Result of Service Alagoas’ project:

The Consultant (Statistics, Sampling, Post-stratification and Data Analysis) will be responsible to deliver sample data from a household survey and to prepare a report with survey results and findings. The deliveries will contribute to the development of the household survey named “Socioeconomic Profile” to be implemented in the municipality of Maceió, Alagoas, Brazil. The purpose of this research is to diagnose families’ sociodemographic and economic situation, residential mobility, access to community equipment and services, and perception of the territories in which they live, that is, the quality of life and their community. It also aims to understand the economic profile of these inhabitants.

São Paulo’s project:

The Consultant (Statistics, Sampling, Post-stratification and Data Analysis) will also be responsible for delivering a complete sampling design to survey the city’s parks and for creating content and documents to train the data collection team in São Paulo. The deliveries will contribute to the development of the user survey that will provide primary data for the city-wide public space assessment, to be implemented in the municipality of São Paulo (SP), Brazil. The purpose of this research is to conduct a city-wide green and public space assessment report developed with identified gaps and recommendations, which shall improve São Paulo Municipality competence to equitably distribute green public spaces on a city level.

The Consultant will work in close collaboration with the operational and technical teams of UN-Habitat offices in Alagoas, São Paulo and Rio de Janeiro.

Expected duration The consultancy has an expected duration of four (4) months.

Duties and Responsibilities Background

The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda.

UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development.

The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies.

Through a partnership with the Government of the State of Alagoas to improve institutional and technical capacities of State and municipal stakeholders on sustainable territorial and urban development, UN-Habitat is now setting up the second phase of the project named “Sustainable and inclusive urban prosperity in the State of Alagoas”. This second phase shall lead to enhance State of Alagoas engagement toward sustainable and inclusive urban prosperity, through a better understanding of the urban setting, and the establishment or improvement of its public policies, plans, and actions.

And through a partnership with the Municipality of São Paulo to implement city-wide and neighbourhood-level approaches to generate more inclusive and sustainable green public spaces, UN-Habitat is now developing an evaluation framework for the city’s 111 municipal parks. For this purpose, UN-Habitat will use the City-Wide Public Space Assessment toolkit. This evaluation framework includes a set of indicators for primary data collection in parks and their surroundings through observation and interview questionaires.

In order to properly implement these projects, a Consultant (Statistics, Sampling, Post-stratification and Data Analysis) is required to ensure a good execution of the work programme.

Report to UN-Habitat Manager

The Consultant (Statistics, Sampling, Post-stratification and Data Analysis) will report to the National Officer for Brazil, who will evaluate him/her.

Outputs/Work Assignment

The Consultant will deliver the following products:

Alagoas’ project:

Product 1: Work plan and post-stratified sample data Description: Work plan including: (i) main attributes, methods and concepts of treatment and weighting of sample data (ii) main attributes, preliminary summary, objectives, and content of the analytical report (iii) database with weighting scheme separated by households and individuals in CSV, XLS and/or other extensions indicated by UN-Habitat. Expected delivery date: until 20 days after contract signature.

Product 2: Analytical and descriptive report of sample data Description: The analytical report must follow models previously approved by UN-Habitat and include relevant information, including: (i) main research findings, (ii) general analysis of disaggregated data and comparative analyzes considering other relevant statistical databases, (iii) adherence of the indicators found to the Sustainable Development Goals Expected delivery date: 60 days after contract signature.

São Paulo’s project:

Product 3: Sample design and report Description: The sampling design must have: (i) three sampling design proposals based on stratifications by category of parks, region location, and category plus region. Each proposal should include the margins of error, the number and type of park users to be interviewed in each park and considerations about possible difficulties in implementing them; (ii) report to include all relevant information about the concepts, theories, and methodologies used in the sampling designs. This descriptive report also includes advantages and disadvantages of each sampling design proposal, including cost-benefit aspects such as sample accuracy, team sizing and collection time. Expected delivery date: until 40 days after contract signature.

Product 4: Training materials on data collection to user surveys and Report about technical support to local team Description: The deliveries are (i) to create content to training the data collection team members on specific proposed fieldwork methodologies, primarily for an adequate selection of interviewees, including a fieldwork manual and a slides presentation and (ii) the training materials, which should be in text format, such as a fieldwork manual and slides presentation. The consultant shall be available to provide technical support to the local team through discussing and answering questions about technical aspects of the initial phase of collection data. Expected delivery date: 70 days after contract signature.

The definition of the Work Plan for the implementation of this Consultancy may include other activities beyond those indicated in this Term of Reference.

The Consultant (Statistics, Sampling, Post-stratification and Data Analysis) shall assist the implementation of the above-mentioned project according to the responsibilities indicated below.

Responsibilities

Under the overall supervision of the National Officer for Brazil, the Consultant (Statistics, Sampling, Post-stratification and Data Analysis) will:

The Consultant will be expected to carry out the following tasks:

i. Deliver work plan for the consulting process. ii. Learning about the methodology of the “Socioeconomic Profile” and UN-Habitat's methodology "City-Wide Public Space Assessment”. iii. Participate in meetings with UN-Habitat and other Partners when requested. iv. Discuss with project technical team members the guidelines and expected results of the reports. v. Create analytical content for the report, including figures, graphs and maps if necessary. vi. Deliver detailed documentation of the post-stratification process, including concepts, references and methodologies used. vii. Guarantee the confidentiality of all information produced under the contract. viii. Propose three sampling designs based on guidelines and best practices of user surveys. ix. Propose the best strategies to completely cover the territories during the research. x. Indicate the parks to visit and the number of park users to be interviewed by data collection team members. xi. Deliver detailed documentation of the sampling design, including the concepts, references, and methodologies used in the project. xii. Create content for theoretical and practical training, including reading materials and presentation slides about the data collection process.

The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment.

The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.

Qualifications/special skills Academic Qualifications:

Required ¿ A first-level university degree in Statistics, Economics, Mathematics or related fields is required, or additional 3 (three) years of relevant experience to the post, beyond the requirement.

Desirable ¿ Master’s Degree or equivalent in any field who have used survey methodology or other sampling surveys. ¿ Academic experience in research or publications using quantitative methodologies, sampling or surveys.

Experience:

¿ A minimum of six (6) years of experience on research, data collection, household surveys, and/or conducting interviews/questionnaires. ¿ Previous experience in coordinating household surveys, public opinion polls, and other. ¿ Experience in the social area and in supervising fieldwork, preferably in the public service and in deprived areas is required. ¿ Experience in project management, preferably in public projects and in informal settlements is desirable. ¿ Previous experience within the UN System would be an asset.

Skills:

¿ Good handling of technological tools, as Microsoft Windows and Microsoft Office, are required. ¿ Proficiency in statistical programming languages, like SPSS, R, or other. ¿ Knowledge and experience with data analysis is desired. Experience with XLSForm standard, or ArcGIS Survey 123 is considered an added advantage. ¿ Professional or academic experience handling geospatial data is considered an added advantage. ¿ Previous experience on technical training for survey teams would be an asset.

Knowledge Management

¿ The person must know the processes, procedures, and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. ¿ The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. ¿ The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. ¿ The person will prepare databases related to the project running. ¿ The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. ¿ The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. ¿ All information produced within the scope of the contract is property of UN-Habitat and must be treated in a confidential manner, with strict data security management methods. The selected Consultant is not authorized to disclose, transfer, assign, sell, publish or make available such materials in any form, in part or in full, to any other institution or individual, unless expressly written permission is provided by UN-Habitat via mutually agreed official communication channels.

Languages ¿ Fluency in Portuguese is required; ¿ English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. Good command in oral and written Spanish and English will be considered as an added advantage.

Additional Information Remuneration

SB-3/5 (UNDP Brazil Salary Scale) The consultant will receive a total amount of BRL 30.021,68 according to the following schedule: ¿ Payment 1 (25%): Upon delivery and approval of Product 1 (BRL 7.505,42). ¿ Payment 2 (25%): Upon delivery and approval of Product 2 (BRL 7.505,42). ¿ Payment 3 (25%): Upon delivery and approval of Product 3 (BRL 7.505,42). ¿ Payment 4:(25%): Upon delivery and approval of Product 4 (BRL 7.505,42).

Travel details

The consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer. Travels will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines.
