Infodemic Management Consultant

1. Background

The mission of the World Health Organization’s Health Emergencies Programme (WHE) is to build the capacity of Member States to manage health emergency risks and to lead and coordinate the international health response, when national capacities are overwhelmed, to contain outbreaks and to provide effective relief and recovery to affected populations.

Risk communication is a cross-cutting program that contributes to the organization's support to governments in responding to emergencies, enabling those most at risk to understand and adopt protective behaviors during a crisis, facilitate enhanced surveillance, reduce confusion and minimize miscommunication and rumors.

Thus, the Infodemic Management Consult as part of Communication and Community Engagement initiative will use WHO guidelines, MINSA programs and other relevant documents to support the coordination of programs and activities related to promoting immunization against COVID19 as well as promoting behaviours and practices necessary to combat the rumours as part of the pandemic response and protect public health.

The consultant, under the coordination of the WHO communication with strength collaboration with emergency programme, will work directly with the DNSP, provincial health directorates, UN agencies and relevant stakeholders as part of the Country Response Plan to combat COVID19, actively supporting the development, implementation, and evaluation of field interventions to strengthen rumour management, mobilization, and adoption of positive behaviours in the communities.

2. Deliverables

⦁ Develop and maintain good and regular working relationships with relevant national and provincial authorities and other stakeholders to manage rumours and promote the COVID19 vaccination through plans, strategies, interventions related to health, prevention and control of COVID19. ⦁ Collaborate in the development, implementation and evaluation of national and provincial strategies and plans for health promotion with national authorities, provinces, and multi-sectoral partners. ⦁ Create partnerships and networks to strengthen multidisciplinary and multi-sectoral collaboration to strengthen COVID19 vaccination and combat its risk factors, such as rumours, including community engagement. ⦁ Develop strategies and plans to ensure regular rumour track and monitoring both in digital sphere and in the communities. ⦁ Prepare bi-weekly thematic discourse analysis reports around thematic topics (example: vaccines, diseases…) ⦁ Generate reports in real-time that would feed into the development of digital content ⦁ Liaise with WHO emergency team, AIRA and other key partners such as UNICEF in Angola to produce content, plans and strategies for rumour management. ⦁ Build and liaise with the local dissemination network, including MOH, media, key UN agencies, and NGO´s ⦁ Set up and manage the Viral Facts hotline and social media channels in Portuguese and provide at least one pieces of content per day addressing misinformation ⦁ Organize meetings, trainings, focus groups, production of key materials and events involving communities and key partners to both to understand the situation, and boost the dissemination networks and content though different channels ⦁ Perform any other functions as may be assigned by the head of communication program and WHO Representative.

3. Qualifications, experience, skills and languages

Educational Qualifications ⦁ Bachelor’s degree in information management or information technology or communications or social science ⦁ Training or specialization in Infodemic management

Experience ⦁ At least 1 year experience in infodemic or rumour management program. ⦁ 3 years’ experience in the management and or, promotion of social programmes and or communication, working with national / international organisations involved in health promotion, public health or development. Including experience in at least three of the following: ⦁ Monitoring and analysing media and social media content ⦁ Conducting open-source investigation ⦁ Fact checking and debunking misinformation ⦁ Building partnerships and work within multiple stakeholder collaborations ⦁ Developing innovative and engaging content ⦁ Breaking down complex technical information into social media content for non-expert audience groups. ⦁ Engagement with media

Skills/Knowledge ⦁ Commitment to WHO’s values and objectives ⦁ Ability to work flexibly within short deadlines in a changing environment with competing priorities ⦁ Share a results-oriented work ethic ⦁ Fostering integration and teamwork ⦁ Ability to Creating an empowering and motivating environment ⦁ Ability to communicate with respect, tact and diplomacy ⦁ Thorough knowledge of the principles, techniques and practices of online dissemination of information, via social media mechanisms and the web and. ⦁ Thorough understanding of the impact of communications on the reputation, image, and success of an organization, as well as the role the web and social media has in this regard. ⦁ Fluency in using Outlook, Word, Excel, and PowerPoint

Languages and level required ⦁ Excellent English speaking, writing and editing skills

4. Technical Supervision The personal will report directly to the Head of Communication Program in WCO Angola, supervised by the WR. 5. Location Luanda office and some province whenever necessary.

6. Travel If travel is involved, full medical clearance is required
