1. Background

In September 2015, the UN Secretary-General launched the Global Strategy for Women’s, Children’s and Adolescents’ Health (2016-2030) as a front-runner implementation platform for the Sustainable Development Goals (SDGs). Subsequently, by adopting resolution WHA69.2 in May 2016, World Health Organization (WHO) Member States committed to implementing the Global Strategy to strengthen accountability and follow-up.

The WHO Sexual, Reproductive, Maternal, Newborn, Child and Adolescent Health (SRMNCAH) policy survey provides a mechanism for regular reporting against indicators outlined in the Global Strategy and offers a platform to monitor progress towards achieving its objectives. It also contributes towards measuring progress in achieving the SDGs and the triple billion target of the WHO Global Programme of Work 13.

The SRMNCAH policy survey focuses on key laws, policies, guidelines and strategic plans in all regions and countries, and is coordinated by the WHO Department of Maternal, Newborn, Child and Adolescent Health and Ageing, in collaboration with the Department of Sexual and Reproductive Health and Research.

The MNCAH policy survey was conducted in 2009-2010, 2011-2012, 2013-2014, and 2016. In 2018-2019, a combined SRMNCAH policy survey was enumerated and completed by 155 countries. Responses to specific questions/sections of the survey were validated against national source documents for approximately 100 countries.

In 2022-2023, the WHO SRMNCAH Policy Survey will be enumerated again. For this enumeration, responses from the 2018-2019 survey, where available, will be presented to country respondents to confirm whether the previous response is still accurate. New questions, not asked in the 2018-2019 survey, have been added to the 2022/23 questionnaire.

In this context, WHO Mozambique country office intends to hire a consultant who will coordinate the process of updating the survey and facilitate the carrying out of the survey.

2. Tasks for the consultant

• Review 2022-2023 SRMNCAH Policy Survey questionnaire to understand content and prepare for completion of survey

• Assist WHO country office in introducing the 2022/23 survey to SRMNCAH focal points in the Ministry of Health or relevant other government agencies/institutes

• Coordinate with Ministry of Health and/or other government agencies/institutes to gather necessary documents (e.g. national laws, policies, guidelines, strategic plans, etc. related to SRMNCAH) to complete the survey

• Complete the survey by entering data and uploading documents through an online platform (a link to this platform and training guide will be provided by WHO), including review of responses and documents submitted in the 2018/19 survey round (which will be presented through the online survey platform) and answering any new survey questions/gathering any new relevant national documents

• Communicate with WHO regional and/or HQ policy survey focal point(s) to provide updates on progress throughout and troubleshooting any issues with the survey (e.g. issues with online platform, clarification on question meaning, etc.)

• Confirm final responses with SRMNCAH focal points in Ministry of Health and with WHO country office

•Submit survey responses and source documents to WHO via online platform

• Communicate with WHO regional and/or HQ policy survey focal points to answer any data quality queries (i.e. related to responses to the questionnaire or to the documents submitted) or clarifications needed

3. Qualifications, experience, skills and languages

Educational Qualifications

Degree in Medicine or Health related fields or social sciences

Master's/Specialty in Public Health, Health Economics, Health Systems, Planning, Information Systems or M&E is an advantage

Experience

Experience of at least 3 years in the development of documents, strategies, plans or strategies for the health sector; Program review and programmes assessments;

Depth knowledge of national and international guiding documents and technical guidelines in the area of Health in Mozambique;

Knowledge of the National Health System and the reproductive, maternal and neonatal and child health program will be highlighted

Skills/Knowledge

Leadership, teamwork

communication skills with different partners

Aptitude to produce strategic and sectorial policy documents

Languages and level required

Fluency in reading, writing and communication in Portuguese

4. Technical Supervision

The consultant will work in coordination with the DNSP- Family Health Department of the Ministry of Health. Under supervision of the WHO cluster UHC- LC, specifically unit RMCAH, Dr Néllia Mutisse [email protected] and Alicia Carbonell [email protected]
