Purpose of consultancy

Review the draft of the National Health Policy (NHP) strategic plan and recommend an improved version of the document. The finalization of the plan involves the revision of the structuring of the document and the logical framework of the plan, the revision of the indicators and the identification of a chronology of strategic activities (on the short, medium and long term).

Background

The NHP was produced within the 2nd phase of the societal dialogue on national health policies, strategies and plans (SD) and was officially adopted by the government on April 7, 2021. This policy constitutes the guidance document for all the future public health policies and strategies in the country until 2035.

The development of the PNS strategic plan for 2035 is an important step and a fundamental prerequisite for its implementation. Thus, the Studies and Planning department of the Tunisian Ministry of Health (SPD/MOH) has started since December 2021 the process of operationalization of this policy and came out with a draft of a technical report done on the results-based management planning approach.

However, strategic planning in this difficult economic context requires specific expertise that will offer pragmatic but also realistic solutions. It is also crucial to develop this plan by ensuring a transfer of skills to the Ministry of Health team in order to contribute to improving future strategic planning.

That’s why, the SPD/MOH is requesting the support of the WHO in order to mobilize recognized expertise in the field of strategic planning for the review and finalization of the draft of this report and produce a structured strategic plan for the NHP.

Work to be performed

1. Review and finalization of the technical report of the strategic plan of the NHP (SP)

  • Give a technical opinion on the methodology adopted.
  • Review the structure of the overall document and make improvements actions.
  • Revise the formulation of the “expected results” section of the plan and make improvements actions.
  • Deeply review the “logical framework” section and make corrections, for the adjustment of strategic activities, causal links, indicators, assumptions and risks.
  • Check the consistency and coherence of the plan with the NHP content.
  • Conduct interviews with key stakeholders to test the feasibility of the SP and develop a stakeholder engagement strategy including the responsibility scheme relating to each strategic activity and functional links (role of national and international partners).
  • Present and validate the strategic plan in workshops with key stakeholders.
  • Elaborate a communication plan.

2. Build the capacity of the SPD/MOH team in strategic planning, monitoring and evaluation

  • Structure and hold training sessions at each stage of the NHP strategic plan review process:

    • Organize training workshops to build the capacity of the SPD team in strategic planning based on themes identified by the team as needed ( policy analysis, performance analysis, negotiation and development of policy briefs).
    • Adopt an experiential approach to skills development through involvement in the review process of the strategic plan.
  • Recommend additional training to be carried out to strengthen the skills of the team.

Deliverables

  • Deliverable 1: a methodological note with a detailed work plan
  • Deliverable 2: a validated strategic plan for the NHP (including the feasibility study for the implementation)
  • Deliverable 3: a validated communication plan and a stakeholder engagement strategy
  • Deliverable 4: the SPD team is strengthened in terms of planning, monitoring & evaluation of health strategies and plans
  • Deliverable 5: the mission report

Educational

Essential: Master's degree in public health, health policy, economics, health services management or equivalent.

Experience

Essential:

  • Minimum of 10 years of experience in health systems strengthen, health strategic planning and the development of health policies and strategies. International experience is mandatory in one of the above fields.
  • Experience in training and leading working groups.

Skills / Technical skills and knowledge

  • Excellent knowledge of health systems in developing countries and in particular of the EMRO region countries.
  • The knowledge of the Tunisian health system will be a considerable asset.
  • Knowledge in conducting results-based management (RBM) approach for strategic planning.
  • Excellent writing and communication skills.

Languages

Essential: Fluency in written and spoken French.

Desirable: knowledge of Arabic is an asset

Location

Anywhere with travels to Tunisia:

  • A first mission to share the work process and its validation with the MOH.
  • Other recommended missions to address both actions related to the planning process and skills development.

The state of progress and deliverables validation could be done through e-meetings.

Remuneration and Expected duration of contract (Maximum contract duration is 11 months per calendar year)

  • Remuneration: at Band level “C”
  • Expected duration of contract: 40 days
  • Within period: Start date: 1 March 2023 - End date: 30 May 2023

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.
