- Good knowledge of local context and experience in liaising with government officials, local stakeholders, smallholder farmers cooperatives, organisations, companies.
- Fluency in Portuguese and English/French.

ORGANIZATIONAL CONTEXT
The WFP Country Office in São Tomé e Príncipe is, therefore, seeking a consultant to support the implementation of a SABER – SF exercise in the country. The work is expected to take place in September and October 2021. The consultant will work under the overall supervision and guidance of the CO’s Officer in Charge and under the technical guidance of the SABER – SF international consultant. The CO’s School Feeding Focal Point/Activity Manager will also be available to support the consultant, as need be.
JOB PURPOSE
SABER-School Health and School Feeding are part of a larger exercise launched by the World Bank’s HDNED and aimed at benchmarking all of the education domains. The main purpose of this initiative is to provide standards of good practice against which countries can rate themselves (World Bank 2012). SABER applies an evidence-based approach to analyse school feeding policies, using five internationally agreed upon pillars for a country to establish a strong basis for school feeding. These are:
(1) a national policy framework; (2) stable and predictable funding; (3) sufficient institutional capacity for implementation and coordination; (4) sound design and implementation; and (5) community participation.
KEY ACCOUNTABILITIES (not all-inclusive)
- Help to establish a steering group with government counterparts from relevant Ministries, who will be the focal points for information exchange between the government and WFP;
- Review the SABER-SF questions, discuss these with the steering group, and customize them for the specific context;
- Jointly with the steering group, facilitate a stakeholder mapping exercise to define sub-national entities and schools to be consulted and the scope of the data collection;
- Retrieve information through a series of interviews with key informants and by identifying, obtaining and analysing available documentation;
- Fill out the SABER-SF 2.0 matrix, analyse the information obtained, formulate findings on existing capacity, and main capacity gaps;
- Liaise with and provide clarifications for the international facilitator;
- Ensure the adequate preparation and implementation of the validation workshop in São Tomé e Príncipe;
- Provide technical and analytical inputs for the final documentation to be prepared by the international facilitator.
STANDARD MINIMUM QUALIFICATIONS
Education : Advanced University degree in Economics, Social Sciences, Agriculture, Public Administration, International Development, International Relations, Social Policy or related fields or a First University Degree with additional years of related work experience.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
A minimum of 3 (three) years of relevant experience working with governments and/or UN agencies on development issues and/or social policies (i.e. school feeding programmes or rural development). Experience in primary and secondary data collection, through interviews and review of relevant documents, reports, regulations and policies. Experience carrying out analytical work. Good knowledge of local context and experience in liaising with government officials, local stakeholders, smallholder farmers cooperatives, organisations, companies, among others. Relevant experience in the West and Central African region, preferably in São Tomé e Príncipe
OTHER SPECIFIC JOB REQUIREMENTS
- Understanding of the national political context and arrangements for national, provincial, and municipal level social programme interventions.
- Understanding of the Agenda 2030 and basic knowledge of food and nutrition security.
- Demonstrated capacity in quality data collection and writing skills.
- Demonstrated capacity in analysis and consolidation of quantitative and qualitative information to assess national capacities in social policies and programmes.
- Fluency in Portuguese and English/French.
