Purpose of the consultancy

The purpose of this consultancy is to support Ministry of Health to expand and build the capacity of the national smoking cessation programme in Jordan.

Background

The Ministry of Health of Jordan has received its first ever donation of nicotine replacement therapy from Johnson & Johnson Consumer Health through its partnership with the Access Initiative for Quitting Tobacco (AIQT). The donation, at an estimated retail value of about US$ 1 million, aims to support thousands of Jordanians and refugees quit smoking during the COVID-19 pandemic and beyond. The pandemic has revealed that quitting smoking is more important than ever as the evidence shows that smokers are more vulnerable than non-smokers are to developing a severe case and dying from COVID-19. This access to free nicotine patches combined with personal counselling and digital support will mainly help 5,400 frontline workers, patients with non-communicable diseases and refugees quit smoking. Any smoker willing to make a quit attempt will have access to nicotine replacement therapy and counselling free of charge at the Ministry of Health publicly available smoking cessation services. The donation has helped to greatly expand these services within primary health care centers across the kingdom.

Work to be performed

Output 1: Assessment of smoking cessation services

    1. Conduct an assessment based on WHO tools of the following MOH smoking cessation services: a) 30 Primary Health Care Centers located in the center, north and south of Jordan; b) National Hotline teleconsultation services.
    1. Contribute to diverse reporting mechanisms by providing requested updates for different reporting platforms and for the meetings: FCTC 2030 report, FCTC COP report, WHO Global Tobacco Control Report reporting, WHO EMRO and HQ monthly calls among others related to the smoking cessation programme.

Deliverables:

  • Submit two baseline assessments reports, one for the health care centers and one for the hotline using checklist of the services agreed with WHO focal point.
  • Submit monthly reports, during the assignment, covering the 30 health care centers and the hotline with the following indicators: how many patients received daily; how many patients quit smoking and the name and quantity of medicines delivered each month by the centre.
  • Submit report on the contributions provided to the reporting mechanisms.

Output 2: Smoking cessation communication and capacity- building

2.1 For the preparation of World No Tobacco Day (WNTD) event the consultant will: 1) develop Information Education and Communication (IEC) and awareness raising materials in alignment with WHO guidance and recommendations; 2) promote the hotline through social media, radio platforms

2.2 Conduct one training (virtual or one-to-one) session on ‘tobacco dependence therapy’ to the 30 nominated medical staff as per request by MOH.

2.3 Measure and evaluate the sustainability of smoking cessation services at the national level.

Deliverables:

    • Submit report including IEC materials, promotion through social media and other channels.
    • Submit training report including pre and post evaluation, training materials used, and recommendation.
    • Submit report on the assistance and actions taken provided by date.

Required Qualifications

Education:

Minimum first university degree in Medicine, pharmacy, nursing or midwifery for lower end of range, Master’s degree for mid and high end of range in Public Health, Health Service Management, Epidemiology or related field, with Bachelor.

Experience:

From 5 to 10 years of experience and knowledge on tobacco smoking cessation and tobacco control in general.

Skills/ Technical knowledge

Relevant work experience with national governmental institutions, NGOs or universities.

Language

Excellent command of English and Arabic (Read - Write - Speak).

Location:

Amman, Jordan.

Medical clearance : The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel (If travel is involved, a medical certificate of fitness for work will be required.)

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
