How can you make a difference?

UNICEF supports the Ministry of Public Health in Lebanon with achieving its immunization goals, with an increased focus on the vaccines’ Cold Chain and Logistics (CCL) system. In view of the imminent arrival of COVID-19 vaccines in the country and the need to strengthen routine immunization, an Effective Vaccine Management Assessment (EVMA) was conducted in Q1 2021 by a team of trained EVM country managers and assessors. The one of the main recommendations of EVM is to Identify Cold Chain equipment replacement needs, indicating preferred models and type of power source (electric, solar, etc.). The economic and fuel crisis in country, has created acute shortages of electricity

supply in country leading to challenges in maintaining functional cold chain and continuation of immunization services at EPI point (PHCs/Dispensaries). To address the power crisis and mitigate the impact on public health services specially immunization, UNICEF is supporting solarization of EPI points (PHCs/Dispensaries)

The Solarization and Cold Chain consultant will provide support to UNICEF Lebanon CO, Health and Nutrition Section, in collaboration with EPI department of MoPH to safely store Routine immunization and COVID-19 vaccines and facilitate continuation of immunization services during extensive power and electricity crisis. This includes coordinating and collaborating with agency for solarization assessment to ensure timely completion of assessment, conduct spot checks and facilitate data collection through liaison with MoPH, Qadaa offices and PHCCs, ensuring timely data collection, compilation and conducting in-depth review of collected data for feasibility and finalize list of PHCCs, Coordinating day- to-day activity between the solarization agency, MOPH and PHC for facilitation, problem solving, quality checks etc. for timely completion of project. For solar cold chain equipment, the consultant will support in facilitating in identification of site and preparing a visit plan for site inspection to ensure quality equipment installation, coordinating for the delivery, commissioning, and installation of equipment, preparing of an equipment distribution plan and associated coordination with EPI points.

The consultant is expected to develop SOPs and checklist for site inspection, equipment installation, planned preventive maintenance as well as a road map for spare part management, whenever required. Capacity building of EPI staff, on the management of SDDs and solarization extension and developing a mechanism for post marketing warranty and acting as a link person between supplier, users and MoPH to ensure smooth functioning of equipment and solar power plant.

Consultant is to coordinate with IT department, EPI stores and MoPH to confirm the data entry in to LMIS (Phenics). Another key area of support is installation of Real Time Temperature Monitoring Devices (RTMD), and confirming the procurement, installation, capacity building and troubleshooting for same. Preparing a dashboard on the data generated by RTDMs, supporting MoPH to take the decisions on the basis of same. Also, the consultant will be responsible to ensure that timely data on cold chain equipment, and cold chain maintenance is entered properly, and is visible on timely manner on the dashboard, in coordination with MoPH EPI and IT teams.

In addition, the consultant is required to ensure that there are linkages and proper coordination between EPI department at MoPH, supplier of equipment and UNICEF.

Tasks/Milestone 1:

Solarization of EPI points

Deliverables/Outputs 1:

Coordinate and collaborate with agency for solarization assessment to ensure timely completion of assessment, conduct spot checks and facilitate data collection through liaison with MoPH, Qadaa offices and PHCCs.

Ensure timely data collection, compilation and conduct in-depth review of collected data for feasibility and finalize list of PHCCs.

Coordinate day-to-day activity between the solarization agency, MOPH and PHC for facilitation, problem solving, quality checks etc. for timely completion of project.

Tasks/Milestone 2:

Installation/maintenance of solar cold chain equipment and upgradation of cold chain network.

Deliverables/Outputs 2:

Facilitate in identification of site and preparing a visit plan for site inspection to ensure quality equipment installation, coordinating for the delivery, commissioning and installation of equipment, preparation of an equipment distribution plan and associated coordination with EPI points.

Development SOPs and checklist for site inspection, equipment installation, planned preventive maintenance.

Facilitate trainings of EPI staff, on the management of SDDs and solarization extension. This includes preparation of the training plan and curriculum, PowerPoint presentations, Pre/Post Tests, Agenda, handouts, including exercises, tools, and training evaluation.

Develop a mechanism for post marketing warranty and acting as a link person between supplier, users and MoPH to ensure smooth functioning of equipment and solar power plant.

Coordinate with IT department, EPI stores and MoPH to confirm the data entry in to LMIS (Phenics); and ensure cold chain equipment data and maintenance data is entered on the dashboard and is functioning properly. Plan the training of data handlers for same if required and connect a planned preventive maintenance visit plan and provide support in the implementation of same. Draft a road map for spare part management, whenever required.

Tasks/Milestone 3:

Ensuring maintenance of reliable cold chain network for vaccine storage including installation of Remote Temperature Monitoring Devices (RTMs), coordination for repair and maintenance of cold chain equipment and associated data management.

Deliverables/Outputs 3:

Support installation of Real Time Temperature Monitoring Devices (RTMD), and confirming the procurement, installation, capacity building and troubleshooting for same. Preparing a dashboard on the data generated by RTDMs, supporting MoPH to take the decisions on the basis of same

Support on data management related to solarization and cold chain in close collaboration with MoPH EPI and IT team

Timeline: 1st October 2022 to 15th September 2023.

To qualify as an advocate for every child you will have…

  • A Bachelor’s degree in mechanical/electrical/instrumentation/electronics/biomedical engineering from a recognized institution is required.
  • A minimum of five years of relevant professional experience in solar energy/Cold Chain Equipment (Solar)/Cold Chain Strengthening role within the national/international health sector.
  • Prior experience with ministry or any UN agencies on public health program International and National level will be an asset.
  • Preference will be given to candidates who have demonstrated knowledge of and professional experience in solar energy, solarization, cold chain and refrigeration along with good IT, MIS management, writing and documentation skills.
  • The candidate should have excellent communication (written and inter-personal) and coordination, analytical and report writing skills.
  • Fluency in Arabic and English is required.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
