Result of Service Expected tangible and measurable output(s)/deliverable(s):

- Revised version of the five (5) practical cases based on the following crimes: homicide, drug dealing, extortion, violent robbery, and kidnapping - Revised version of the “Guide for trainers” and “Trainees Guide” - One (1) report on the training to UNODC staff who will serve as trainers during in-person workshops. - In person assistance and sixteen (16) reports of the workshops in the states - Brief report with the main strengths, opportunities and/or suggestions regarding the training program.

Duties and Responsibilities Under the supervision of the Programme Manager Officer in project “Integration” in COMEX, the International Consultant is expected to carry out the following tasks:

- Become familiarized with the objectives and characteristics of project “Integration”, as well as with the current proposal of virtual and in-person training developed by COMEX. - Become familiarized with the Standard Operating Procedures (SOPs) designed by COMEX to improve coordination and communication between security and justice operators during a criminal investigation. - Review and improve the “Guide for trainers” developed by COMEX which includes one (1) practical case based on homicide to carry out a multi-actor (first responders, investigative police, forensic specialists, analysts, and prosecutors) in-person training using simulation and role-playing in which all SOPs are applied. - Advise the training Team on the methodology and kind of workshops. - Provide technical assistance during the in-person workshops - Supervise practical exercises during workshops - Carry out one (1) in-person session (one week) in Mexico City to train UNODC staff who will serve as trainers during in-person trainings. - Review and enhance five (5) practical cases based on the following crimes: homicide, drug dealing, extortion, violent robbery, and kidnapping to carry out a multi-actor (first responders, investigative police, forensic specialists, analysts, and prosecutors) in-person training using simulation and role-playing in which all SOPs are applied. The document must contain the scenario in detail, including the role of each operator/actor, as well as any accessories or materials required. - Deliver an electronic copy of the document describing the five (5) practical cases based on drug dealing, extortion, violent robbery and kidnapping (one each). - Provide in-person assistance during twenty-two (22) trainings using the practical cases. - Elaborate a brief report with the main strengths, opportunities and/or suggestions regarding the training program implemented by COMEX.

Qualifications/special skills Academic - An advanced university degree (Master´s degree or equivalent) in law, criminology, or social science (international relations, management, public administration, political science or economics, social anthropology, etc.) or in a subject closely related/relevant to programme development/management, is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

- Certifications in Criminal Investigation, Crime Scene Processing, Chain of Custody, Forensics or subjects related to the investigative process are desirable

Work experience A minimum of fifteen (15) years of professional experience in one or more fields of UNODC law enforcement and criminal justice mandates (Transnational Organized Crime, Drugs, Legal framework and assistance) or other human security issues is required. Experience related to law enforcement, capacity building and training is required. A minimum of five (5) years of professional experience as Prosecutor, Forensic Analyst or Criminal Information Analyst participating in investigations of high-impact crimes is desirable. A minimum of ten (10) years of professional experience as instructor providing training in subjects related to criminal investigation to security and justice personnel is desirable. Experience designing course contents is desirable. A good understanding on emerging technologies, including those used for imagery, connectivity and transportation desirable

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in Spanish and English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language, is an advantage.
