How can you make a difference?

The Child Protection Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to undertake SEA investigations capacity building for UNICEF Implementing Partners in 4 countries and develop contextualized SEA investigations policies and protocols, documenting good practices and recommendations to sustain SEA investigations capacity for IPs

Work Assignment:

As part of training preparation, conduct needs assessment to ensure that the training package to be developed is customized to address specific capacity needs of UNICEF partners and contractors. During the assessment, establish existing investigations systems and gaps in each of the organizations to inform tailored approach. Other methods used in the preparation of the training should include meeting with UNICEF Country and Regional PSEA Teams, meeting with management of UNICEF Implementing Partner Organizations.

Training Package

Develop a standard SEA investigation capacity training package covering the following core elements and additional issues identified as a result of the needs assessment:

  • What is SEA / Sexual Harassment/ Safeguarding
  • Who should conduct SEA investigations, accountabilities, specialized skills
  • Complaint intake and review
  • Core Principles of investigations– survivor centred approaches, safety, due process, confidentiality, and impartiality
  • An overview of the investigations process and steps
  • Investigations planning
  • Risk Management during the investigation process
  • Evidence Collection and Storage, different types of evidence that may include digital/electronic, medical, physical etc.
  • Conducting investigations remotely
  • Interviewing – Adults, Children and Vulnerable persons, interviewing offenders, interviewing victims, interviewing witnesses,
  • Child Survivors of SEA, vulnerability factors, impact, interviewing of children, support system
  • Referral and role of national law enforcement systems
  • Investigations report writing
  • What happens after investigations

This package should be developed in a way that allows delivery by other facilitators.

Training and awareness

  • Deliver the training package for each priority country (Philippines, Papua New Guinea, Timor Leste and Pacific Islands). Given the current context in the region, the training should be deliverable on virtual platforms.
  • Conduct awareness sessions for management of the Implementing partner organizations in each of the 4 countries on their roles on investigations and on managing outcome of investigations.

Coaching and mentoring

  • In consultation with the implementing partners (including the trained SEA investigators) and in coordination with the Country offices and EAPRO PSEA Lead, develop and deliver a coaching and mentoring plan for personnel working in investigation units using contextualized methods including by use of SEA investigations simulations and scenarios to impart hands-on, practical investigation skills to participants.
  • Provide on-call support and technical guidance to UNICEF Implementing Partners during the period of the consultancy.

Investigations Policy and Protocol

  • Develop/write one contextualized generic SEA investigations policy and protocol per country to be adapted by the Implementing Partners for their internal SEA mechanism.

Recommendations

  • Provide recommendations for sustaining SEA investigations systems and capacity among UNICEF Implementing Partners and best practices for replication.

  8. Recommendations on PSEA policies and best practices for replication documented.
  9. Final consultancy report detailing all activities undertaken and recommendations for Country Offices and Regional Office produced.

Duration of Contract: November 2021 – April 2022 (88 working days)

Working Location: The consultant will work remotely.

To qualify as an advocate for every child you will have…

  • An advanced degree in Human Rights, Law, International Development, Child protection, Social Protection, Gender or other related fields.

  • A minimum of eight years’ professional work experience on SEA Investigations, SEA Investigations training and capacity building, child protection or GBV programming;

  • Experience in working in humanitarian contexts;
  • Excellent communication skills;
  • Excellent facilitation, training, networking and advocacy skills;
  • Demonstrated ability to work across country and cultural contexts on sensitive issues;
  • Demonstrated ability to work independently;
  • Sound knowledge of PSEA protocols and procedures is an asset
  • Experience in working directly on the PSEA framework is an asset.
  • Experience in working in the East Asia Pacific region is desirable; and
  • Experience in working with the UN/UNICEF an asset.
  • Knowledge of another UN language will be an added advantage.
