating nuclear information and knowledge; and advancing science and industry through improved operation of research reactors. The department has a dynamic, participative and interactive operating environment with inputs received from the Board of Governors, the General Conference, policy and decision-makers, and technical counterparts in Member States and the international development community. The Division of Nuclear Power comprises the Nuclear Power Engineering Section, the Nuclear Power Technology Development Section, the Nuclear Infrastructure Development Section and the INPRO (International Project on Innovative Nuclear Reactors and Fuel Cycles) Section. The Division provides core engineering, technological, human resource development and management support to interested Member States in the field of nuclear power. The Nuclear Power Engineering Section assists interested Member States in the development of the safe operation of existing and future nuclear power plants and in the expansion of existing nuclear programmes. It provides guidance and encourages information exchange on engineering aspects of design, construction, commissioning, operations, maintenance, decommissioning, management and management systems, human resource development and performance improvement, expansion planning and strategies, and stakeholder involvement.

Main Purpose

The consultant will provide technical expertise to the Nuclear Power Engineering Section (NPES) in the delivery of planned activities linked to Member State support in the area of Workforce Modelling activities, development of the Nuclear Power Human Resource (NPHR) model and the update of the Capacity Building Hub (CBH). Specifically, the consultant will provide expertise and advice in the implementation of one Technical Working Group, one Technical Meetings, six Consultancy Meetings, a Training Workshop, and the update of the Capacity Building Hub Connect website, in sub-Programme 1.1.2 – Management and Human Resource Development for Nuclear Power Programmes.

Virtual Event: Consultancy Meeting to prepare the Technical Meeting on envisaged Small Modular Reactors deployment and operating models and impact on staffing, March 2022. 5. Hybrid Event: Technical Meeting on envisaged Small Modular Reactors deployment and operating models and impact on staffing, April 2022. 6. Virtual Event: Consultancy Meeting on Workforce Planning for Small Modular Reactors, July 2022. 7. Virtual Event: Consultancy Meeting on updating the Nuclear Power Human Resource Model, August 2022. 8. Hybrid event, Technical Working Group on Managing Human Resources, October 2022. 9. Virtual Event: Consultancy Meeting on Workforce Planning for Small Modular Reactors, November 2022. 10. TC/NIDS/NPES workshop on "Human Resource Development and utilization of the Nuclear Power Human Resource Model", to be agreed with Member States, in 2022. 11. Update the Nuclear Power Human Resource Model. 12. Publish the Workforce Modelling activities and update of NPES' Capacity Building Hub.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 200, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
