BACKGROUNG AND PURPOSE OF THIS ASSIGNMENT

In the iCSP 2024-2025 of WFP Myanmar, there will be a shift of preferred implementation modality to CBT over in-kind assistance, considering WFPs current operational context across all the programmes (Relief, MCCT, HIV/TB, School Feeding, Asset Creation, and Livelihoods). With this transition, there are increased needs for effective implementation, tools, and systems of Social Behaviour Change (SBC) to ensure the use of cash assistance in a positive manner, feeding into our SDG 2 for healthier and better nutrition outcomes.

At the WFP corporate level, nutrition has become a priority since 2020. The WFP Strategic Plan 2022-2025 stipulates “Nutrition Integration (NI)” as one of the corporate priorities. The NI needs to be well integrated and embedded across all the programmes. SBC is a component which can easily fit into all programmes to promote improved nutrition and knowledge/application of healthy diets.

Thus, there is an increased need to support and promote SBC related work throughout the activities and programmes in Myanmar CO.

Based on ongoing efforts of development and dissemination of SBCC activities under Maternal and Child Cash Transfer (MCCT) project, PGAAP’s flipbook and online contents, and Food-Based Dietary Guidelines (FBDGs), a SBC consultant is expected to continue the current momentum as well as expand it to all WFP activities in a harmonized manner to maximize impacts of WFP activities.

The purposes of this consultancy are as follows:

  • To empower those WFP serves with positive behavior changes towards healthier and improved nutrition outcomes by effectively planning, developing, disseminating, and implementing SBC materials.
  • To enhance the effectiveness of WFPs assistance, especially CBT assistance, by enhancing knowledge and capacity of WFP field office and partners as well as and systematizing SBC-related activities in CO.
  • To be able to measure impacts of SBC-related activities, and how they are influencing long-term positive behavior changes.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide support in planning, developing, disseminating, and implementing SBC-related activities for relevant programmes and units.
  • Ensure uniform and consistent SBC approaches and messages in collaboration with other programmes and units, as well as external stakeholders.
  • Provide inputs in development of Training of Trainers (ToT) packages and participate and facilitate workshops/ TOT or advocacy as needed.
  • Conduct field visits for disseminating and implementing SBC-related activities to possible extent.
  • Take a lead to develop SBC tools and operational guidelines in coordination with relevant programmes and units

Specific programme needs

Food-Based Dietary Guidelines (FBDGs)

  • Implementation and dissemination of FBDGs for CU5 and PBW
  1. Attend the FBDG ITTF meetings, collaborate with UNN, FAO, as well as other IFFT members, by providing technical inputs.
  2. Take the lead in organizing dissemination workshops for WFP, in consultation with the WFP Nutrition Unit, SUN Business Network (S, School Feeding unit, and other programmes or units as required.
  3. Share relevant information with internal and external relevant stakeholders to realize an effective, consistent, and coordinated approach.
  • Development of new sets of FBDGs for school children, adolescents, and adults for NCD prevention
  1. Attend the FBDG ITTF meeting, collaborate with UNN, WHO, UNFPA as well as other IFFT members, and provide technical inputs.
  2. Coordinate with, and support FBDG national consultants employed by WFP in terms of administrative work.
  3. Share relevant information with internal and external relevant stakeholders to realize an effective, consistent, and coordinated approach.

Maternal and Child Cash Transfer (MCCT)

  • Collaborate and coordinate internally with relevant units as well as externally with UNICEF and the World Bank to implement and advance SBC activities under the MCCT project in an effective, uniform, and coordinated manner.
  • Provide support and technical inputs in conducting evidence generation activities such as development and revising questionnaires for Post Distribution Monitoring (PDM) and the endline survey.

PGAAP

  • Support the development and implementation of the SBC online content development if required. SBC integration and measurements of effectiveness across programmes and units
  • Promote the development and implementation of SBC messages, tools, and any other SBC-related activities in each programme if required, e.g., by providing technical support, developing and conducting concept note and questionnaires, and collaborating with creative agencies.
  • Technically support School Feeding unit to develop SBC messages and tools.
  • Have discussions across all programmes and units over the NI and explore opportunities of NI.

DELIVERABLES AT THE END OF THE CONTRACT

Food-Based Dietary Guidelines

Implementation and dissemination of FBDGs for CU5 and PBW

  • Regular attendance in the FBDG ITTF meetings and technical inputs are provided.
  • Support Nutrition Unit, SBN, School Feeding unit and others, where possible, in rolling out the FBDG training(s)

Development of new sets of FBDGs for school children, adolescents, and adult for NCD prevention

  • Regular attendance in the FBDG ITTF meeting is made and technical inputs are provided.

MCCT

  • Frequent communications are made with internally with SO2 and RAM units as well as externally with UNICEF and World Bank for a smooth and timely implementation of SBC activities.
  • Questionnaires for the endline survey and others are developed.

SBC integration and measurements of effectiveness across programmes and units

  • The concept note is developed and a situation analysis as well as the baseline survey are conducted for School Feeding unit.
  • Questionnaires for evidence generation are developed for the School Feeding, PGAAP, and other units, as requested.
  • A list of potential entry points or opportunities for relevant programmes and units is developed.

Others

  • Workplan after one month of the employment
  • Monthly progress report from the second month of the employment

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in one or more of the following disciplines: Health Education and Behavioural Science, Nutrition, Public Health, Social Sciences, or other field relevant to international development assistance, or university degree in any of these fields with relevant experience.

Experiences: At least 5 years of relevant professional experience in implementing SBC activities and interventions that target malnutrition and poor dietary diversity, and/or other relevant areas such as nutrition, public health, or food security.

Experience in managing and implementing WFP programmes is an asset.

Knowledge and Skills:

Working experience in and knowledge of food and nutrition security situation in Myanmar. Experience in delivering health, food and nutrition programmes to local communities including women of reproductive age and young children. Strong interpersonal skills and ability to work well with diverse environment and to forge and manage partnerships. Experience and ability to work in a multicultural, multi-ethnic environment or nutrition platforms such as SUN; experience working in the UN or other international development organization is an asset. Ability to analyse and consolidate quantitative and qualitative information from different sources to deliver tangible outcomes. Ability to establish priorities, plan, coordinate and organise own work plan. Ability to work with flexibility and on a tight deadline schedule. Experience in working on Food-Based Dietary Guideline (FBDG) and knowledge of FBDG is an asset.

Language: Fluency (level C) in English and Burmese is required.
