ORGANIZATIONAL CONTEXT

WFP Afghanistan Country Office (AFGCO) is currently in the later stages of planning and design for construction of a office and international staff residence facility at the United Nations Office for Coordination and Humanitarian Assistance (UNOCA) compound.

In order to move the project forward, the need for a Senior Civil Engineer has been identified to manage the final stages of the design and construction of the project.

Further ongoing construction projects include the security upgrades of current office in Kabul and sub offices, design and construction of Kandahar office and other ongoing infrastructure support projects for AFGCO.

This position will be with AFGCO based on Kabul, Afghanistan and requires the engagement of a competent Design and/or construction Engineer, who will work with and report to the Head of Engineering and provide services to the various units including supply chain, administration, UNHAS and Security.

The main tasks required of the position will include engineering design and review; engineering project management; construction procurement processes; contract management for design activities and technical support to AFGCO operations.

The Senior Civil Engineer shall be able to demonstrate a strong competence with progressively responsible roles in the following engineering technologies: building design, including competence in the design of concrete and steel structures, planning and programming engineering design and construction activities.

The Senior Civil Engineer should have experience as a design and/or construction management with focus on the management and delivery of building infrastructure.

JOB PURPOSE

The Senior Civil Engineer shall report to the Head of Engineering in Afghanistan, and shall take general technical direction from the Chief Engineer and WFP Engineering in HQ, in relation to all aspects of, design, construction and contract management for projects in Afghanistan, as required. The duties shall include but are not limited to the following:

In addition, following the directive ‘RM2015/004’ that regulates all engineering services and construction activities in WFP operations.

KEY ACCOUNTABILITIES

• Undertake concept design, preliminary and detailed designs (preparing, writing and assembling drawings, schematics, masterplans, design calculations and reports, technical specifications) in compliance with international standards and codes. • Complete designer risk assessments for all proposed designs and carry out designer constructability reviews and reports. • Draft standard, specific and detailed Specifications as required. • Engage and manage external design consultants. • Develop project budgets or preliminary and detailed costs estimations to implement civil, structural, electrical, mechanical or special systems within the projects (including feasibility studies, or project schedules, or bids). Work-time estimates could be also required. • Assist in the preparation and of construction contract documentations; • Lead design reviews (reading, interpreting and critique/comment on technical drawings, schematics, and computer-generated reports) and giving advice and recommendations. • Review of as built drawings of the planned WFP infrastructure and provide comments and recommendations. • Undertake feasibility phase activities including the required assessments. • Construction supervision and site management. • Support AFGCO Administration in undertaking technical activities related to the country office and sub office building facilities and residences. • Attend meetings and prepare and review reports, minutes and correspondence. • Liaise with stakeholders, both internal and external to the organization. • Undertake administrative tasks as required and provide project management services for the projects where and when requested. • Assist with the interpretation of the contract documents. Explain and or reconcile any ambiguities and or discrepancies in the contract documents and apply the various provisions of the contract documents. • Operate computer-assisted engineering and design software and equipment to perform engineering tasks.

DELIVERABLES

Provide engineering technical support to AFG operations with:

  • Finalising the design and manage the tender process for the new country office facility, residence at the UN Common Compound and progress to construction.
  • Finalising the design process and manage the tender process for the other office facilities in Kabul and sub offices (Kandahar, etc) and progress to construction.

STANDARD MINIMUM QUALIFICATIONS

Education:University Degree in Civil or structural Engineering is mandatory. A post-graduate or Master degree specialization in relevant engineering disciplines.

Experience: Minimum of 10 years of relevant civil engineering/ design experience at increasing levels of responsibilities.

Knowledge & Skills:

  • Hold or be eligible to hold Professional, Chartered or equivalent professional engineering accreditation from an internationally recognized professional supervisory body.
  • Expert level CAD and design skills is mandatory. Proficiency in 3D modelling, SketchUp and Revit is an advantage
  • Good communication and leadership skills.
  • Knowledge and/or experience in engineering design including active design experience in structures is mandatory
  • Detailed knowledge of design and construction contract formats and contract management obligations.
  • Good knowledge of public procurement procedures; international contract formats and construction management procedures
  • Experience of working within the Humanitarian Community and in field condition is required.

Languages:

  • Professional fluency (proficiency/level C) of English.
  • Knowledge of additional UN languages (French, Chinese or Portuguese) are an additional advantage.

TERMS AND CONDITIONS

Compensation package: Competitive Monthly Honorarium, Daily Subsitence Allowance, Rest & Recuperation every 6 weeks (7 days), medical coverage, and Danger Pay.

Duration: Initial period of six (6) months (renewable).
