Overview

Conduct software analysis and improvement in the UNRWA.

You have:

  • A university degree or master’s degree from an accredited educational institution in information technology, information management, Information systems, computer science, computer engineering, Software engineering, Business Administration, Management, or other related disciplines.
  • A minimum of 6 years of experience for a bachelor’s degree or a minimum of 4 years for a master’s degree in implementation/support of SAP (or other enterprise systems) in areas of Public Sector Management, Finance, and reporting.
  • Extensive experience working with software development teams, overseeing the design, development, and deployment of software applications.
  • Formal training in business analysis, and/or software development.
  • Fluent in spoken and written English.
  • Project Management Certification (PMP, Prince2, Prince2 Agile, PMI Agile Certified Practitioner) or three years’ experience in project managing the delivery of IT systems.
  • Knowledge or experience of Microsoft DevOps and BMC Helix or similar collaborative software development tools and IT service management tools.
  • Strong analytical skills and creativity.
  • Good communication and presentation skills and ability to establish and maintain effective working relationships.

Expected duration 6 to 11 months

Duties and Responsibilities - Conduct research and analysis of trends and best practices to identify opportunities for improvement and innovation in the Agency's software applications. - Collaborate with cross-functional teams, including IT and business stakeholders, to identify business needs and recommend solutions that align with the organization's goals and objectives. - Develop and maintain relationships with key stakeholders, ensuring their needs are understood and addressed in a timely and effective manner. - Develop and implement quality assurance processes to ensure that all systems and applications are working as intended and meet the highest standards of performance and reliability. - Participate in the development of project plans, including defining project scope, timelines, and resource requirements. - Ensure compliance with regulatory and security requirements related to the Agency's software applications. - Lead the implementation of new software applications and upgrades, ensuring that they are successfully deployed and meet the needs of end-users. - Monitor and analyze system performance, identifying areas for improvement and taking corrective action as needed. - Provide thought leadership and expertise in the development of new software applications and technologies, staying abreast of emerging trends and best practices. - Provide mentorship and guidance to other Business Analysts on the team, helping them to develop their skills and achieve their professional goals. - Participate in the development and implementation of policies and procedures related to software development, maintenance, and support. - Develop and deliver training materials and conduct training for associated trainers working with users of applications to which assigned. - Assists in preparation of instruction manuals and other documentation for the systems and application(s) to which assigned. - Performs other duties as required.

Qualifications/special skills Academic Qualifications:

Experience:

  • A minimum of 6 years of experience for a bachelor’s degree or a minimum of 4 years for a master’s degree in implementation/support of SAP (or other enterprise systems) in areas of Public Sector Management, Finance, and reporting.
  • Extensive experience working with software development teams, overseeing the design, development, and deployment of software applications.
  • Strong communication and collaboration skills, with the ability to work effectively with stakeholders at all levels of the organization.
  • Formal training in business analysis, and/or software development.

Licenses & Certificates: DESIRABLE QUALIFICATIONS

  • Project Management Certification (PMP, Prince2, Prince2 Agile, PMI Agile Certified Practitioner) or three years’ experience in project managing the delivery of IT systems.
  • Report writing and knowledge of reporting tools (PowerBI, Crystal Reports, SQL Reporting Services, etc.).
  • Experience in wireframe design.
  • Knowledge or experience in Office 365 and/or SharePoint Online.
  • Knowledge or experience of Microsoft DevOps and BMC Helix or similar collaborative software development tools and IT service management tools.

Service conditions:

  • The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.
  • Remuneration for this consultancy will be on 1,705.00 USD depending on the fund availability, qualifications, and relevant experience.

    Additional Information The Agency makes use of many business systems to support front-line services provided to beneficiaries as well as to support the operations of the Agency. The Information Management and Technology Department (IMTD) responsibilities include the development, maintenance, and support of IT solutions to automate and streamline business processes in line with good practice and business department needs. The Agency’s Enterprise Resource Planning system, Reach, is based on SAP ECC and the key modules include Public Sector Management (grants, projects, budgets), Finance (accounts, treasury, assets), Procurement and Logistics (Materials Management, Warehouse Management, Sales and Distribution), Human Resources (Organization Management, Personnel Administration, Payroll and Time Management), Fund Planning, Results Based Management, Business Planning and Consolidation, and reporting (Business Intelligence Business Objects / Business Warehouse). Data is exported to the Agency’s Enterprise Business Intelligence (EBI) platform to provide management reports and dashboards.

The position will be responsible for supporting the HR-related reporting functionality of the Reach system and other Agency wide related HR system.

Under the day-to-day supervision of the Head of the Business Service Management (BSM) Section of the Information Management and Technology Department, the analyst will work closely with other members of the BSM stream and with business counterparts to support the implementation of fixes and changes in the relevant modules of the Reach system.
