Duties and Responsibilities The United Nations Interim Security Force for Abyei (UNISFA) has been a pilot mission for establishment of remote data acquisition projects. It has pioneered the Field Remote Infrastructure Monitoring (FRIM) system. This system aims at replacing traditional human data acquisition with automated data acquisition, visualization, and interpretation. Recently the UN has also started to implement the Smart Camp project throughout all UN field mission.

While FRIM has so far focused on remote data acquisition of key infrastructure assets such as generators, water / wastewater treatment plants and power distribution network, Smart Camp aims to integrate user / accommodation specific data such as Air condition status, fire alarm, door sensors and lighting.

The Consultant will be expected to support the integration of FRIM and Smart Camp into a unified system with a common interface and internet based graphic presentation.

Responsibilities The Consultant is expected to perform both practical and technical design work. The consultant will be based at UNISFA Log Base Abyei but will have to travel frequently to field locations. Within delegated authority, the Consultant reporting to the Chief Facilities & Environmental management Unit (FEMU) will be responsible for the following duties:

Administration - Organizes, designs, plans, and carries out the collection, evaluation, analysis, compilation and dissemination of FRIM data by selecting methods of data collection, selecting and implementing methods for checking collected data, and selecting and implementing appropriate methods for data processing for incorporation into databases. - Collaborate with other FEMU teams to develop processes and tools to monitor and analyze model performance and data accuracy. - Analyze and interpret trends or patterns using machine learning techniques and statistical methods. - Formulate Standard-Operating Procedures for measuring Key Performance Indicators through the application of matrices for process diagnostics. - Develop conceptual designs, feasibility studies and plans development and integration of FRIM / Smart Camp to mitigate environmental and operational risks. - Provides training and technical support on data collection and interpretation. - Train personnel of the technical sections in using FRIM /Smart Camp data for planning of daily work and maintenance / emergency repair activities.

Planning - Improve the predictive maintenance capabilities of the mission by working with the respective departments to collect and interpret the data and to coordinate with UNISFA data center in Valencia to ensure that data is collected and interpreted correctly. - Prepares the graphic presentation web-based FRIM /Smart Camp interface in coordination with technical departments and Valencia back-office.

Implementation and Operations - Leads FEMU compliance measures using FRIM data assesses the effectiveness of internal controls. - Improve the status and alarm functions of FRIM/Smart Camp by designing alarm hierarchies and internet-based alarm trees with support of the missions FTS section. - Validate data collected at the various data points in coordination with the respective technical departments and Valencia back-office to ensure that data is recorded correctly and processed ensuring real-time, correct, and meaningful data. - Monitor, analyze and troubleshoot faulty data and identify the root cause. - Increase the resilience of FRIM/Smart Camp by developing and implementing corrective and preventive action for faulty data acquisition. - Support the Chief of Facilities and Environmental Management Unit as directed.

Qualifications/special skills Competencies Professionalism - Thorough knowledge of remote data acquisition and processing. Thorough knowledge and experience with sensor technology. Proven experience with LoRa systems. Experience in statistical data analysis and data validation. Demonstrates professional competence and mastery of subject matter and strives to incorporate the gender perspective in programmatic and operational work. Education University degree in electrical engineering, information technology or similar discipline. Technical training in the mechanical or electromechanical field is desirable.

Work Experience (Required) A minimum of seven (07) years of responsible experience in sensor technology, data acquisition and management or related fields is required. Experience in international peacekeeping, post conflict environment, field or military operations. Experience with methodologies for project planning, execution and evaluation of resource consumptions, environmental compliance standards and proven ability in analytical work. .

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.

Other requirements: Driving License for cars is required.
