Background

COVID-19 is an unprecedented health and development crisis that jeopardizes India’s tremendous gains in reducing poverty and improving access to livelihoods and social protection for 1.3 billion people. As a global pandemic that threatens to deepen inequalities and undo progress on sustainable development and humanitarian responses more broadly, COVID-19 is already devastating individuals, families, communities, economies and infrastructure.

With COVID-19 now spreading in Madhya Pradesh, massive consequences to health and livelihoods are feared, and the government has imposed lockdown to limit virus transmission. It has affected the supply chain, disrupting activities in production, logistics and finally sale of produce, thereby affecting income of people.

UNDP foresee the challenges due to above crisis and to address sustainable development, a subject matter specialist on Supply chain Specialist will be provided to Directorate of Health.

With the above background, UNDP seeks to recruit a short term consultant (Individual Consultant) for a period of 4 months (With possibility of extension with subject to availability of fund) to support the above mentioned activities while working closely with Directorate of Health along with UNDP.

Duties and Responsibilities

  • Plan and analyse the requirement of Drugs and consumables.
  • Forecasting of increase in demands of Drugs and consumables
  • Coordinate with all programme managers for demand generation
  • Establish and monitor inventory tracking systems
  • Coordinate with Suppliers and manufacturers to determine and set up transport of all logistics.
  • Monitor local and state drug shortages and implement tactics to maintain supplies.
  • Facilitate payment process after timely delivery of commodities by manufacturer and/or supplier.
  • Evaluate licensing and/or regulatory certification

  • Proficient in computers and good knowledge of working on software related to supply and logistics management.
  • Excellent knowledge of government programmes and schemes.
  • Technical knowledge of supplies and logistics management
  • Good communication and writing skills
  • Good inter-personnel skills
  • Fluent in English and Hindi
  • Strong results orientation, strategic thinking, flexibility and a client-oriented approach

MBA from Logistics/Supply chain / Material Management / Preparations management.

3+ years of supply chain, logistics, or warehouse management experience

Term of Contract

The contract will be awarded for 4 months initially. Working hours, and holidays will be as per the MP State Government policy or as advised by the Head of the UNDP State Office

Payment Terms

On submission of detailed monthly reporting on activities undertaken and progress made.

Functional Competencies:

Job Knowledge/Technical Expertise

  • Experience working with the Central and/or State Government department/ or agencies required
  • Excellent demonstrated documentation skills vis-a-vis MS Office Suite and prior experience in developing concept notes / reports / project plans

Communication skills

  • Good communication, interpersonal skills, with an ability to work in a multi-cultural environment.

Core Competencies:

  • Demonstrates/safeguards ethics and integrity
  • Works as a team member

Evaluation Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as Responsive to the requirement. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Technical Criteria weight - 70%.
  • Financial Criteria weight – 30 %

    Technical Criteria (70% of total evaluation)

  1. Minimum qualification will be MBA in Logistics/ Supply chain/ Material management/ preparation Management-20%
  2. At least three years of experience of supply chain management, logistic and warehouse management - 20%
  3. At least two years of experience with the Central and/or State Government agencies and managing multiple stakeholders - 10 %
  4. Telephonic Interview/ Zoom call – 20%

Financial Criteria: (30% of the total evaluation) based on the total all-inclusive lump sum amount for professional fee for tasks specified in this announcement

Financial Proposal:

Technically qualified consultants will be requested to submit their daily fee rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.

Documents to be submitted by Consultants

  1. Letter to UNDP Confirming Interest and Availability for the Individual Contractor Assignment
  2. Updated and signed P-11 form for ICs
  3. No Financials ( Daily Fee) to be submitted at this stage

Note:

  1. Any kind of miscellaneous charges i.e. internet, phone, relocation charges etc. would not be reimbursed.
  2. Travel, lodging and boarding as per UNDP rules subject to prior approval
  3. Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual
