BACKGROUND

Effectiveness or performance in the delivery of commodities and services is an essential part of planning, implementation, monitoring, and evaluation of public health and nutrition programs. But what does it mean that a program is effective? An assessment of program performance will usually refer to one or a few of many possible aspects of delivery. UNICEF’s conceptual framework for delivery effectiveness provides an overview of these different aspects of program performance and delivery effectiveness. The framework describes 11 key effectiveness parameters and was developed as a tool to guide program decision-making and monitoring at national and subnational level.

Purpose of Activity/ Assignment:

The framework will help countries identify areas for improvement in the delivery of public health programs. This project aims to apply the framework in a policy dialogue in the country-context of Sierra Leone and Mauritania, with two interconnected objectives:

• To enable a program review and analysis of the vitamin A supplementation program in the two case-study countries, informing recommendations for program improvement.

• To collect information on the processes of program review and analysis, and policy development based on the effectiveness framework to guide countries in the assessment of performance and delivery effectiveness.

Work Assignment Overview

  1. In-country stakeholder engagement identifying the most relevant parameters in the country context using consensus methods to prioritize effectiveness parameters from the framework; and a policy dialogue to understand the implications of the data and synthesize recommendations for the programme based on the findings.

- Review data on the indicators identified for the focus country

-Conceptualize methodology for engagement

- Contribute to developing agenda for engagement in line with select methodology

- Prepare PowerPoint slides to support meting facilitation as needed

- Take notes throughout workshop

Write a report on the workshop findings

2. Verify workshop and policy dialogue outcomes in key informant interviews involving purposefully selected participants (based on their role in the VAS program) and in a survey.

- Develop interview guide

- Carry out interviews

- Analyse data from interview

Finalize report

3. Generate, in close liaison with country offices, regional office and HQ team an action-focused report.

Qualifications

Education:

  • Advanced university degree in statistics, social science or a relevant field.

Work experience:

  • At least five years of experience in stakeholder engagement, research using qualitative methods, data analysis using software such as Nvivo or other similar software, particularly in the nutrition sector.
  • The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint and MS Outlook.
  • Languages needed: Ability to speak and write fluently in English is required. Working knowledge of French, Spanish, Arabic or Russian will be an asset.
  • Other skills and attributes: excellent organizational skills and ability to prioritize and manage multiple takes; Strong writing and interpersonal communication skills.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
