BACKGROUND

Purpose of Activity/Assignment:

Launched in 2018, the UNICEF and LIXIL ‘Make a Splash!’ (MaS!) Partnership combines the two organizations’ complementary strengths to support progress towards Sustainable Development Goal 6; achieving access to adequate and equitable sanitation and hygiene for all and end open defecation by 2030. The ‘Make a Splash!’ partnership aims to build sustainable sanitation and hygiene markets serving millions of people.

‘Make a Splash!’ is UNICEF’s first global shared-value partnership in the water, sanitation and hygiene sector. Together, the partners have promoted safe sanitation and hygiene with communities, while building competitive sanitation markets, through programs that help children and families stop open defecation and access affordable and appealing solutions for safely managed sanitation. The joint efforts include market strengthening interventions, including advocacy for greater sanitation prioritization and investment, policy reform, better data for decision making and increased finance and funding for safely managed sanitation. On-the-ground activities range from building supply chains, distribution networks, and enabling local entrepreneurs and masons to sell, install and service the products.

The partnership started in three markets – Kenya, Tanzania and Ethiopia – expanding to three more markets – India, Indonesia and Nigeria – in 2022, allowing for a greater diversity of context and learning. 2023 marks 5-years of collaboration. As such, the partnership wishes to consolidate lessons learned to support the scaling up of market-strengthening efforts in other countries, in line with UNICEF’s Game Plan to Reach Safely Managed Sanitation.

The purpose of this consultancy is to support documentation and distilling of each country’s approach to market strengthening of the Make a Splash! Partnership in Kenya, Tanzania, Ethiopia, India, Indonesia and Nigeria and based on these experiences produce a technical note on scaling up market strengthening in other countries. Examples of the kinds of questions to answer are:

  • Where they exist, how can government Community Health Volunteers (CHVs), or health extension workers, be best supported to link customers to sanitation products and services in rural areas to increase access to safely managed sanitation?
  • How can government-led market-based sanitation centres increase sales of sanitation products and services?
  • How can the hub-and-spoke distribution model of sanitation products be aligned to CLTS triggering programmes, and how can consumer financing be available at the point of sale?
  • How can customers learn about the full range of sanitation products and services through government toilet retrofitting programmes?
  • How can the sales of sanitation products and services be scaled up through a digital one stop shop platform?

Scope of Work:

The consultancy will cover two broad areas: production of technical note on key learnings from each country for scaling up market strengthening activities to other countries and dissemination of learnings in a key sector event. No travel is required for this ToR.

Under the supervision of WASH Specialist and in collaboration with UNICEF Country Office teams, the consultant will support the following:

  1. Production of technical note on the key learnings from each country to support scaling up of market strengthening activities:
  • Conduct desk review of all relevant MaS! programme plans, annual reports, learning reports, etc. from each country and develop a preliminary list of research questions to guide interviews
  • Conduct key informant interviews with UNICEF WASH staff and LIXIL-SATO staff at HQ (2 no.), regional (2 no.) and country offices (12 no.) for better understanding of UNICEF’s MaS! programme.
  • Based on the information collected and subsequent analysis, refine research questions and draft a user-friendly technical note presenting key market strengthening approaches per country context and typology, to support scaling up the approaches in other countries. An initial outline to be shared for feedback, and then the draft technical note to be shared with relevant UNICEF staff at HQ, Regional and Country offices for review and inputs.
  • Produce revised draft of the technical note based on the inputs/feedback received from WASH staff.
  • Support the organization of one global webinar for dissemination of MaS! market strengthening approaches to other countries.
  • Finalize the technical note based on additional inputs and comments from the global webinar.
  1. Dissemination of findings:
  • In collaboration with other relevant partners, support the preparation of a MaS! Session at 2023 AfricaSan 7 (the consultant will not be required to travel to the conference).

Terms of Reference / Deliverables/Deadlines

1. Workplan for the consultancy developed with preliminary list of research question. By August 4, 2023

2. Synthesis of data and summary of analysis and insights from KIIs and refined list of research questions. By August 31, 2023

3. Initial outline, draft technical note and revised draft technical note based on feedback. By September 14, 2023

4. One global webinar on the technical note on market strengthening organized. By October 6, 2023

5. Final Technical note produced and submitted for graphic design. By October 12, 2023

6. 1 AfricaSan 7 session held By November 6, 2023

Qualifications

(1) Education

Inter Disciplines, Bachelor's Degree in Public health, behavioural and other social sciences, engineering, business, or another field relevant to WASH.

(2) Work experience

  • A minimum of 6 years of professional experience in sanitation programming, including country level experience.
  • Experience working on market-based sanitation approaches for sanitation service delivery in low- and low-middle income countries.

(3) Competencies

  • Demonstrated experience in the design and implementation of market-based sanitation projects
  • Proven skills in analysis, synthesis, and ability to communicate complex issues clearly and succinctly both orally and in writing.
  • Strong communication skills (written and oral) in English are required.
  • Excellent interpersonal skills and demonstrated experience working in a multicultural environment.
  • Passion and demonstrated commitment to UNICEF’s mission and core values.
  • Background/familiarity with UNICEF’s WASH programme will be an asset.

  • Financial proposal that will include:

  • Costs for each deliverable note above and total all-inclusive (lump sum) fees for the whole assignment.

  • Travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR
  • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicate your availability

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
